Ang ika-limampu’t dalawang paggunita sa diktadura ni Marcos Sr. ay isang masalimuot na repleksyon ng isang lipunang pinatatahimik ng huwad na demokrasya at baluktot na kasaysayan.

Sa panahon kung kailan nakaluklok muli sa palasyo ang isang Marcos, nakikiisa ang UP Baguio University Student Council sa pagkilala ng gampanin ng kabataan at sangkaestudyantehan sa pakikibaka ng malawak na hanay ng mamamayan. Ang kaliwa’t kanang paglabag sa karapatang pantao, pag-apak sa pang-akademikong karapatan, development aggression projects, economic crises, at militarisasyon ay ilan lamang sa mga materyal na manipestasyon kung bakit tunay na makatuwiran ang paglaban ng masang Pilipino.

Ang Martial Law noon, Anti-terror Law ngayon! Manipestasyon ito sa pagtalaga bilang terrorista sa apat na miyembro ng Cordillera Peoples’ Alliance (CPA) na sina Windel Bolinget, Sarah Abellon-Alikes, Steven Tauli, at Jennifer Awingan. Ang mga ito ay nauna nang napawalang-sala sa mga gawa-gawang kaso na isinampa sa kanila.

Samut-sari rin ang kinaharap na pamamasimo ng mga Iskolar ng Bayan, mula sa pagdaraos ng mga redtagging forums, panre-redtag sa mga progresibong organisasyon at lider-estudyante, at patuloy na intimidasyon sa pamamagitan ng survaillance at profiling.

Ngayon, muling pumasok ang Unibersidad ng Pilipinas sa isang kasunduan, sa pamamagitan ng paglagda ni Angelo Jimenez sa UP-AFP Declaration of Cooperation, na naglalayong itaguyod ang mga proyekto sa pananaliksik, publikasyon, at pagsasanay sa Strategy Management.

Ipinapalandakan nila na sa ilalim ng deklarasyon, magtutulungan ang UP at AFP sa pagsasagawa ng iba’t ibang inisyatiba ang AFP at UP, kabilang ang joint research projects, academic programs, community engagement activities at gayundin sa usaping pambansang seguridad.

Higit sa limang dekada hanggang sa ngayon ay patuloy nating itinatambol ang ating mga hinaing. Kasabay ng pagbitbit ng panawagang “Tayo ang Bagong Barikada! Depensahan ang Unibersidad ng Mamamayan!” ay ang pagpapalakas ng kolektibong pagkilos upang ilahad ang panig ng kasaysayang nakasandig sa buhay at kuwento ng mga bayani at martir ng sambayanang inilaan ang kanilang sarili upang kamtin ang isang lipunang malaya.

Bilang mga Iskolar ng Bayan, tinatawag tayo ng panahon upang kilalanin ang diwa ng barikada ng mamamayan na naglalayong magprotekta at magsilbi! Kundenahin ang patuloy na pamamasismo ng militar at ng pamahalaang ulo nito!

Ang barikadang dinepensahan ang unibersidad noon ay ang barikadang isinasabuhay
natin ngayon!

UP BAGUIO CALLS FOR THE IMMEDIATE RESCINDING OF THE UP-AFP DECLARATION OF COOPERATION, DEFEND THE UNIVERSITY OF THE PEOPLE!

In line with the UP Systemwide Day of Action, the UP Baguio community held a Black Friday Protest to condemn and call for the abrogation of the UP-AFP Declaration of Cooperation. The urgency of this call to rescind the declaration is now more than ever relevant with the upcoming 52nd Commemoration of the Declaration of Martial Law, a period widely regarded as one of the darkest chapters in Philippine history. Under the dictatorship of Ferdinand Marcos Sr. and through his armed forces, egregious human rights violations were committed resulting in approximately 70,000 cases of incarceration, 34,000 instances of torture, and 3,200 documented extrajudicial killings. In light of the long record and the ongoing vilification and red-tagging faced by members of the UP community and the broader Filipino populace from this coercive institution, we assert that the declaration represents a profound deviation from the university’s true mandate as the University of the People.

