ADVANCED TRAINING ON GEEP 2.0 DIGITIZATION AND REGISTRATION FOR THE COMMUNITY ORIENTATION AND MOBILIZATION OFFICERS (COMOs)/GEEPDOs OF NATIONAL ORIENTATION AGENCY (NOA), LAGOS DIRECTORATE, HELD AT THE MINI HALL OF THE AGENCY IN IKEJA, LAGOS STATE.

A one-day Advance Training on Government Enterprise and Empowerment Programme (GEEP 2.0) for Community Orientation and Mobilization Officers (COMOs) and GEEPDOs of National Orientation Agency (NOA) Lagos Directorate was held on Thursday the 14th of July, 2022 at the mini–Conference Hall of the Agency in Ikeja, Lagos State.

Delivering the keynote address on behalf of the Honourable Minister, Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development (FMHADMSD), Mr. Kazeem Adewale Adenekan who represented the Minister, said that as part of efforts to ensure the successful implementation of the GEEP 2.0, the ministry organized the advance training exercise to acquaint the COMOs/GEEPDOs with the new criteria of registration on a new GEEP digitization Application preloaded on a tablet. The tablets which are to be used for digitization, is aimed at seamless programme implementation and to bring the COMOs up to date with the new strategies and requirements for phase II registration. He reiterated that The Federal Government of Nigeria established the National Social Investment Programme to tackle poverty and hunger across the country.

The National Coordinator noted that the GEEP 2.0 is an on-going programme. The phase 1 registration of potential GEEP beneficiaries lasted for two months during which there was an overwhelming turnout of interested beneficiaries across all the 774 Local government Areas nationwide. The manual registration, he said was followed with digitization of raw data to help make sorting and verification of data less cumbersome. The Advance Training on GEEP 2.0 Digitization and Registration is in preparation for the next phase of GEEP 2.0 registration exercise.

He used the occasion to appeal to the participants to double their efforts to ensure better and improved GEEP 2.0 implementation process even as he sounded a note of warning that any State N-SIP or NOA official found culpable of extorting and intimidating a beneficiary will be brought to book. He encouraged them to be actively involved in the training.

Giving her goodwill message the Commissioner for Wealth Creation and Employment cm Focal Person (NSIP) Lagos State, Hon. (Mrs.) Yetunde Arobieke commended the strong determination, commitment, drive and efforts of the COMOs and GEEPDOs towards the success of GEEP 2.0 implementation and for making time to be at the event. As a matter of commitment, she made available her phone numbers and promised the State government’s cooperation and support in seeing that the set target is achieved within the given time as much is needed to assist the less privileged and vulnerable members of the society.

Earlier in his welcome address, the Director, National Orientation Agency (NOA) Lagos Directorate, Dr. Waheed Ishola thanked the Honourable Minister, Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development (FMHADMSD) for deeming it fit and appropriate to organize the Advance Training programme because it has helped to answer and ease some of the teething problems agitating the minds of the COMOs and GEEPDOs. He further appreciated the indefatigable “Mama Wealth Creation”, Honourable Commissioner for Wealth Creation and Employment, Lagos State, Mrs. Yetunde Arobieke for her passion about the programme, GEEP 2.0. He promised to partner more with her in seeing that the set goals are achieved as he urged the COMOs to re-dedicate their passion and judiciously carry out the task ahead.

FREEDOM OF INFORMATION ACT ENGAGEMENT WITH THE DIRECTOR AND HEADS OF DEPARTMENTS OF VOICE OF NIGERIA (VON) BY DIRECTOR, NATIONAL ORIENTATION AGENCY (NOA), LAGOS DIRECTORATE.

A one-day engagement programme on Freedom of Information Act (FOIA) for the Directors and Heads of Departments of Voice of Nigeria (VON), Lagos was held on Tuesday, 5th of July, 2022 at the conference room of VON.

Addressing participants on the overview of the Freedom of Information Act (FOIA), 2011 and the importance of compliance to Nigeria, VON and Individuals, the Director, National Orientation Agency (NOA) Lagos Directorate, Dr. Waheed Ishola defined FOIA as an Act of National Assembly signed into law on 28th May, 2011 by President Goodluck Ebele Jonathan. The Act, he said, gives to everyone the unfettered access to records and information from any public institution thereby promoting openness, transparency and accountability in the conduct of government business.

