NIGER-DELTA YOUTH PARLIAMENT, AKWA IBOM STATE CAUCUS PAID AN ADVOCACY VISIT TO OBONG (ARC.) NYA ETOK
In her continued efforts to meet and liaise with critical stakeholders within the state in the Niger Delta project, the Akwa Ibom Caucus of the Niger Delta Youth Parliament led by the caucus chairman Hon. Amama Aloysius, yesterday had an interactive session with Arc. Ezekiel Nya Etok, the DG/Founder A-One Foundation.
Niger-Delta Youth Parliament, which is a foremost regional youth - led parliamentary organization with representatives across the eighty-two (82) Federal Constituency in the Niger Delta States has impacted positively through her advocacies regarding youth development and inclusion within the region while still formulating other modalities in addressing complex regional challenges.
As representatives of the State, we are to create a viable and robust working relationship with citizens, key institutions and organization to be able to ameliorate the diverse challenges faced by our constituents as well as enable us to contribute positively to the development of our dear state and our region.
The Caucus Chairman, in his address poured encomium on the progenitor of Social Governance Ideology for his countless contributions to this present administration led by Deacon Udom Emmanuel for liberation of youths and advocacies on responsibility transfer to the youths which has been one of the greatest for our generation. He also called for synergy and partnership as a panacea for long- term youth developmental framework.
Arc. Ezekiel Nya- Etok while responding promised to partner with Niger-Delta Youth for viable impacts as well advised the youths to be focus and determine to make a positive difference within their jurisdiction. Advised members to remain peaceful and portray an image that depicts the core values of this prestigious organization. "Only responsible youths can be entrusted with responsibilities", he added.
Truely, a better and greater Niger-Delta is possible if we all bury our differences and make channel our energy towards positivity and development.

COMMUNIQUE ON THE DEMAND FOR DETAILS OF CONSTITUENCY PROJECTS IMPLEMENTED IN 2019 IN AKWA IBOM STATE
PREAMBLE
A cross section of Akwa Ibom State citizens drawn from the 26 state constituencies across the State met in Uyo on November 26, 2020 at the 2020 COMMUNITY FORUM ON CONSTITUENCY PROJECTS IN AKWA IBOM STATE review the implementation of State constituency projects in the 2019 fiscal year. The Forum was organized by Policy Alert with support from Actionaid Nigeria and the UK Foreign Commonwealth and Development Office (FCDO).
OBSERVATIONS
We note that there was an approved budget of N1.632 billion, and the actual release of N1.057 billion for constituency projects across the 26 state constituencies as contained in the Akwa Ibom State 2019 Annual Report of the Accountant General released to the public on November 19, 2020.
We also note that there was a vote of N1 billion for Constituency Projects in the approved revised 2020 budget (the implementation level of which we cannot ascertain at this time), and a further vote of N1 billion in the proposed budget for 2021.
As grassroots citizens, we remain committed to improving citizens' engagement with the legislature and strengthening transparency and accountability in budget Implementation.
Forum therefore resolved as follows:
RESOLUTIONS
1. Akwa Ibom State House of Assembly (AKHA) members responsible for nomination of constituency projects across 26 state constituencies should PUBLICLY disclose the TYPE of nominated and implemented constituency project(s) for 2019 and 2020 in their respective State constituencies.
2. AKHA members responsible for nomination of constituency projects across 26 state constituencies should PUBLICLY disclose the SITES OR LOCATION of the nominated and implemented constituency project(s) for 2019 and 2020 in their respective State constituencies.
3. AKHA members responsible for nomination of constituency projects across 26 state constituencies should PUBLICLY disclose the COSTS for the project nominated and implemented for each constituency project(s) for 2019 and 2020 in their respective State constituencies.
4. AKHA members responsible for nomination of constituency projects across 26 state constituencies should PUBLICLY disclose the CURRENT STATUS of the project(s) nominated and implemented for each constituency project(s) for 2019 and 2020 in their respective State constituencies.
5. AKHA members responsible for nomination of constituency projects across 26 state constituencies should PUBLICLY disclose the CONTRACTORS for the project(s) nominated and implemented for each constituency projects for 2019 and 2020 in their respective State constituencies.
6. AKHA members responsible for nomination of constituency projects across 26 state constituencies should PUBLICLY disclose the DATE OF COMMENCEMENT, COMPLETION AND COMMISSIONING of nominated and implemented constituency project(s) for 2019 and 2020 in their respective State constituencies.
7. AKHA members responsible for nomination of constituency projects across 26 state constituencies should COMMENCE a process of ENGAGING with their CONSTITUENTS on the 2021 Constituency projects as soon as the 2021 Budget becomes law to ensure that proposed projects address the real needs and priorities of our communities.
8. AKHA members responsible for nomination of constituency projects across 26 state constituencies should in future ensure that DETAILS of the PROPOSED CONSTITUENCY PROJECTS are clearly indicated in the BUDGET in a spirit of transparency and to enable grassroots actors track, ensure efficient implementation, exercise ownership and protect the said projects.
CONCLUSION
It was unanimously agreed that this public request/communique from today's Forum be forwarded to the Akwa Ibom State House of Assembly (AKHA) by the undersigned members of the Communique Drafting Committee on behalf of representatives of various communities in attendance from across the state, including youth groups, women groups, Traditional Councils, community based organizations (CBOs), and Community Development Associations (CDAs). We trust that as ‘the People’s Assembly’, the Akwa Ibom State House of Assembly will respond to these requests in good faith.

