I'd like to thank the State Commissioners for active engagement in unlocking our nation's potential.
In the quest for investment in STI infrastructure, shaping policies and implementation of those policies, States need to align its technological advancements with local priorities, ensuring inclusivity.

It is vital to engage local industries, research institutions, and community stakeholders. Fostering partnerships will amplify our scientific endeavors, spurring economic growth through a national policy driven to sub-national levels to activate local impact.

For this reason, we must transition to adaptive strategies, continuous learning and a commitment to build a robust knowledge economy because State Commissioners are recognized as primary stakeholders in the NSTI Council among government, industry, and knowledge institutions.

This meeting has yielded fruitful deliberations for and decisions made today will shape the future of our scientific landscape to birth a shared commitment to advancing science and technology in Nigeria.

I am honoured to have received the delegation from the Polymer Institute of Nigeria. Prof. Emmanuel Osabohein, the institute's President, and Prof Samuel Achi, Chairman of fellows, were part of the delegation that conferred a fellowship upon me.

Their visit was not only enlightening but also a moment of great significance. This fellowship steers the power of collaborative engagement to build a base that continually inspires researchers towards nation building efforts.

This recognition fuels my commitment to advancing the field of innovation, science and technology. I am deeply grateful to Prof. Osabohein, Prof. Achi, and the entire institute.

Institutes like the Polymer Institute of Nigeria set precedence for the growth we all desire to see.

It is my deepest delight to see that the National Centre for Technology Management (NACETEM) in Nigeria is facilitating a process where Nigeria will start building fiberglass boats. During my tour of the facility yesterday, I agree that NACETEM spearheading efforts to make this transition will unlock the potential of market-ready technological solutions for Nigeria's blue economy.

Furthermore, we can leverage trainable human resources and welding/foundry knowledge for fiberglass boat production.

In the words of Dr. Olushola Odusanya, the NACETEM Director-General, "The national policy on the development of the blue economy and the pathway to follow are clear; operators of the blue economy must come together for corporate knowledge."

I appreciate the DG and the entire team at NACETEM for their doggedness in this pursuit. Let's be reminded daily that innovation, science, and technology are our hope and solution to drive Nigeria's economy into glory days. The mission to achieving economic development, job creation, and empowered human resources shouldn't be lost on us.

I extended a warm welcome to members of the Association of Nigerian Inventors (ANI) who graced us with their presence during our meeting today. Through our extensive discussions, the requests put forth by ANI, outlining key initiatives that align with our shared vision for a technologically advanced and innovation-driven economy are viable and important.

I am genuinely excited about the prospect of working closely with ANI to realize these initiatives. As I reiterated to them, our vision resonates with agenda.

Inspired by global successes like Silicon Valley and London Technology City, (TTC) we are optimistic about our plans to drive economic growth powered by a technology city. Despite past oversights, we are working closely with Governor Nyesom Wike, to ensure we secure the property earmarked to build the TTC. Also, receiving global support with firms like McKinsey worldwide and its partners gives us confidence in our mission.

With platforms like the Association of Nigerian Inventors (ANI), we can create an environment that nurtures creativity, supports inventors, and propels our nation to the forefront of technological excellence.

I would like to express appreciation to ANI leadership starting with its National President, Inventor Lawrence Nzenagu, Inventor Dr. Sadeeq Chika, Abubakar - the Vice President North. Inventor Imoh Etekpo, the National Secretary, Inventor Latifah Aspitah Isah, the National Public Relations Officer, and all its members for their unrelenting pursuit, inventions, and contributions to our society.

Recognizing its pivotal role in fostering innovation, job creation, and economic growth, I enthusiastically endorsed the initiative, emphasizing its alignment with our vision for a tech-driven future.

Additionally, Dr. Mustapha Abdullahi, Director-General of the Energy Commission of Nigeria (ECN) , affirmed Nigeria's commitment to Clean Cooling at the UN Climate Change Summit in Dubai. He highlighted the country's dedication to the Global Cooling Pledge, recently championed by ECN in collaboration with the United Nations Environment Programme at the just-concluded .

Furthermore, Professor Abdullahi Mustapha, , Director-General of the National Biotechnology Development Agency (NABDA), persists in championing biodiversity as he underscores the power of biofortification in plant breeding to address malnutrition and boost incomes for smallholder farmers.

Lastly, the Raw Materials Research Development Council (RMRDC) is fueling Nigerian industrial growth by unlocking the potential of local raw materials. In their just-concluded Manufacturing and Equipment Expo and Nigerian Raw Materials Exposition, I urge industrialists and investors to replicate the process technologies showcased at the center at a commercial scale for increased manufacturing activities. This is crucial as the feasibility and viability, along with the capability of Nigerian engineers to design and fabricate process equipment, have been demonstrated.

Emphasizing that secondary and tertiary raw materials produced locally will reduce dependence on importation and conserve foreign exchange.

Among many things, this week we introduced the National Policy on Welding to address sector issues and contribute to Nigeria's industrialization goals.

Discussed potential partnerships with AVIC International Holding Corporation in various tech domains.

Explored collaboration with IHRO Africa, focusing on job creation, economic growth, skills development, industrialization, and global competitiveness.

It was a pleasure to host a recent diplomatic visit from members of IHRO Africa. I was particularly impressed by IHRO Africa's dedication to promoting human rights, supporting education, and fostering social-economic integration in Africa.

Learning about IHRO Africa's ongoing initiatives, especially their work in support of the African Charter, was both enlightening and inspiring. The organization's impact is commendable, and I believe our collaboration can further amplify these efforts.

The Ministry of Innovation, Science, and Technology is eager to explore concrete avenues for collaboration based on our shared vision. Their insights and expertise will be invaluable in advancing our joint initiatives.

With the launch of the National Policy on Welding yesterday, it's imperative to further highlight the key benefits of this policy to the citizens of our government and the entire nation.

The key points of the agenda of our dear president driven by this policy is summarised as follows:

1. Job Creation:
The policy fosters local employment in welding, enabling professionals to work both nationally and internationally.

2. Economic Growth:
With the implementation of this policy, our goal is to reduce an annual revenue loss of over $10 billion by promoting local content and addressing the importation of certified welders.

3. Skills Development:
The establishment of Centers of Welding Excellence will enhance skills and competitiveness among local welders.

4. Industrialization:
We intend to expedite Nigeria's industrialization through standardized practices and innovation in welding.

5. Global Competitiveness:
This policy seeks to make Nigeria's welding sector globally competitive by emphasizing local personnel in critical economic sectors and establishing training centers.