He listed some of the essential elements of FOIA as:

- Provides for the right of ANY PERSON to access information and records whether or not in written form.

- Ensure that impediments and bureaucracy are not deployed by Public Institutions to frustrate requests or applications for information.

- Establish the right to take legal action to compel compliance.

- Public Institutions to proactively disclose information concerning their activities and operations.

- Eliminates the need to demonstrate any specific interest in the information applied for.

The Director noted that Freedom of Information is a critical ingredient that distinguishes a democracy from a dictatorship, and which also defines the authenticity and vibrancy of a democracy. He urged the participants to learn to keep, organize and maintain records and information relating to everything that they do on a daily basis in order to facilitate the public’s right to know. They should ensure that staff of the institutions do not engage in acts that are inimical to the successful implementation of the Act for which penalty has been prescribed.

Despite the robust nature of the FOIA, the Director cautioned on some of the exemptions and exempted materials that must not be made public. Such as:

- International Affairs and National Defence

- Records Compiled for Administrative or Law Enforcement Purposes.

- Personal Information

- Trade Secrets and Commercial or Financial Information.

- Professional and other Privileges amongst others.

Making information and records freely accessible to the public is the cardinal objective of the FOI Act 2011 and this ensures participatory democracy, promotes transparency and accountability in the affairs of Government. The Director therefore appealed to participants to make information and records available to the public subject to the established exemptions. He said, this is because they are holding the information and records on behalf of the public to whom they are accountable to.

Highpoint of the event was the robust interactive session on the way forward where members shared their thoughts on the engagement and had answers to their questions.

ADVOCACY VISIT OF INEC, RESIDENT ELECTORAL COMMISSIONER TO NOA, LAGOS STATE HEADQUARTERS.

The need for Nigerians, especially Lagosians, to be actively involved in the process leading to the forthcoming General Elections in 2023, formed the highpoint of discussions between the New Resident Electoral Commissioner (REC) of Independent National Electoral Commission (INEC), Lagos State, Mr. Olusegun Agbaje and the Director, National Orientation Agency (NOA), Lagos State, Mr. Waheed Ishola during a courtesy visit to NOA State Headquarters in Ikeja, Lagos on Wednesday 11th May, 2022.

Setting the tone for the visit, the REC commissioner, Mr. Olusegun Agbaje commended the NOA management team for the reception accorded his team. He recalled with delight and excitement how the activities of the Agency gave him and the commission successes in his previous assignments in Ogun State. He noted that the visit was to solicit support and cooperation of National Orientation Agency (NOA) Lagos State Directorate in the area of mobilization, education and sensitization of the people particularly in the rural area of the state, to come out, register and collect their Permanent Voters’ Cards (PVCs). He further emphasized, that with 13,000 Polling Units (PUs) across Lagos, the need to have them polluted is a joint work with NOA in educating the people.

The Commissioner also observed that, Nigeria has experienced daunting political and socio-economic challenges in conducting elections and Lagos state being a mega-city, densely populated with people, needs to tackle voter apathy and equally improve on the electoral processes. He therefore promised to partner with the Agency in INEC major programmes towards the forthcoming 2023 General Elections.

Welcoming the New Resident Electoral Commissioner (REC) to his office, the Director, National Orientation Agency (NOA), Lagos State Directorate, Mr. Waheed Ishola thanked the commissioner for the encomium and honour of visiting the Agency. He noted that there is no gain saying the fact that over the years, Nigeria has experienced several general elections with evidence of improvements based on lessons learnt from previous exercises. In view of this, the National Orientation Agency (NOA) has been very active in the area of sensitization and mobilization of the people on voter’s apathy and education.

Furthermore, the State Director observed that like Siamese twins (NOA/INEC) the Agency has no choice but to work with Commission to achieve the sets goals. He promised to adequately use the existing structure of the Agency at the Local Government level to carry out political awareness campaign in order to make sure that the good people of Lagos are not left out in the scheme of things. He therefore urged the Commission to see that the Agency is kept abreast of the commission’s activities as they unfold. This is because the Agency’s mandate is to service all relevant agencies/commissions in publishing their programmes and activities.

