RUWANGODIYA: WALKING THE TALK
The French say noblesse oblige, i.e. people who are privileged to be in high position should have commensurate obligation to be honorable, restrained, and generous.
The above best describes a well accomplished, kind-hearted, and purpose driven gentleman who is tenacious in his belief and dogged in his conviction. He is Muhammad Bashir Usman, popularly known as Ruwangodiya. He is a teacher per excellence, a social crusader, and an accomplished administrator. Despite successes and echelons, he remains an unassuming reformist who approaches assignments mandated on him with tenacity and perseverance.
Ruwangodiya, an erudite scholar per excellence is currently the Special Adviser to His excellency, the Executive Governor of Katsina State, Right Honorable Aminu Bello Masari, on Higher Education.
His pragmatic approach in repositioning tertiary education sector in Katsina State has made him a golden star, a role model and an embodiment of excellence among his colleagues in the executive council of the current APC led administration in Katsina State. He is just mind-bogglingly passionate in championing issues and the cause of society.
His activist-like life style, his steadfastness and fearlessness, his eloquence and vastness in both Islamic and western knowledge, his exemplary moral standard make many ask, “who’s this dude?”
Born on the 28th June, 1968, Ruwangodiya attended Ruwangodiya Primary School from 1976-1982. ln 1983, he joined Government Secondary School Birnin-Gwari where he obtained his G.C.E O/L Certificate in 1988. Some of his early childhood friends and classmates confided in me that Muhammadu, as they popularly called him, was right from childhood, brilliant in class, intelligent and a go-getter among peers and colleagues. This unassuming orator bagged polytechnic diploma at Hassan Usman Katsina Polytechnic in 1991. He obtained his first degree in Mass Communication at Bayero University Kano in 1996 where he graduated with upper 2nd class.
His educational sojourn did not stop there, as he joined the prestigious Ahmadu Bello University, Zaria in 2001 where he was awarded PGDE certificate upon completion of the program. He however returned to Bayero University Kano in 2007 and bagged his Master Degree in Mass Communication in 2011. George Files once said: "whoever stops learning is old, whether at 20 or 80 years". Ruwangodiya subscribes to that view and has just defended his doctoral thesis in Mass Communication, awaiting the award at same institution.
Being a teacher remains the pride of this distinguished achiever. He ventured in teaching when he voluntarily taught in his former primary school at Ruwangodiya after graduating from the Polytechnic. His stay in Kaduna gave him an opportunity to take up a teaching job at Nurul Islam Secondary School, Malali from 1997-1998. His teaching appointment with the Katsina State Ministry of Education was in 1998 and was posted to Government College Funtua as MG II teacher. In 2002, Ruwangodiya joined the services of Hassan Usman Katsina Polytechnic as lecturer and has since then been nurturing minds and souls in different aspects of life. Drinking from the fountain of this well respected and resourceful academic, is the beginning of one's wisdom and knowledge. His over two decades stay in this prestigious institution has been full of success stories. Rising through the ranks from an Assistant Lecturer to the peak (Chief Lecturer), Ruwangodiya has tutored thousands of students and mentored several greenhorns in the teaching job in his 21 years of service with the Hassan Usman Katsina Polytechnic, and other academic institutions, as part-time or visiting lecturer. his products can now be found virtually in all sectors, especially the media and the entertaining industry, public relations and advertising, public service, security apparatuses, private establishments, academic institutions and political arena, etc.
Ruwangodiya was the departmental examination officer and later head of his Department, Mass Communication; he was the Coordinator, Entrepreneurship Development Center, Hassan Usman Katsina Polytechnic; he was Editorial Adviser, HUKPOLY Trumpet; he had participated in several ad-hoc and standing committees of the Polytechnic.
Driven by his desire for a just and equitable society, Ruwangodiya joined the civil society. He was in all places agitating for an informed society that is conscious of its right and responsibilities on the one hand, and a responsive and responsible governance on the other hand. Even his appointment as S.A Department of Higher Education has not deterred him from active participation in the civil society struggle and telling the truth to power. He was the chairman, Coalition of Civil Society Organizations, Katsina State and remains an active member of the Trustee Board of the Katsina State CSO’s.
