DILG Caraga Hosts Stakeholders Forum on FY 2023 Local Government Support Fund-Growth Equity Fund
|30-31 OCTOBER 2024 - BUTUAN CITY| - The Department of the Interior and Local Government (DILG) Caraga held a Stakeholders Forum on October 30-31, 2024, at Grand Palace Hotel in Butuan City to strengthen the capacity of Local Government Units (LGUs) in implementing the FY 2023 Local Government Support Fund-Growth Equity Fund (LGSF-GEF).
The forum aimed to empower LGUs-particularly barangays-by enhancing their understanding of the implementation process, fund utilization, ensuring compliance with legal and procedural requirements, and strategies to avoid project delays and non-compliance. The forum supports LGUs in assuming full responsibility for delivering devolved basic services.
Local officials and functionaries including Municipal Engineers, City/Municipal Planning and Development Coordinators, and Municipal Accountants, from the municipalities of La Paz and Veruela, Agusan del Sur, along with barangay officials from various areas in Surigao del Norte, participated in the forum. The barangay-level functionaries composed of Punong Barangays, Sangguniang Barangay Committee Chairs on Appropriations/Public Works, Barangay Treasurers, and Barangay Secretaries from the barangays of Cagtinae, Cantapoy, Cansayong, Karihatag, and Pili in Malimono; Mayag in Sison; and Balite in San Francisco, all in the province of Surigao del Norte, likewise participated in the forum.
A key highlight was the development of action plans, which outline commitments for timely and efficient project implementation, promoting accountability and transparency.
DILG Caraga remains dedicated to providing technical support and strengthening LGU capacities for sustainable development and enhanced service delivery across the region.

DILG Caraga Celebrates Excellence in Peace and Order: The 2024 Caraga Regional Excellence Awards
| October 24, 2024 - Almont Inland Resort, Butuan City | The venue was alive with excitement as local government units gathered for the 2024 Caraga Regional Excellence Awards. Organized by the Department of the Interior and Local Government (DILG) Region 13, this prestigious event recognized the exceptional efforts of barangays in promoting peace, order, and community welfare.
The program began with a performance by the DILG Vivache Chorale, followed by warm acknowledgments of participants from DILG Assistant Regional Director Donald A. Seronay and a solidarity message from DILG Regional Director Maria Loisella E. Lucino, CESO IV.
The awards ceremony honored the Top 3 Winners in each category with plaques, alongside recognition for the dedicated members of the Regional Awards Committee (RAC), DILG LTIA Focal Persons, as well as DILG C/MLGOOs. The event showcased the collaborative support from various agencies, including the DOJ-ORSP XIII headed by Regional State Prosecutor Hon. John S. Magdaraog, duly represented by Assistant Regional Prosecutor Cristina Mae G. Quinagan-Cañedo; Regional Director PBGen Alan M Nazarro of the Philippine National Police (PNP) Police Regional Office XIII, represented by PCol Michael F Lebanan, Deputy Regional Director for Administration, together with PMaj Arlene T. Ga; and the Regional Trial Court headed by Executive Judge Isah J. Echem-Tangonan; and the Civil Society Organization (CSO) member the Propegemus Foundation Inc. headed by Executive Director, Mr. Winston S. Salvador; as well as the Liga ng mga Barangay Regional Chapter, Region XIII (Caraga) headed by Liga President, Hon. Gemma P. Tabada.
The awards celebrated 10 LGUs for their exemplary performances in the Katarungang Pambarangay Program, which fosters peace and order within their communities. The outstanding winners that receives plaques of recognition includes the following:

Telaje, Surigao del Sur, represented the Component City category. Hon. Doreen B. Marte, from Brgy. Poblacion, Trento, Agusan del Sur, proudly accepted the award for Regional Winner in the 1st to 3rd Class Municipalities category. Additionally, Hon. Generito J. Molo of Brgy. San Juan, San Jose, Dinagat Islands, was recognized for the 4th to 6th Class Municipalities category. The program concluded with closing remarks from Asst. Regional Pros. Cristina Mae G. DILG Caraga hosts First ECLIP Summit
| October 21-22, 2024 | Grand Palace Hotel, Butuan City | - The DILG Caraga hosting the ECLIP Summit for the first time is a milestone event for Caraga Region. This significant gathering, spearheaded and funded by the Regional Peace and Order Council, aims to solidify the region's efforts toward lasting peace.
Two Key Objectives of the Event:
● Unified Understanding of ECLIP: The first goal is to create a shared understanding of the ECLIP process to ensure the Whole-of-the-Nation Approach is implemented effectively. This is essential for streamlining operations and adhering to current ECLIP policies to avoid delays and complications in processing
requests.
● Comprehensive Program Review: The second goal is to review ECLIP's implementation from 2018 to the present. Recognizing the program's successes over the past six years is crucial for maintaining achievements, celebrating progress, and identifying opportunities for further innovation.
Since 2018, ECLIP has successfully provided nearly ₱190 million in assistance to nearly 2,000 individuals, referred to as "friends rescued," who were former rebels. This collaborative effort has fostered confidence that more individuals will soon choose to embrace peace and reintegrate into society.
A significant focus of the summit is the discussion surrounding Amnesty, which is crucial for the government's reintegration program. As part of the NTF-ELCAC, the ECLIP and Amnesty Cluster acknowledges and appreciates the guidance and support from its partners at OPAPRU in this vital area.
As more former rebels return to the folds of the law and the society, it is imperative to have a robust plan for their reintegration. Our goal is to help these individuals become not only reintegrated citizens but also active, productive members of the nation, empowering them in their transformation.
The DILG Caraga looks forward to a more comprehensive and immersive endeavor in the reintegration program beyond the fruitful two-day summit in the spirit of peace and reconciliation. The dedication of the stakeholders in the noble cause of the reintegration program inspires all sectors to work in synergy for the attainment of lasting peace.