NOA WORKING VISIT TO EXECUTIVE CHAIRMAN OF IRU/VICTORIA ISLAND LOCAL COUNCIL DEVELOPMENT AREA (LCDA)

The Management of National Orientation Agency (NOA), Lagos State Directorate, led by the Director, Mr. Waheed Ishola on Thursday the 5th of May, 2022 paid an advocacy visit to the Executive Chairman of Iru/Victoria Island Local Council Development Area (LCDA), Hon. (Princess) Rasheedat Abiodun Adu to rub minds with the council executives and thinker on how to move the council forward in the scheme of things in the state.

Receiving the NOA Management team on behalf of the Executive Chairman, the Council Manager, Mr. Olanrewaju F. Olalere reiterated the Executive Chairman’s commitment to support the National Orientation Agency (NOA), towards carrying out its programmes and activities in the Council Area. He spoke in glowing tributes on the input of the agency’s staff in the Council area. How it had helped in showcasing the activities and achievements of the local government. He requested for more synergy and assured the Director that the issue of impress for the Agency’s staff had long been approved with additional responsibilities given to them. He further promised to continually support the agency’s activities despite the paucity of funds.

Earlier, the NOA State Director, Mr. Waheed Ishola, congratulated Hon. (Princess) Rasheedat Abiodun Adu on her election for the second term and commended the high level of work within the council. He noted that the visit was equally to appreciate the council on her support to the Agency’s activities and to rub minds with the executives and thinker on how to move the council forward in the scheme of things in the state. He observed that with the signing of the electoral bill and the release of INEC timetable towards the 2023 general elections, time is of essence to tackle the political apathy in the state and that, as an agency of government that prides its presence in all the 20 Local Government Areas and 37 Local Council Development Areas (LCDA) on the trust of the people, he had visited the local government to partner with them in achieving the set goals against voter apathy.

The Director requested for collaboration and partnership on a number of programmes to sensitize and educate the people on the right values, especially the menace of ritual killings for money making and cultism common amongst the youths. He talked on the need to have a joint programme on Good Governance where elected political office holders and the civil servants would be brought together for synergy and better understanding of their roles and responsibilities in giving dividends of democracy to the people and equally steam-down unnecessary agitation that may arise. He re-emphasized the Agency’s preparedness to assist the Council in propagating and promoting its programmes and activities in the grass-root areas even as he requested for a more working partnership with the Agency’s staff.

Giving the vote of thanks on behalf of the Agency, the Deputy Director, Special Duties/Local Government Affairs, Miss. Tola Adegboyega thanked management and principal officers of the council for their working synergy with the Agency. He prayed for God's blessings as they plan for the well-being of the people.

NOA LAGOS DIRECTORATE SENSITIZES MEMBERS OF COMMUNITY DEVELOPMENT COMMITTEE (CDC), SURULERE L.G. ON THE NEED TO PATRONISE AND USE MADE-IN-NIGERIA PRODUCTS AND SERVICES.

Since 2016, the National Orientation Agency (NOA), has been engaging various sectors and stakeholders at all levels on advocacy and interactive fora across the 36 States and FCT on attitudinal change of the people to patronize and use made-in-Nigeria products in a bit to encourage local content and creation of employment. The need to patronize made in Nigeria products and services cannot be over-emphasised, as it is one major way to economic growth and development. The economy of any nation grows rapidly when locally made products are promoted through patronage; first by its people and through export.

In other to sustain the campaign, the Director, National Orientation Agency (NOA) Lagos Directorate, Mr. Waheed Ishola on Thursday the 21st of April, 2022 held a sensitization and re-orientation programme with over 80 members of Community Development Committee (CDC) of Surulere Local Government area of Lagos State on the need to continually patronize made in Nigeria products and services. The Director took time to educate Lagosians on the implications of preference for foreign products and goods as well as the benefits of patronizing local products. He noted the following as the direct consequences of non-patronage:

1. Dwindling Gross Domestic Product (GDP) of the country as a result of low-level production

2. High rate of unemployment

3. Hindrance to growth of local companies

4. Capital flight – low value of Naira to other foreign currencies.

Speaking further, the Director appealed to participants to encourage all their members to imbibe the spirit of patronizing made-in-Nigeria products and services because it would encourage Nigerian producers to take pride in their own products. It would encourage Nigerian industries to be competitive by producing high quality goods. It would reduce unemployment in the country as moribund industries would be revived. This, he said, is aimed at diversifying the economy, creating employment and generating wealth.

