Here's a quick announcement: Kennon Road will be open to one-way traffic (only in going up to Baguio) starting February 14, 2019. Motorists can use Marcos/Naguilian when going down from Baguio.

FOR: TYPHOON (YUTU)
TROPICAL CYCLONE: WARNING
ISSUED AT 8:00 AM, 30 October 2018
(Valid for broadcast until the next bulletin to be issued at 11 AM today)

TYPHOON "ROSITA" IS NOW IN THE VICINITY OF ECHAGUE, ISABELA AND IS HEADING TOWARDS IFUGAO PROVINCE.

• Tropical Cyclone Warning Signal (TCWS) No. 1 over Batanes has been lifted.
• "ROSITA" will traverse over Isabela, Ifugao, Benguet and La Union.
• Stormy weather over the areas under TCWS No. 3 & 2. Travel by land is risky over these areas.
• Moderate to heavy rains directly associated with the Typhoon over Northern and Central Luzon. Residents in these areas, especially those living near river channels, in low-lying areas and mountainous areas, are advised to take appropriate actions against possible flooding and landslides, coordinate with the local disaster risk reduction and management offices.
• Storm surge of up to 3 meters is possible over the coastal areas of Isabela, Aurora, Ilocos Sur, Ilocos Norte, La Union and Pangasinan.
• Fisherfolks and those with small seacrafts are advised not to venture out over the seaboards of areas with TCWS and the eastern and western seaboards of Southern Luzon.
• Possible exit landmass this afternoon and will exit PAR by tomorrow evening (31 Oct.).

Location of eye/center: At 7:00 AM today, the eye of Typhoon "ROSITA" was located based on all available data in the vicinity of Echague, Isabela (16.7°N, 121.7°E).
Strength: Maximum sustained winds of up to 140 km/h near the center and gustiness of up to 230 km/h.
Movement: Moving West at 25 km/h.

• 24 Hour(Tomorrow morning): 265 km West of Sinait, Ilocos Sur(17.6°N, 117.9°E)
• 48 Hour(Thursday morning):615 km West of Basco, Batanes (OUTSIDE PAR)(19.5°N, 116.2°E)
• 72 Hour(Friday morning): 620 km West of Basco, Batanes (OUTSIDE PAR)(21.4°N, 116.1°E)
• 96 Hour(Saturday morning):615 km West Northwest of Basco, Batanes (OUTSIDE PAR)(22.1°N, 116.3°E)
