Friendship and Integration. An organization that acknowledges individuality while not compromising u
Exactly 52 years ago today, on September 21, Ferdinand Marcos Sr. declared Martial Law in the Philippines, leading to rampant human rights abuses, blatant violations of constitutional power, and suppression of democracy, resulting in one of the darkest chapters in Filipino history. As we remember this painful past, we also honor those who gave their lives and bravely fought to reclaim our freedom.
We, the ๐จ๐ฃ ๐๐ฆ๐๐ฃ-๐๐ป๐๐ฒ๐ด๐ฟ๐ฎ๐๐ฒ๐ฑ ๐ฆ๐๐๐ฑ๐ฒ๐ป๐๐ ๐ถ๐ป ๐ฃ๐๐๐ฐ๐ต๐ผ๐น๐ผ๐ด๐, stand in solidarity with the victims of the dark era whose voices were silenced and harassed, and who continue to endure the lasting psychological trauma inflicted by the dictatorship. It is important to continuously resist and fight against social injustices that cause physical and psychological suffering among the masses. The constant threat posed by the military presence left many Filipinos living in a state of terror.
Psychology as a discipline advocates for a humane approach, upholding the rights of Filipinosโ well-being. Emerging fields such as Political Psychology, acknowledge that the political climate in the Filipino voters is shaped to become a patron-client system (Chiongbian, 1991, p. 774-775) which can pose a threat to exploitation by corrupt politicians to abuse the system. However, ๐๐ช๐ฌ๐ฐ๐ญ๐ฐ๐ฉ๐ช๐บ๐ข๐ฏ๐จ ๐๐ช๐ญ๐ช๐ฑ๐ช๐ฏ๐ฐ forwards that Filipinos can triumph from the political challenges by strengthening the Filipino values of resilience and community solidarity through remembrance of significant events from our historyโ the very values which Martial Law oppressed through trauma, fear, and suppression when pursuing their self-serving political interest.
As the voice of the minds of the masses, we will continue to remain steadfast in promoting a psychology that is centered in the Filipino context, understanding the psychological manipulation of the Marcos dictatorship, and continuously raises awareness on mental and health-related issues.

Repression, intimidation, and political vilification have no place inside the University of the People.
On August 6, 2024, during the Senate Hearing for P.S. Resolution No. 863, maliciously titled โan inquiry into the continuous radicalization and recruitment of students to the local communist groupsโ, Senator Ronald โBatoโ Dela Rosa recklessly red-tagged individuals and duly recognized student organizations within the University of the Philippines. This intimidation not only jeopardizes the safety and security of the universityโs community but also represents a direct assault on academic freedomโthe very cornerstone of our educational institutions. Such blatant and malicious accusations are unacceptable and must be denounced in the strongest terms.
Amid impending budget cuts, increasing commercialization and the diminishing of physical spaces in UP, such actions by the State are deeply troubling and only serve to worsen the plight of Filipino students. The Mandatory ROTC Program that Senator Robinhood Padilla brazenly champions as a solution to alleged recruitments capitalizes on escalating intimidation as a forceful tool to curtail our constitutionally sanctioned freedoms, subjugate dissent, and terrorize progressive individuals and groups. We recognize the proposed mandatory ROTC scheme as nothing but a gateway to further militarize our campuses. Furthermore, Dela Rosaโs arrogant suggestions for stricter regulations on the activity of UP organizations as well as the profiling of students who are baselessly tagged as potential recruits of CPP-NPA are extremely misguided, perilous, and a blatant attack to our fundamental right to organize freely and live without fear of harm. These actions do not have a place in a free and democratic society.
In Baguio City, human rights defenders and progressive groups have faced similar severe political vilification, unfounded red-tagging, and terrorist labeling, alongside harassment and intimidation. In 2023, the Baguio City Council unanimously passed a resolution that urged the State to rescind the terrorist designation of four Cordillera activists. In the same year, the Baguio City mayor declared Baguio City as a safe and inclusive city for activists while prohibiting red-tagging in the city especially those targeting the youth and student leaders. It is, however, important to note that activist groups continue to suffer human rights violations which firmly highlights the urgent need for more concrete measures to ensure that Baguio City truly becomes a safe and inclusive environment for all. Nonetheless, such declarations from the local government are a testament to the recognition of the critical role and place of dissent in a democratic society - an effort that can be proactively done inside our Universities.
Within UP Baguio, there is an undeniable significant erosion in both the quantity and quality of safe physical and democratic spaces essential for its constituents, and especially for students' educational and extracurricular endeavors. Many basic services continue to be inadequate, inaccessible, or simply inexistent. Rather than addressing pressing institutional concerns that directly affect the State Universityโs ability to fulfill its mandate of serving the nation through quality and socially-informed education, figures such as Dela Rosa, Padilla, and the State instead prioritize tactics that instill fear and intimidation, reminiscent of a tyrannical regime. It is imperative that these elected officials redirect their energies to addressing the crisis in our educational system.
We condemn the culture of fear and intimidation propagated by the current Marcos regime. We also call upon the University Council and the Chancellor of the University of the Philippines Baguio to issue a statement in staunch defense of our constituents. This is a critical moment demanding prompt and decisive action to protect our institution and academic freedom. As a university mandated with molding scholar-citizens that shape our nation, we assert our unwavering commitment to academic freedom and the cultivation of critical thinking. In a society grappling with numerous challenges, we reaffirm that radicalization is not synonymous with terrorism, nor shall it ever be.