On his part, the Chairman of CDC, Surulere Local Government, Mr. Wemimo Odumesu thanked the management of National Orientation Agency (NOA) Lagos Directorate for being apt in partnering with the committee on such sensitization programme which borders on economic creation and employment. He promised to continually share the experiences gained at their various communities.

High-point of the event was the robust questions and answers session where participants aired their reservations on some government programmes and sought to know the mind of the government on such issues.

NATIONAL ORIENTATION ADVOCACY VISIT TO THE EXECUTIVE CHAIRMAN OF MUSHIN LOCAL GOVERNMENT AREA OF LAGOS STATE.

Still in continuation of advocacy visit to the 20 Local Government and 37 Local Council Development Areas of Lagos State, the management team of National Orientation Agency (NOA) Lagos Directorate, led by the Director, Mr. Waheed Ishola on Wednesday the 6th of April, 2022, paid an advocacy visit to the Executive Chairman of Mushin Local Government, Hon. Emmanuel Bamigboye in his office at the council secretariat.

Addressing the chairman, the Director said it was a home coming for him, having been brought up in Mushin area of Lagos state. He congratulated him on his election for the second term and commended the level of work done, great development that would attest to the numerous awards received in his short period in Mushin Local Government. He noted that the visit to the council was because they have been very supportive to the Agency and the need to rub minds with the executives and thinker on how to move the council forward in the scheme of things in the state necessitated the visit. He observed that with the signing of the electoral bill and the release of INEC timetable towards the 2023 general elections, time is of essence to tackle the political apathy in the state and that, as an agency of government that prides its presence in all the 20 Local Government Areas and 37 Local Council Development Areas (LCDA) on the trust of the people, he had visited the local government to partner with them in achieving the set goals on voter apathy.

He used the occasion to intimate the Executive Chairman on the training of selected 35 community leaders from Mushin in conjunction with IOM on community dialogue session; where members of the community are sensitized on irregular migration of the youths. He appealed to the Chairman to see ways to assist the community leaders in carrying out the said objectives as they are on a Voluntary basis.

Speaking further on partnership, the director urged the Executive Chairman to always make use of the Agency’s staff who is a trained mobilizer to work for the council on sensitization programmes, because they are there to service the council. He re-emphasized the Agency’s preparedness to assist the Council in propagating and promoting its programmes and activities in the grass-root areas even as he requested for a more working partnership with the Agency’s staff.

In his welcome speech, the Executive Chairman of Mushin Local Government; Hon. Emmanuel Bamigboye thanked the team for the visit and noted that it was sensitive and quite informative. He expressed his sadness on Voter apathy in the state and efforts being made to reverse the trend. With the Agency on board, he promised his administration’s commitment to support the Agency towards carrying out its programmes and activities even as he commended the working relationship between his management and the Agency’s staff.

In her vote of thanks on behalf of the Agency, the Deputy Director, Planning, Research and Strategy, Mrs. Tomi Awosusi thanked the Chairman for his openness and time with the Agency despite his tight schedule. She prayed that God would continually intercede and enrich his wisdom as he carries out his plan for the well-being of the people.

NATIONAL ORIENTATION AGENCY (NOA) LAGOS DIRECTORATE RECEIVES NAPTIP LAGOS ZONAL COMMANDER ON ADVOCACY VISIT.

The new Zonal Commander, National Agency for the Prohibition of Trafficking in Persons (NAPTIP), Lagos Zonal Command, Mrs. Comfort Modupe Agboko and her management team on Tuesday the 5th of April, 2022 paid an advocacy working visit to the state headquarters of National Orientation Agency (NOA), Lagos Directorate in Ikeja, Lagos State.

Addressing the Director, the NAPTIP Zonal Commander, Mrs. Agboko thanked the Director for the warm reception accorded her and her team. She said she was visiting the Agency to build a stronger synergy on the already well-established relationship between the two Federal Agencies. She noted that NOA, as an agency of government saddled with sensitizing and mobilizing the people in all the 774 local government areas plus 37 local council development area of Lagos, it would be out of place not to partner with the Agency.

As a focal Agency fighting human trafficking in persons in Nigeria, NAPTIP, she said would like to solicit the corporation and partnership of NOA Lagos Directorate in working together at the grassroot to reduce the scourge of human trafficking in Lagos and Nigeria in general as about 8 million Nigeria Children are engaged in exploitative child labour.

