‼️ PUBLIC STATEMENT OF IECEP INC
ON THE ENHANCED IMPLEMENTATION OF PRC JOINT RESOLUTION ON THE SCOPE OF ELECTRICAL ENGINEERING AND ELECTRONICS ENGINEERING PROFESSIONAL PRACTICE
04 April 2023

IECEP enjoins all professionals to abide by the guidance provided by the Professional Regulation Commission (PRC) as the government agency in charge with the standards of professional practice in the Philippines.

This is in view of RA 7920, Electrical Engineering Law, and RA 9292, Electronics Engineering Law, and in relation to the Joint Resolution on the Scope of Electrical Engineering and Electronics Engineering Professional Practice, PRB EE Resolution No. 01, series of 2020, and PRB ECE Resolution No. 01, series of 2020, promulgated 25th November 2020.

Based on this, all concerned are hereby informed that categorically, “the delineation criteria of professional practice shall be the domain as provided in RA 7920 for Electrical Engineering profession, and RA 9292 for Electronics Engineering profession,” given that, after a careful determination according to the PRC, the professional practice is already “well-defined in their respective professional regulatory laws.”

To this effect, any perceived overlap in professional practice of EEs and ECEs has already been clarified for the mutual understanding of EE and ECE practitioners. Thus, fire alarm systems, electronics systems, audio signal processing, fiber optics, CATV and radio distribution systems, and broadband communications, although allegedly reflected in the Philippine Electrical Code, are to be legally practiced by electronics engineering professionals as enabled by relevant provisions in Section V "Nature and Scope of Practice of Electronics Engineering and Electronics Technician Professions," RA 9292, as well as as in view of other enabling laws, rules and legal issuances such as the Revised Implementing Rules and Regulations (RIRR) of PD 1096, National Building Code of the Philippines.

The Joint Resolution even further lays the rightful interpretation that Codes "shall not be construed as the governing law of all scope of practice…" Also, it serves to remind professionals, “...that any encroachment shall be dealt with in accordance with the administrative and penal provisions of both laws.”

IECEP, through its Professional Practice Committee and Ethics, Disputes, Competitions and Anti-Illegal Practice Committee, shall endeavor to implement the provisions of the Resolution by periodically reporting to the appropriate authorities any “perceived unlawful practice.”

A copy of the subject Joint PRB EE and ECE Resolution is accessible via the IECEP National Website, www.iecepnational.com (Resources - PRC Resolutions)
