This one-day seminar will enhance the leadership skills and well-being of these student leaders to serve the university and the community. The seminar will also serves as the headstart for the three-day long University Wide seminar for the Local Student Government also known as the Annual Leadership Training Course which will start at July 28, 2024 until July 30, 2024 and will be participated by selected delegates from all campuses of NEUST.

On May 31, 2024, the University Student Government Legislative Branch held the closing of the 1st Congress at the NEUST Sumacab Campus.
Former Senate President Divsha Andreia Medina delivered the opening remarks in the morning program, reminiscing about the journey of the USG Legislative Branch for A.Y. 23-24 and how they overcame and learned from each challenge. Meanwhile, Former Senate President Pro Tempore Aron Joshua Arquero spoke about the accomplishments and progress of the Senate and the entire Assembly for the previous academic year. A strong atmosphere of democracy accompanied the arrival of NEUSTโs new senators, who were eagerly ready to contribute to the law-making process. They were all present, along with the newly elected USG President Dan Dela Cruz and USG Vice President John Sebastian Mangilin.
After the morning program and closed-door meetings, the Assembly convened for their last regular session to address the remaining bills scheduled for their second and third readings. Former NPSO Representative Rencel Delmo, along with other outgoing and newly elected Senators, delivered their privilege speeches. This included the new Senate President Lauren Suba, who also gave her privilege speech before the reading of the Order of Business.
The transition between the 1st and 2nd Congresses was one of the highlights of the day. It shows unity and harmony, as they symbolically hand over their duties, representing enduring principles of governance and continuity. This historic occasion was marked by a photograph that epitomized democratic renewal, with old and new faces standing side by side, united in their dedication to serving studentsโ interests.
Together, we stand firm, leading with strength and unwavering commitment to serve the best interests of our students.

As the newly elected Senators seat today, the Senate would like to acknowledge the dedication and perseverance of the 1st Congress Senators. The governing legislative body would like to thank the University President, Dr. Rhodora R. Jugo for the unconditional support to the legislative branch; the University Student Government (USG) Advisers for their guidance; the Head of the Office of Student Organization, Activities and Development (OSOAD), Dr. Eminiano Manuzon for his assistance to technicality; to the Dean of the Office of Student Affairs and Services (OSAS), Dean Almon M. Alegado for his valuable insights; lastly to the USG President, Hon. Pauline Grace M. Alfaro for her genuine support to legislation.
The 1st Congress Senators offers their gratitude to the Student Body, for entrusting them for one year for this vital position. The Senators look forward to legislative measures that have been passed that will help the studentry. The Senate would like to address the ongoing commotion in this social media platform regarding the transparency report of the performance of some of its members. This institution had no intention of humiliating any of its members. Ever since the establishment of this legislative body; transparency has been its utmost priority in resolutions, bills, committee reports, and the like.
To address the confusion, the Senate firmly takes into account only Legislative accomplishments, the transparency report does not reflect the holistic performance of a Senator, such as their contribution to other branches of the University Student Government. It is the hard TRUTH, some of the Senators excel in other branches instead of their own branch. Regardless, the assembly takes measures, to avoid negligence of duty and responsibility. Furthermore, Senate leadership neither restricts nor limits the Senators. If they wish to assist and participate in the Executive Branch, whether locally or university-wide. However, they remain Senators and must fulfill their responsibilities accordingly.
This is the first Senate, and everything is unfamiliar, the numerous and countless battles of this institution for fighting constitutionality have been tough and difficult for its members, due to a lack of support and understanding of the nature of this body. So what is really happening within the Senate? Some of its elected members have been overwhelmed by the demands of this position and the complexity of its power and responsibility, the challenges of being a student and senator at the same time. But regardless of the reasons, it will be unfair for those who really perform well in their position to not release transparency on its members' performance. Wherein fact, transparency reports are common and have been unanimously decided at the start of the term, and in the end, the student body shall know the performance of their elected Senators and what is the result.
It is true students do not know what is really ongoing within the Senate, legislative is entirely different from executive and judicial which is commonly known by many students. The accomplishment of legislation is peculiar, it is not common like events and activities. It is policy and law making, that takes time to develop and be effective. The Senate leadership has experience in the executive branch and non-political organizations, therefore we understand our members still remain in their executive function even though they belong to the legislative.
As the 1st Congress will end today, we hope the next members of the Assembly will become more adept in their position to avoid such circumstances. To remember what is their roleโLegislator.