PRESIDENT BUHARI CONVEYS NATION’S GRATITUDE TO MUHAMMAD-BANDE, EX UNGA PRESIDENT
President Muhammadu Buhari has expressed the gratitude of the country to Professor Tijjani-Muhammad-Bande, the immediate past President of the United Nation’s General Assembly (UNGA) for making Nigeria proud.
Receiving Professor Bande, the country’s Permanent Representative to the UN on Friday at the State House, Abuja, President Buhari said:
''You had an opportunity to serve, and you did so well. Thank you very much. By a sort of coincidence, you and Amina (Ambassador Amina Mohammed, UN Deputy Secretary-General) served at the same time. When I addressed the UN, I felt so proud to see my countryman and woman sitting at my sides.''
The President used the opportunity to ask for patience and understanding of the country’s development process, saying that it is something that takes time, but expressed optimism that advances in technology, education and experience will help to speed up the process.
In his brief remarks, Professor Muhammad-Bande said he was full of gratitude and appreciation to President Buhari and the entire nation, for supporting him in his year-long tenure as President of the 74th Session of the UN General Assembly.
He thanked the Nigerian Leader for giving him a chance to serve and the subsequent support.
''You gave me an assignment; you gave me whatever I needed. You provided for my success. The trust you gave and your leadership got us through'', Muhammad-Bande told the President.
Having been reappointed, Professor Muhammad-Bande continues in his position as the Nigeria’s Permanent Representative to the United Nations, New York.