Limampu’t dalawang taon na ang nakalipas simula noong nilagdaan ni Pangulong Ferdinand Marcos Sr. ang Proklamasyon 1081–ang deklarasyon ng Batas Militar sa buong Pilipinas. Nagresulta ito sa dilim, lagim, at madugong panahon ng paglapastangan, pagpapatahimik, at pagsasamantala sa mga Pilipino. Ang mga pangyayari mula sa panahong ito ay dapat na nagsilbing aral na huwag pabalikin ang diktadura, pasismo, at awtoritaryanismo sa ating lipunan.

Ngunit pagkatapos ng higit limang dekada mula nang unang ideklara ang Batas Militar, ang mga parehong pangalan ang ngayong namamayagpag, katuwang ng kanilang mga politikal na makinarya, kasangkapan para sa pagbaluktot ng kasaysayan, at panlilinlang sa taumbayan–na para bang nabura ang dala ng pakikibakang nagpatalsik sa diktadura ng US-Marcos.

Sa makabagong panahon sa hindi nagbabagong Pilipinas na patuloy na namamayagpag ang mga dating pangalan, hindi isang kaibigan ang gobyernong walang isang prinsipyo o salita. Sama-sama nating alalahanin ang mga aral na natutuhan sa panahon ng Batas Militar.

Mahigpit ang ating pagtutol sa lumalalang pasistang atakeng ito laban sa ating demokratikong karapatan at kalayaan. Dahil dito, inaanyayahan namin ang lahat na makiisa sa Black Friday Protest na gaganapin bukas, September 20, 2024, 12:00 PM sa UPB Cafeteria.

Sa panahon ng matinding kabalintunaan, karahasan, at paglabag sa karapatang-pantao ng mamamayan, matutunghayan ang mga kasinungalingan ng bingi-bingihang rehimen ni Marcos Jr.

Sa pinangakong “Bagong Pilipinas”, ang pinag-isa ng alyansang Uniteam ang siya ngayong pangunahin tagapaghati sa sambayanang Pilipino. Ngayon, sunud-sunod na nasasaksihan ng bansa ang mga problemang pulitikal habang patuloy na nagdurusa sa ilalim ng mga banta sa kabuhayan at karapatang pantao, panghihimasok sa ating soberanya, tahasang katiwalian, at mga ligaw na prayoridad.

Sa “Bagong Pilipinas”, tuloy ang panunumbalik ng mapangahas na metodo ng Martial Law. Kaliwa't kanan ang pagbubukambibig ukol sa liberalisasyon, investment pledges, at GDP growth, ngunit talamak pa rin ang pagbubusabos sa mga batayang sektor, pagsupil sa mga aktibista, at pakikiapid sa imperyalistang Estados Unidos.

Walang bago sa 'Bagong Pilipinas' na inihapag si Marcos Jr. — sapagkat salamin lamang ang kaniyang mga proyekto ng 'Bagong Lipunan' ng kaniyang amang diktador.

Para sa inutang na dugo ng pasistang rehimeng Marcos, para sa mga desaparecido na hanggang ngayo'y hindi pa rin inilalabas, para sa mga inosenteng biktima ng madugong War on Drugs, at para sa mga nasa laylayan na patuloy nanaghihikahos — ang pagkalimot ay pagtalikod sa iniluwal na pakikibaka ng masa laban sa diktadurya, at sa panunupil ng Marcos-Duterte at US-China sa pagpihit ng panahon.

Ilang tulog na lang, bayan ay gising na. Ang mga dugo sa puntod ng mga hacienda't kabundukan ay maniningil ng hustisya.

Sa pagdalumhati natin ng Batas Militar, at sa patuloy nating pakikibaka, dumalo at magpadalo sa mga kaganapan ng ika-52 na komemorasyon ng kadiliman ng Martial Law!

