Marami na naman nakakalimot about our Triskelion way of life in regards to our basic unit which is our chapters...

A chapter is autonomous by nature with it's own rules (based on our Tenets and CoCs and LCC) governed by our Tenets no. 7 and it's sets of officers.

A chapter can continue to exist and remain active with or without support by an existing council.

Chapters bond themselves to create a sector or even bigger in number to create a council.

They set up rules and by -laws to have coordination with every chapters.

COUNCILS NEVER SUPERSEDE THE POWER AND MANDATE OF A GRAND TRISKELION ON ANY CHAPTER. Our implementing guidelines made sure of that too...

A Chapter may choose to be part or not to be part of a sector/Council in their own discretion.

Chapters act as the legislative and partly the judiciary of any council since the inception of a council (mandate) came from the conglomeration of chapters within it's jurisdiction thus making the council as an executive act in coordination to and by the chapter.

Problems arise when chapters give too much power to their councils thus infringing chapter rights, privileges, freedom to choose and chapter discretion which usually results to withdrawal of membership and support from it's fold even though chapters are the creators of a council.

Triskelion membership should be more active in their chapters rather than in a council since the former are for coordinating purposes and EXECUTE ONLY the majority decisions of the body (chapters). COUNCILS never is the "decision making" body of the whole.

This is why ONLY chapters give birth to new Triskelions, issue certificates of legitimacy and vouch for membership and eventually SUSPEND OR EXPEL membership from our fraternity.

COUNCILS DO NOT HAVE THE POWER TO SUPERSEDE THAT ACT OF A CHAPTER.

The council can only coordinate and ask for clarity on a chapter decision especially on chapter membership but CAN NEVER SUPERSEDE NOR REVERSE A CHAPTER DECISION.

Our Tenets 6 and 7 made sure of that...