Ruwangodiya is a household name on the local, national and international broadcast media. He is as incisive as he is authoritative in his eloquent commentaries on domestic and international issues in the media and public fora, earning respective among fellow academics and activists; admiration and love by the ordinary citizens as he becomes their mouthpiece. As a prolific writer, Ruwangodiya has several national and internal academic journals and book chapters to his credit. He offers capacity building and consultancy services to media, academia, civil societies, local and international agencies.
His appointment by his Excellency, the Executive Governor of Katsina State RT. Hon. Aminu Bello Masari in the late 2018 was highly celebrated by Katsina Talakkawa whose voices were not audible enough to be heard- now in him they have found a mouthpiece to rely on. Governor Masari's conviction on Ruwangodiya's uprightness was the factor behind the latter's appointment. His trailblazing performance in his capacity as S.A Higher Education was quite unprecedented and jinx breaking. I am sure His Excellency has never for once regretted this historic decision of putting a square peg in a square corner!
There was never a time when this sector got the much desired boost than now. Within the years under review, Ruwangodiya approached the task before him with responsiveness, commitment to meeting the yearnings and aspirations of everyone in his ‘constituency’. Under his watch, tertiary institutions across the state consumed over N7.3 billion, breaking the jinx as the only S.A Higher Education who brought pragmatic changes to the sector courtesy of his incorruptible stance. In terms of physical infrastructures, institutions like Umaru Musa Yar'adua University, Hassan Usman Katsina Polytechnic, Isah Kaita College of Education, School of Legal Studies Daura are witnessing expansion and development. At Umaru Musa Yaradua, for example, the long awaited faculties of Medicine and Agriculture are about to take off, thanks to the conversion of the Federal Medical Center into teaching hospital and the massive investment by the state government at Layin-Minista respectively.
To boost teaching and learning in the state tertiary institutions, Department of Higher Education under Ruwangodiya facilitated for the procurements of computers, utility vehicles, security lights, laboratory equipment, among others.
From 2015-date, a number of Katsina State indigenes have been on special foreign scholarship scheme to study critical areas of needs like medicine, physiotherapy, medical laboratory science, pharmacy, ICT, Islamic education, banking and finance, etc. Staff of tertiary institutions are also not left behind in the Reformation Agenda. Katsina State Government has spent millions of naira to sponsor academics for the pursuit of higher degrees.
Indeed, Ruwangodiya is a reference point in terms of commitment to service and prudence. Under his watch, Umaru Musa Yar'adua University alone, benefitted with developmental projects and interventions from Katsina State Government worth over N1.04 billion, whereas, in Hassan Usman Katsina Polytechnic, N98.6 million was spent for the ex*****on of some indelible projects. New structures are being put in place while old ones are being renovated and upgraded at Yusuf Bala Usman college of Legal Studies.
At Isah Kaita College of Education, the Department of Higher Education has facilitated for the construction and furnishing of a 1000 bed space capacity female hostel, four laboratories and the renovation of two burnt female hostels, etc. to the tune of over N443.5 million.
Apart from being an Aide and a talented adviser, Governor Masari has found in Ruwangodiya a worthy ambassador and a resourceful and courageous representative to different occasions and fora. For instance, his thrilling performance at the concluded APC Membership Validation Exercise in Lagos State won him the hearts and respect of everyone who matter in the state. As complex and as volatile Lagos could be, Ruwangodiya navigated the most difficult political terrain and conducted the most hitch-free validation exercise in the country.
The above accomplishments by Muhammad Bashir Usman Ruwangodiya as SA Higher Education, are pointers that given more space and opportunity, he will do much more. He has demonstrated the desired quality, character and intelligence in managing the affairs of the people under him. He is committed to work, he is prudent in resource management, he is keen to listen to opinion of others, he is driven by set goals and focused in their pursuit, he is strong, courageous, determined and upright. What else do you need in a leader? 2023 is past approaching, the political space already becoming tense, the political gladiators- the good the bad and the ugly- already drawing the battle lines. On whose side are we?