NO PEACE IN SIPAT PEACE TALKS! CONDEMN THE SIPAT PEACE TALKS! FORWARD GENUINE CORDILLERA AUTONOMY!

It has been six years since the declaration of September 13 as a regional holiday under Proclamation 575 of former President Rodrigo Duterte, and 38 years since the sham Sipat Peace Talks between the Corazon Aquino Administration and the Cordillera People’s Liberation Army (CPLA). The issuance of Executive Order 220 which led to the “regionalization” of the Cordillera Administrative Region is a disrespect to the militant history of the Kaigorotan.

The celebration of the Sipat Peace Talks is a blatant attempt to distort the historical role of the people’s movement of the Cordillerans in forwarding the genuine autonomy of the region. It is an erasure of the atrocities and human rights violations of the CPLA towards the Cordilleran.

The Mt. Data Sipat Peace Talks legitimized the reign of terror brought by the CPLA to the people of the Cordillera, which resulted in the deaths of the members of the Cordillera Peoples Alliance namely Ama Daniel Ngayaan and Romy Gardo, along with Robert Estimada and Ferdinand Bragas, staff of the Development Agency of Tribes in the Cordillera, Ayangwa Claver, who was the son of Atty. William Claver and Christopher Bataan who were murdered by allies of the CPLA.

The UP Baguio University Student Council vehemently condemns the Sipat Peace Talks l, as it is nothing but a bogus peace talk which aimed to serve the interest of the Cordillera People’s Liberation Army and the Corazon Aquino Government. Moreover, the Aquino Administration bastardized the Cordilleran culture by using the bodong peace pact, in a symbolic exchange of gifts by CPLA leader Conrado Balweg and Cory Aquino.

We call on the Marcos Government to enact laws that serve the interest of the masses, and to forward the genuine regional autonomy of the Cordillera region. With the presence of development aggression in the form of dams, large-scale minings, and other projects that continue to endanger the rights of Indigenous Peoples to their ancestral lands, and the current attacks on the members of the Cordillera Peoples Alliance- genuine regional autonomy is far from our reach.

We firmly assert that a celebration of the Sipat Peace Talks, is a celebration on the acts of terorrism by the CPLA.

A Local Resolution Urging All UP Baguio Student Formation to Institutionalize & Strengthen the Roles of Gender Officers Approved by UP Baguio Student Formations

Through the initiative of the UPB USC and the Safe Spaces Committee, a student consultation was held to consolidate UP Baguio’s student organizations and institutions concerning the “Local Resolution Urging All UP Baguio Student Formation to Institutionalize The Election of Anti-Sexual Harassment (ASH) Officer.” This follows the 57th GASC Resolution No. 2024-24 “Resolution Urging the 57th General Assembly of Student Councils to Encourage All UP Student Formations to Institutionalize and Strengthen the Roles of Gender Officers” last August 16 by the 57th GASC which is an essential stepping block in establishing a safe space for the students and the community.

The resolution states its responsibility of providing security and safety against all forms of gender-based violence in the university; upkeeping a healthy environment in learning and fostering education. It also included the collaboration of student councils in every constituent and their Kasarian Gender Studies Program and the Office of Anti-Sexual Harassment (OASH) that shall be subject to orientations regarding gender sensitivity and the anti-sexual harassment code.

With this, on September 6, 2024, all UP Baguio Student formations and organizations have reached a quorum on institutionalizing and strengthening the roles of gender officers on the composition of all student formations.
This collective achievement marks a tremendous victory for our campaign in fostering safe spaces inside our university.

Kaakibat ng pagtuloy ng mga iskolar sa kanilang pamantasan ang muling pag-usbong ng mga kinakaharap na krisis, di lamang ng sangkaestudyantehan, ngunit pati, at lalo na rin, ng lipunan. Mula sa muling pagbawas sa badyet hanggang sa pagpayag ng estado sa pagpasok ang pwersang-militar sa loob ng institusyon, ay ramdam natin ang kaliwa’t kanang pagpapatahimik at pagpapaliit sa boses ng mga mag-aaral. Hindi tayo dapat magpadala sa ganitong klaseng intimidasyon.