International Day of Peace Poster
Each year the International Day of Peace is observed around the world on 21 September. The UN General Assembly has declared this as a day devoted to strengthening the ideals of peace, through observing 24 hours of non-violence and cease-fire.
This year, it has been clearer than ever that we are not each other’s enemies. Rather, our common enemy is a tireless virus that threatens our health, security and very way of life. COVID-19 has thrown our world into turmoil and forcibly reminded us that what happens in one part of the planet can impact people everywhere.
In March, UN Secretary-General António Guterres called on all warring parties to lay down their weapons and focus on the battle against this unprecedented global pandemic. While the message is intended for armed parties, solidarity and cooperation across borders, sectors and generations are also needed to win this new fight against the worst public health crisis of our time.
For the United Nations, 2020 was already meant to be a year of listening and learning. To mark its 75th anniversary, the UN has invited millions of people worldwide to join UN75, the largest and furthest-reaching global conversation on building the peaceful and prosperous future that we want.
As we struggle to defeat COVID-19, your voice is more important than ever. In these difficult times of physical distancing, this International Day of Peace will be dedicated to fostering dialogue and collecting ideas. The world will be invited to unite and share thoughts on how to weather this storm, heal our planet and change it for the better. Even though we may not be able to stand next to each other, we can still dream together.
The 2020 theme for the International Day of Peace is “Shaping Peace Together.” Celebrate the day by spreading compassion, kindness and hope in the face of the pandemic. A'Ibom Council Chairmen, Councillors' tenure end December - Ikoiwak
The tenure of the present local government council chairmen and councillors in Akwa Ibom State to terminates in December 2020.
The chairman of Akwa Ibom State Independent Electoral Commission(AKSIEC), Elder Aniedi Ikoiwak disclosed this in Eket at the mini retreat for some Commission members and Electoral Officers held to review the last election and preview the upcoming election.
The AKSIEC Boss, in his welcome address appreciated the Akwa Ibom State Governor, Udom Emmanuel and the state committee on COVID-19 for containing the spread of the virus and ensuring recoveries of affected persons in the state.
"Let me specifically acknowledge and appreciate the State Governor, His Excellency Deacon Udom Emmanuel and COVID-19 committee in our dear state for doing a good job in containing the deadly virus and its spread. As can be noticed,the rate of recovery in the state has been encouraging due to pragmatic approach of His Excellency in putting adequate measures in place even before the recording of index case(s) in our state. Furthermore, the state government had provided Public Protection Equipments(PPEs) like buckets with taps,soap, facemasks and hand sanitizers to Akwa Ibom people and indeed other residents of the state.This was followed by palliatives to our people to cushion the effect occasioned by the lockdown due to COVID-19."
Elder Ikoiwak, said AKSIEC has been supporting government's effort by the provision of infrared thermometer, hand sanitizers, hand washing points with soap and water for staff of the Commission and visitors to their headquarters in Uyo since March 20, saying that all the 31 local government area offices provided with buckets with taps and facemasks. He advised staffers of the Commission to maintain social distancing as the pandemic knows no s*x, religion and social status.
He assured that the coming election would be free, fair and credible based on international best practice.
"As we all know that the tenure of the present local government is gradually coming to an end, specifically in December 2020. There is need for us to be alert to our responsibilities, knowing fully well our roles and duties in conducting a local government election that will be free, fair and credible based on international best practice."
AKSIEC Boss reiterated that the Commission would not tolerate sabotage and indiscipline from electoral officers and staff, urging that all election materials must be sorted, identified and kept in good shape, directing Electoral Commissioners to plan and visit the Area Offices under their supervisory jurisdiction.
In a communiqué issued and adopted at the end of the mini retreat, with the theme "strategic planning- a panacea for a credible local government election", the Commission amongst others, commended Gov. Udom Emmanuel for contending the novel COVID-19 pandemic in the state, and sought the enhancement of synergy between the Commission and the security agencies for protection of personnels and electoral materials before, during and after election.
The communiqué signed by the Commission's chairman, Elder Aniedi Ikoiwak, said the training of Ad-hoc staff would be in batches,to promote physical distancing in line with the order by National Centre for Disease Control(NCDC) protocol on coronavirus.
The Commission also sought the prompt approval and release of funds as it would ensure effective operational planning and logistics, urging government to take the funding of the Commission as necessary for the smooth conduct of local government election in the state.
On the AKISIEC law, the communiqué recommended the amendment of AKISIEC law 2007 as most sections of the law contradict the provision of section 135(2) of the Electoral Act 2010(as amended)and the sixth schedule of the 1999 constitution of Nigeria.
The release said proper remuneration and motivation of staff of the Commission would increase productivity and encourage them to do more for the state.
Earlier, Pharmacist Emmanuel Okolie delivered lecture on ways of preventing coronavirus.
The mini retreat of the Akwa Ibom State Independent Electoral Commission had in attendance, commissioners, head of departments and electoral officers in all the local government areas in the state.

Rt Honourable Onofiok Luke has donated the sum of Two Million Naira (N2,000,000) to Akwa Ibom State Government in support of Governor Udom Emmanuel and Government efforts for the prevention of the Covid-19 pandemic.
He has also donated 310 bags of 50KG rice and 150 big bags of Garri to be distributed to the constituents of Etinan/Nsit Ibom/ Nsit Ubium Federal Constituency.
As directed, these food items which has fully been paid for to the tune of Twelve Million Naira (N12,000,000) and receipt provided are to be received by the House of Assembly members and Local Government Chairmen in the constituency for onward distribution.

