Monitoring & Evaluation Plan

A monitoring and evaluation (M&E) plan is a document that helps to track and assess the results of the interventions throughout the life of a program. It is a living document that should be referred to and updated regularly.

M&E plan will include some documents that may have been created during the program planning process, and some that will need to be created new. M&E data alone is not useful until someone puts it to use! An M&E plan will help make sure data is being used efficiently to make programs as effective as possible and to be able to report on results at the end of the program.

It is important to develop an M&E plan at the planning stage of an intervention initiative as it helps to assess and guide project performance against the stated goals and objectives. It is a long-term process that runs through the life of a project and exists long after the project closeout. It is elaborate on set indicators and is able to track the project performance vis-à-vis the set indicators.
Monitoring is a systematic and long-term process that gathers data from project activities regarding the progress made by an implemented project. However, evaluation is time specific, and it is performed to judge whether a project has reached its goals and delivered what is expected according to its original plan. In evaluation, the data gathered are processed to generate information.

A good M&E Plan will help program staff decide how they are going to collect data to track indicators, how monitoring data will be analyzed, and how the results of data collection will be disseminated both to the donor and internally among the project team for documentation, learning, and improvement.

The Monitoring and Evaluation (M&E) process ensures that the project is measured on the go to ascertain if it is achieving the set targets. For instance, by monitoring the development of the project you will easily understand whether strategic changes need to be made and act accordingly. Also, M&E is relevant to show accountability to donors, who need to assess the quality of the implementing partner. M&E processes show accountability to donors, this is an important aspect of the grantee-grantor relationship.

Considerations for an Effective M&E
These key considerations should inform the development and workability of any M&E process. It is essential that the process is useful, adaptable and meets the needs for the purpose it was intended for.

To develop an effective M&E, experts should think through:
• Resources:
how much money, time and human resource will be needed to conduct the activities.

• Capacity:
Does the implementer have internal capacity among its team, to carry out the proposed monitoring and evaluation activities, including analysis of data collected, or will outside expertise be needed?

• Feasibility:
Are the proposed activities realistic? Can they be implemented?

• Timeline:
Is the proposed timeline realistic for conducting the proposed activities?

• Ethics:
What are the ethical considerations and challenges involved with implementing the proposed activities, and is there a plan in place for addressing those considerations?

Monitoring and Evaluation plans can always be amended, and additional indicators or information can always be added. However, information that has already been collected cannot be changed.

Sustainable Development Goal 1 (SDG 1 or Global Goal 1), one of the 17 Sustainable Development Goals established by the United Nations in 2015, calls for "no poverty”. In broader terms, SDG 1 is meant "to end poverty in all its forms, everywhere”.

The goal has seven targets and 13 indicators to measure progress and it focuses not just on people living in poverty, but also on the services people rely on and social policy that either promotes or prevents poverty.

Globally, the number of people living in extreme poverty declined from 36% in 1990 to 10%t in 2015. But the pace of change is decelerating and the COVID-19 crisis risks reversing decades of progress in the fight against poverty. New research published by the UNU World Institute for Development Economics Research warns that the economic fallout from the global pandemic could increase global poverty by as much as half a billion people, or 8% of the total human population.

• According to a 2015 estimate, 10% of the world’s population or 734 million people lived on less than $1.90 a day

• Southern Asia and sub-Saharan Africa are expected to see the largest increases in extreme poverty, with an additional 32 million and 26 million people, respectively, living below the international poverty line as a result of the pandemic

• The share of the world’s workers living in extreme poverty fell by half over the last decade: from 14.3% in 2010 to 7.1% in 2019

• Even before COVID-19, baseline projections suggested that 6% of the global population would still be living in extreme poverty in 2030, missing the target of ending poverty. The fallout from the pandemic threatens to push over 70 million people into extreme poverty

• One out of five children live in extreme poverty

• In 2016, 55% of the world’s population – about 4 billion people – did not benefit from any form of social protection

• The National Bureau of Statistics (NBS) 2019 Poverty and Inequality in Nigeria report highlights that 40% of the total population, or almost 83 million people, live below the country's poverty line of 137,430 naira ($381.75) per year

• The monthly COVID-19 National Longitudinal Phone Survey (NLPS) also shows that, between mid-March and May 2020, the share of respondents who were working almost halved as Nigeria implemented strict lockdown measures

• Among those living below the $1.90 poverty line in 2018/19, 84.6% lived in rural areas and 76.3% lived in the North Central, North East, or North-West zones

• Based on the most recent official survey data from the Nigerian National Bureau of Statistics, 39.1% of Nigerians lived below the international poverty line of $1.90 per person per day (2011 PPP) in 2018/19

The Sustainable Development Goals (SDGs) are a bold commitment to help combat the urgent environmental, political, and economic challenges facing our world. It is hoped that by 2030, poverty in all forms and dimensions can be eradicated. To achieve this, we must target those living in vulnerable situations, increasing access to basic resources and services, and support communities affected by conflict and climate-related disasters.