Kaya naman sa pagpasok ng taon-akademiko 2024-2025, ay sama-sama tayong titindig laban sa mapaniil at mapagsamantalang administrasyon. Patuloy na ipapatambol ang mga panawagang bitbit, patuloy na igigiit ang karapatan ng sangkaestudyantehan, at patuloy na paglilingkuran ang bayan.

STUDENT CONSULTATION | In light of the approval of “A Resolution Urging the 57th General Assembly of Student Councils to Encourage All UP Student Formations to Institutionalize and Strengthen the Roles of Gender Officers” on August 16, 2024, the UPB USC is now taking the next steps in ensuring that this resolution is enforced within all student formations in the effort to form safer spaces within the university.

With this, we are once again inviting all UP Baguio student formations to join the consultation on September 6, 2024 at 6 PM at the USC Office. This is to ensure that campus-wide implementation of the resolution is advised and consolidated by all constituents of the UP Baguio studentry.

📢 | The UP Baguio USC sent letters to the College Deans and Chancellor to reconsider modes of classes due to the inclement weather brought by and the experienced Earthquake earlier at around 07:16 AM. The letters provided students' needs and situations that affect their capabilities to attend classes.

The leniencies requested are as follows:
1. To consider suspending face-to-face and synchronous online classes;
2. To allow flexibility through asynchronous learning options;
3. To request professors to waive attendance during this period.

Two out of three colleges have received a response from the deans. The College of Social Sciences (CSS) has requested the letter to be brought to the Chancellor's Office, while, the College of Arts and Communication (CAC) mentioned that it is for the City Government of Baguio to decide on class suspensions. The College of Science (CS) has yet to give its response.

A letter of request has also been sent to the Chancellor's Office for review.

Rise for the Future is organized by the Cordilleran Youth Center to celebrate the Annual World Indigenous Peoples’ Day on August 9. It aims to feature the role of IP communities in protecting the environment and to challenge the youth of Cordillera to participate in the ongoing movement for climate justice.

Keynote speaker Jax Bongon, Climate Justice Policy Officer of IBON International, discussed the current situation of the climate crisis and how it affects marginalized sectors such as the youth and indigenous people. A panel discussion from Vicky Bautista from Zero Waste Baguio, Inc., Arra Mirador from Young Environmentalists' Society - Benguet State University, and Santos Mero from the Center for Development Programs in the Cordillera featured ongoing projects and initiatives in the region the participants can support. Games, workshops, and the signing of a Manifesto of Unity were held for the participants to apply their learnings of the day and commit for a continuous and collective action against climate change.

The UPB USC recognizes the critical role of the youth and students in the fight for a more sustainable society in the context of the climate situation. We shall continue to campaign for pro-people and pro-environment policy-making from the government, accountability from the imperialist entities that exploit our natural resources in the name of capitalist greed, and justice for the forced disappearances and killings of environmental defenders. Advancing Pro-People Development in Baguio City

The City of Pines, presents itself as a bastion of complementing urban development with ecological conservation, now faces persisting challenges due to the rapid urban economic expansion plans helmed by corporate entities and interest.

Despite the ambitious plans laid out to develop the city, it remains to be seen how these initiatives will truly empower and benefit the people of Baguio. It is imperative to assess the impacts of the ongoing and looming development projects by the city government.

As such, we found it fitting to conduct an open forum discussing social impacts of development projects in the city and crafting of ways forward we as a community should take to ensure that the interests of Baguio people are held at the highest priority.

Registration is expected to officially open one hour before the start of the activity. Participants are encouraged to engage in the discussions, voice out their opinions and listen to other sectoral issues from respective representatives in Baguio City.