Jeolitic Big Corazon Charity Foundation over three (3) years has been undertaking live changing programs to the well being of Nigerians most especially the Akwa Ibomite in the Education and Health sector of her citizens.
In a bid to celebrate her third anniversary of the Foundation and in response to the coronavirus pandemic disease affecting the world which had killed thousands of persons, the foundation yesterday made a tour around the state to sensitize her citizens.
The team arrived at the motorcycle park in Abak and met with the commuters, they were enlightened on the preventive measures which include regular hand washing among others, the team moved to Udua Nyemebe in Abak Local Government Area.
The team from Abak moved to Etim Ekpo, the team made a visit to the Paramount ruler of Etim Ekpo and the village head of Ikot Ebo where he expresses his happiness over the sensitization stating that citizens needs it now most, the team then made an entering into the popular Afiong Ekpō market in Etim Ekpo where they met with a crowd of persons.
The high point of the sensitization was the free distribution of over three thousand hand sanitizers courtesy of Engr. Joseph Akpan the International President.
Reprenting the team was Comrade Amama Aloysius, Dr. Unyime Efik, Comrade Unyime Essien, Mr Koko Ebong, Prince Mkpouto Ibanga, Comrade Erikan Ekaikor amongst others.

From research, it's recorded that young people from the ages of 18-35 constitutes a greater percentage of our population, but are rarely found in formal political positions, Socioeconomic, and public administrations. This situation is so alarming as it makes it difficult for young people both men and women at mid-level to engage in decision making and leadership positions.
Young people are key stakeholders in the local, State, National and Global development. Though, some young people face poverty issues, barriers to Education, , Lack of employment and opportunities, but let us create an independent mindset as future leaders to be able attend a better heights so as to bring development to our local communities and also speak for the common citizens.
In order for our Representatives and Government to respond to the need of Young people (Our need) and to guarantee that our basic human rights are recognized and enforced, we need to engage in active and constructive advocacy, meaningful particpation in societal developments and in Democratic practices and processes is of crucial importance.
So as Students and graduates it's imperative for us to engage fully in governance and participate in political and decision-Making processes both formal and informal.
*Let's be ready to accept responsibilities.
*Let's be determined and focus.
*Let's be constructive in our criticism.
*Let's not attack personalities rather let's deal with issues affecting our generation.
*Let's be ambassadors of good governance and peace.
*Let's contest an elective positions irrespective of any political party.

In recent times, youths has been seen as instruments of distruction, blackmail, propaganda and other social vices as a result of high level of unemployment, an increasing rate of poverty which tends to reduce her positive contributions in communal development, fight against corruption and engaging in campaigns against cultism. Hunger has killed our voices.
A greater number of youths nowadays tends to be quilty of speaking truth and doing what's right instead of being quilty for doing wrong. They engage in a high level of sycophancy, an undue loyalty which leads to the minimal rate of youths involvement in our nation building because of distrust.
Let's diversity our thoughts, time, strength and focus our attention beyond politics and eradicate the syndrome of "Land well or show your boys love or your boy is loyal" these and many more won't take us anywhere.
Refuse to be a political slave, thug and agent of division. Stop insulting elders in the name of political media aids.
Know that we are all leaders. Always remember that Ninety-nine percent of all leadership occurs not from the top, but from the middle of an organization. Believe in yourself.
Let's redirect our steps, let's build our thoughts, mindsets towards having a brighter and greater future devoid of corrupt practices.
Youths should be seen as the force that drives development and growth, unity and peace.
Although we are living in a system where truth is replaced with lies an peace replaced with war.
God help our nation.

The President of Youth Leadership Club - Nigeria, Comrade Amama Aloysius had an engaging and productive time at the Accountability Discourse Series 1.0. Where Stakeholders pledged to be accountable to the constitutional obligation of promoting the welfare of citizens, particularly through perspective planning. The dearth of long term planning has been blamed for many of the nation's development challenges.
For the current planning effort to succeed, citizens have to be fully aware of and involved in it, and at all levels. Subnational governments must be part of the process from the word go. We can't afford again the mistake of the MDGs, where Nigerian states came on board after more than five years of implementation, with costly consequences.
It is a dangerous trend that state governments routinely reject statistics produced by the National Bureau of Statistics whenever such appears to be uncomplimentary to them. Since planning must be empirical, how do we deal with the challenge of harmonising the evidence needed for long term development planning across all levels of government?