In his response, the NOA Director, Mr. Waheed Ishola thanked Mrs. Agboko the NAPTIP Zonal Commander, Lagos, for finding time to visit. He noted that NOA as the only Agency of government in all the 20 local government and 37 local council development areas of the state; takes activities of government at the grass-root levels very importantly and sacrosanct. He promised the Agency’s preparedness to assist NAPTIP in propagating and promoting its programmes and activities at the grass-root areas in reducing the menace. Highpoint of the event was the exchange of information materials from both Agencies.

NIGERIAN YOUTHS REQUIRE LARGE-SCALE MINDSET RE-DIRECTION – DIRECTOR NATIONAL ORIENTATION AGENCY (NOA).

The Director, National Orientation Agency (NOA) Lagos Directorate, Mr. Waheed Ishola had called on Youths to change their mindset for good in their quest for political leadership in the country. The Director gave the admonition to members of Northern Nigeria Youth organization (NNYO) during a familiarization and interactive session with the Youth body at their secretariat in Oshodi, Lagos State, on Wednesday 30th March, 2022.

Addressing the board, management and members of the Youth Organization, the Director said that Youths of any nation are the backbone of such nations, but that here in Nigeria, they have not lived up to expectation, rather, they have allowed themselves to be used negatively by politicians. He noted that with the current level of social vices and devilish acts ongoing in the communities, Nigerian youths require large-scale mindset re-direction to get them out of the woods. He highlighted and took them through the seven core values as enshrined in section 23 of the 1999 Nigerian constitution as amended, this are; Discipline, Integrity, Social Justice, Self-Reliance, Dignity of labour, Religious Tolerance and Patriotism. These values work together and none can be neglected else sanity will continue to elude our society.

The Director appealed to the youths to shun the syndrome of get-rich-quick which has become an unavoidable decadence in the society. They should rather work hard with integrity and patriotism for the future they want to give their children because they are the leaders of today. Speaking further, the Director explained the workings of National Orientation Agency (NOA) as an agency of Government at the 20 local government areas and 37 local council development areas of the state. He promised the Agency’s readiness to partner and work with the Northern Nigerian Youth Organization (NNYO) as an organized and formidable youth body of the 17th Northern States living and working in Lagos.

Earlier in his welcome address, the chairman, Lagos State and Coordinator, Southwest, Northern Nigeria Youth Organisation (NNYO), Com. Sani Salisu DanMuttaf, thanked the Director for honouring their invitation. He noted that as Youth that believe in “One Nigeria”, they had longed to have the Director give them direction on their activities and programmes so much so as they would like to partner with the Agency in their various programmes and activities within the state.

High-point of the event was the presentation of Certificate and decoration of the Director as a Patron of the Organisation. As part of the activities to commemorate this year’s Valentine season of “Fall in love with Nigeria”, the National Orientation Agency in its sensitization programme held a maiden edition of integrity club competition across the country with the topic: “My Role in making a Nigeria of my Dream”, of which State Senior High School, GRA. Ikeja, Lagos State won the State Level first position.

Presenting the trophy to the Principal, Staff and members of the Integrity Club at the school premises in GRA, Ikeja, Lagos on Monday the 14th of February, 2022, the Director, National Orientation Agency (NOA) Lagos Directorate, Mr. Waheed Ishola said that the essence of the programmes was to create more awareness on integrity especially amongst students. The need for them to shun all social vices and concentrate on their studies. He reiterated that without integrity our values and purpose in life is defeated. On her part, the Assistant Chief Superintendent, Public Enlightenment and Education Unit, ICPC, Lagos State Office, Mrs. Mary Omonoyan said that Integrity is doing the right things when nobody is watching and that the commission takes it seriously. As a school, she urged them to always have integrity because it always pays.

The Desk officer, Education District VI Headquarters, Oshodi, Lagos State, Dr. (Mrs.) Kudirat Olubukola Adeyemi appealed to the school management and members of the club to continue to showcase self-amongst peers as to be the bacon of good works. The Principal, State Senior High School, GRA, Ikeja, Mrs. Adeola M. George who was surprised and overwhelmed with the success and award, thanked the organizers for the programme and commended the pupils for their dedication and achievement amongst the schools. She noted that since the establishment of the club, opportunities has been given to club members to address other students at assembly ground.
