US NOW COVERED BY TEMPORARY RESTRICTIONS FOR PH-BOUND TRAVEL
With the inclusion of the United States on the list of countries covered by travel restrictions, Philippine Airlines will be unable to accept on
flights to the Philippines -- effective 12:01 January 3 to January 15, 2021-- foreign passengers from the US or foreign travelers who have been in the US within 14 days preceding their planned arrival in the Philippines.
On the other hand, Filipino citizens originating from the US or who have traveled to the US within 14 days prior to their scheduled arrival in the Philippines and are arriving in the country within the said period (Jan3 to 15) shall be accepted on PAL flights to the Philippines but will be required to undergo a 14-day quarantine period at a stringent quarantine facility.
All passengers -- whether Filipino citizens or foreigner nationals -- who are originating from the US or who have traveled to the US within the 14-day period prior to entering the Philippines and are arriving BEFORE 12:01AM January 3, 2021 will not be prohibited from entering the country but will have to undergo a 14-day quarantine period at a stringent quarantine facility.
Passengers allowed to enter the Philippines from the US within the abovementioned periods must undergo RTPCR testing on arrival. An absolute 14-day quarantine must be completed even if a passenger tests negative on the RT-PCR test.
Returning Overseas Filipinos may choose their own quarantine hotel from the list of DOT-hotels for stringent quarantine.
The above restrictions are mandated by the latest Resolution of the Inter-Agency Task Force on the Management of Infectious Diseases (IATF) restricting travel into the Philippines from specified countries, as a protection measure against the new variant of the SARS-COV 2 Virus.
This latest Philippine government travel restriction brings to 21 the total number of flagged countries. PAL continues to operate flights to Hong Kong, Japan, Singapore, Canada, and the US subject to existing passenger restrictions.
The countries now covered by passenger restrictions on flights to the Philippines are:

They may also refund the cost of their ticket with refunding service fees waived. A third available option is the conversion of the PAL ticket into a travel voucher for future use.
PAL will cooperate closely with government authorities in support of all measures that seek to curb any potential increase in COVID-19 cases.

Airlines have scheduled commercial flights at 18 airports in the country after Local Government Units (LGUs) allowed the commercial operation of the airports in their respective areas.
Some airports, while allowing commercial flights, are subject to different documentary and passenger LGU restrictions.

DFA Consular Offices to Roll Out 'New Normal' System
PASAY CITY 01 May 2020 - Several Consular Offices (COs) will be resuming operations beginning 04 May 2020, announced the Department of Foreign Affairs today.
Included in the list of COs that will resume its operations and serve the public starting Monday are the COs in Cotabato, La Union, Puerto Princesa, Santiago, and Tuguegarao. The rest of the COs in Luzon will still be closed until the end of the Extended Community Quarantine (ECQ).
COs in Visayas and Mindanao such as Butuan, Dumaguete, General Santos, Tacloban, and Clarin have remained open to the public throughout most or all of the quarantine period. However, as Misamis Occidental is under modified General Community Quarantine (GCQ) until 15 May 2020, applicants of CO Clarin from outside the province will have to present several documents to the Provincial Government to be allowed entry into the province.
Normal operations in COs in Luzon were temporarily suspended and some COs in Visayas and Mindanao were under skeleton workforces following the implementation of the first extended ECQ and the local community quarantine in several other places in the country, respectively. However, as several parts of Luzon are now placed under the more relaxed GCQ, and other cities in Visayas and Mindanao also lifted their community quarantine policies, operations in some COs will also be returning to normal while observing some precautionary health measures.
'New normal'
While operations at the reopened COs are to resume, the public is informed that there are measures set in place for the health and safety of the public and the DFA personnel attending to their consular needs. These measures will also be observed in all COs once operations resume following the end of the extended ECQ.
“We seek the understanding of the public as we shift to a 'new normal' process so that we can minimize potential health hazards for applicants and our personnel alike while ensuring the prompt and efficient delivery of consular services to the public,” explained Assistant Secretary for Consular Affairs Neil Frank Ferrer.
In order to observe the health protocols prescribed by the Department of Health, walk-in applications at DFA’s Consular Offices will be suspended during the GCQ period. As physical distancing will be strictly observed inside COs, accommodation of applicants will be strictly regulated and everyone availing of consular services, including passport issuance or renewal coursed through the Courtesy Lane and the Diplomatic and Official Passports Section, will now need to schedule an appointment via e-mail.
Moreover, applicants are encouraged to avail of online payments and delivery of passports to minimize physical contact and reduce the likelihood of exposure. Those who cannot avail of said services will still be allowed to transact and collect their passport and documents at the CO while observing strict physical distancing measures on their scheduled day of appointment.
Applicants aged 60 and above, as well as those considered by the DOH to be vulnerable, are advised not to proceed with their applications for consular services at this time. However, in cases of urgent need, they may wish to coordinate with the Office of Consular Affairs further on how they may be accommodated.
Temperature checks, regulated number of people allowed inside the premises, and wearing of masks prior to entry into the COs and while inside CO premises are also to be enforced on all the applicants and personnel.
Several other measures to ensure physical distancing and limiting physical contact are to be enforced to ensure the safety of all individuals in the CO.END
Starting Monday, April 13, 2020, PAL Customer Hotlines will be open to serve you 12 hours per day, 7 days a week.
This will allow us to allocate more agents to handle urgent call-outs and support work for the special flights PAL is currently setting up, while the rest of our network is on an extended pause amid the COVID-19 crisis.

In line with the Province of Cebu’s directive prohibiting the entry of passengers into Cebu via air from Clark, Legazpi, Dumaguete, and Cagayan, the following flights from March 15 to April 13 are cancelled:

Passengers on cancelled flights can choose from any of these options:
• Rebook the flight, with change fees and fare difference waived.
• Store the full value of the ticket in a Travel Fund. This is valid for 180 days and can be used to book any Cebu Pacific flight within the next 12 months.
• Get a full refund. The refund will be according to the mode of payment. If paid in cash, refund must be claimed at designated Cebu Pacific ticket offices. If payment was made through debit or credit card, please allow two (2) billing cycles for refund to be credited into the account

[Updated as of 14 March 2020] Travel Advisory: AirAsia cancels domestic flights from Manila as PH government implements new travel restrictions.
In compliance with the Philippine government’s directive imposing travel restrictions due to the current public health situation, AirAsia is cancelling its domestic flights to/from the Ninoy Aquino International Airport in Manila from 15 March to 14 April 2020.
Flights not bound for Manila out of other AirAsia’s hubs in the Philippines--Clark, Cebu, and Kalibo--will continue their normal operations. Guests may check on their flights via the “Flight Status” function on the airasia.com website and mobile app.
AirAsia is making provisions for guests affected by the flight cancellations and travel restrictions following the Philippine government’s latest directive, as follows:
1. Move flight: One-time flight change to a new travel date on the same route within 90 calendar days from the original flight date without additional cost, subject to seat availability; OR
2. Credit account: Retain the value of your fare in your AirAsia BIG Loyalty account for future travel with AirAsia. The online credit account is to be redeemed for booking within 365 calendar days from the issuance date for your travel with us. The actual travel dates can be after the expiry date as long as our flight schedule is out; OR
3. Full refund: Obtain a full refund to your original payment method for the amount equivalent to your booking.