TANONG NG BAYAN | Ilang araw ba ang nararapat upang maaksyunan ng Sanggunian ang isinampang reklamo laban sa isang opisyal?
Ayon sa Seksyon 62 ng Republic Act No. 7160 o ng Local Government Code of 1991:
(a) Sa loob ng pitong (7) araw pagkatapos maisampa ang administratibong reklamo, ang Opisina ng Pangulo o ang kinauukulang sanggunian ay mag-aatas sa nasasakdal na mag sumite ang kanyang kasagutan sa loob ng labinlimang (15) araw mula sa pagkakatanggap ng nasabing reklamo, at sisimulan ang imbestigasyon ng kaso sa loob ng sampung (10) araw pagkatapos matanggap ang naturang sagot ng nasasakdal.
(b) Kapag ang nasasakdal ay halal na opisyal ng isang probinsya o Highly Urbanized Cities (HUC), ang naturang pagdinig at pagsisiyasat ay nararapat na isasagawa sa lugar kung saan siya naglingkod o nanunungkulan. Para sa iba pang mga lokal na elective officials, ang lugar na pagdadaraosan ng pagdinig ay sa sangguinnian kung saan napapabilang ang nasabing opisyal.
(c) Subalit, walang imbestigasyon na dapat isagawa sa loob ng siyamnapung (90) araw bago ang anumang lokal na halalan, at walang preventive suspension na dapat ipataw sa loob ng nasabing panahon. Kung ang preventive suspension ay ipinataw bago ang 90-araw na palugit bago ang lokal na halalan, ito ay dapat ituring na awtomatikong pinapa walang bisa sa pagsisimula ng nabanggit na panahon.

DILG Caraga Celebrates Excellence in Local Governance at 3rd Regional SubayBAYANI Awarding Ceremony
|28 OCTOBER 2024 - BUTUAN CITY| - The Department of the Interior and Local Government (DILG) Caraga proudly held its 3rd Regional SubayBAYANI Awarding Ceremony on October 25, 2024, at the Grand Palace Hotel. This prestigious event recognized outstanding Local Government Units (LGUs) for their exceptional achievements in good governance, particularly in local infrastructure services and programs.
The ceremony highlighted the critical role of local leaders in implementing innovative and effective practices that enhance community well-being. With a focus on transparency, accountability, and participatory development, the event showcased exemplary initiatives that have significantly impacted the lives of constituents across the region.
This year’s awards honored LGUs that demonstrated remarkable progress in infrastructure provision and sustainability, reflecting their commitment to improving the quality of life for their residents. Additionally, the DILG Field Officers were acknowledged for their essential contributions in facilitating and monitoring LGU projects, ensuring adherence to standards of good governance and effective management.

The Lupong Tagapamayapa is an administrative body created by law to operationalize the barangay justice system which is better known as the Katarungang Pambarangay.
The Lupon is composed of the Punong Barangay as chairperson and 10 and 20 community members that perform mediation, conciliation, or arbitration of local disputes.
It can be recalled that the LTIA, which started in 1982, was elevated to a Presidential Award by Executive Order 394, entitled “Establishing the Lupong Tagapamayapa Incentives Awards” in 1997.

LOOK | The Department of the Interior and Local Government (DILG), through the Office of Project Development Services (OPDS) in partnership with the Regional Project Development and Management Unit (RPDMU) of Caraga Region, conducted the Skills Enhancement in the Preparation of Municipal Water Supply and Sanitation Master Plan (MWSSMP) on October 15-17, 2024 at the Grand Palace Hotel, Butuan City.
Among the participants were Municipal Engineers (MEs), Technical Staff, and Municipal Project Development Coordinators (MPDCs) from selected LGUs in Regions X, XI, and XIII, together with engineers from the Regional and Provincial Offices of DILG.
The skills enhancement training aims to empower Local Government Units (LGUs) to effectively assess and plan their water supply and sanitation initiatives. It will guide them in crafting a WaSH sector plan that aligns with the Philippine Water Supply and Sanitation Master Plan (PWSSMP) using advanced sector planning tools. This plan outlines both medium- and long-term investment requirements, along with prioritized WaSH programs and projects (PPAs), all aimed at achieving universal access to essential services at the municipal level.

The Department of the Interior and Local Government (DILG) – Region XIII (Caraga) successfully conducted the Training on Strengthening the Institutional Capacities of Barangay Anti-Drug Abuse Council (SICAP-BADAC 3.0) in Caraga Region for CY 2024 on October 16-17, 2024 at Butuan Southville Hotel and Convention Center, Villa Kanangga, Butuan City.
The SICAP-BADAC Training is a capacity development program intended for BADACs which aims to continuously provide them with significant knowledge, skills and attitude to ensure the functionality and sustainability of various anti-illegal drug efforts being implemented through these years.
It was participated by selected Punong Barangays, Sangguniang Barangay Members (Chairpersons of BADAC Committees), Executive Officers (Chiefs Tanod), and BADAC Cluster Leaders from the 13 identified drug-affected barangays of Caraga Region. It was designed for these barangays to equip with knowledge and skills on the roles and functions of BADAC and to help them submit their applications for Barangay Drug-Clearing Program.
The activity was officially opened with a message of DILG Caraga Regional Director Maria Loisella E. Lucino, CESO IV given by LGMED Chief Ray Gregory F. Jaranill on her behalf. PMaj Elmer D Ligalig of PRO 13, Personnel from PDEA 13, and LGOO VI Dr. Jason Ryan R. Lam of DILG 13 served as the resource speakers and workshop facilitators of the activity.
