LOOK || Road Widening of Laoang-Onay Mualbual Provincial Road

The Provincial Government of Northern Samar has successfully finished the widening of the 671-meter Laoang-Onay-Mualbual Provincial Road in Laoang, Northern Samar. A total of P6.9 million pesos has been allocated for the project which repaired the existing road and widened it by 1.05-meter on both sides.

The improvement of Laoang-Onay-Mualbual Provincial Road ensures a safer ride for the road users and allows accommodation of small to large-size vehicles coming from Barangay Onay, Mualbual, and other nearby communities, going to poblacion barangays, and vice versa.

Under the leadership of Governor Edwin Ongchuan, the Provincial Goverment continues to implement infrastructure projects as a way of helping Nortehanon communities to have easier transportation to access their necessities, especially healthcare, education, and social services.

Upang maging ligtas ang mga paaralan mula sa dengue, sundin ang sumusumod na hakbang:

Search and Destroy
• Suriin ang paligid ng paaralan at tiyaking walang mga basurahan o lalagyan na puwedeng mag-ipon ang tubig.
• Linisin ang mga lugar na maaaring magtago ng tubig ulan, tulad ng mga timba, plangana, at iba pang lalagyan.

Self Protection
• Kung maaari, magsuot ng mga damit na may mahahabang manggas at pantalon
• Gumamit ng insect repellent lotion upang makaiwas sa kagat ng lamok.
• Iwasan ang mga oras ng aktibidad ng lamok, partikular sa umaga at hapon.

Seek Early Consuultation
• Kung may nararamdaman kayong sintomas ng dengue tulad ng lagnat, sakit ng ulo, pamumula ng mata, o pananakit ng katawan, agad na ipagbigayalam ito sa g**o o health office ng paaralan para sa tamang pagsusuri at paggamot.

Support Fogging/Spraying
• Sumuporta sa mga inisyatibo ng paaralan para sa fogging o spraying.
• Makipagtulungan sa mga hakbang na ito upang mapuksa ang mga lamok.

LOOK || 11 LGUs in the province, potential passers in the national Child-Friendly Local Governance Audit

The DILG Northern Samar bared that 11 LGUs are potential national passers in the 2023 Child-Friendly Local Governance Audit (CFLGA).

This was presented by Engr. Jessa Sumayod of DILG Northern Samar Provincial Office during the Joint Meeting of the Provincial Council for the Protection of Children (PCPC) and the Provincial Inter-Agency Committee on Anti-Trafficking and Violence against Women and their Children (PIACAT-VAWC) Technical Working Group on August 22, 2024 at the PSWDO Conference Room, Barangay Dalakit, Catarman.

The LGUs of San Antonio, Lapinig, San Roque, Gamay, Pambujan, Mondragon, Mapanas, Laoang, Catarman, Catubig, and Palapag were announced as potential passers at the national level, having passed the provincial level of the 2023 Child-Friendly Local Governance Audit conducted by the DILG provincial office.

The Child-friendly Local Governance Audit (CFLGA) is a performance audit system which assesses the local government units' delivery of basic social welfare services for children and youth.

The milestone achieved by these LGUs exemplifies their unwavering support to the Provincial Government's efforts to protect and ensure the welfare of children, youth and the disadvantaged sector in the community.

The Provincial Government of Northern Samar joins the first and largest gathering of history and heritage groups in the country dubbed as HISTOEX.

The event is led by the National Historical Commission of the Philippines, a national government agency responsible for the conservation and preservation of the country's historical legacies.

HISTOEX (History to Experience) will run from August 23 to 25, 2024 at the Quantum Skyview, Gateway Mall 2, Cubao, Quezon City!

4. Support Fogging/Spraying: Suportahan ang fogging o spraying sa mga lokal na lugar na itinuturing na hotspot o kung saan may pagtaas ng mga kaso ng dengue.

5. Sustain Hydration: Sa pamamagitan ng paginom ng sapat na tubig para maiwasan ang dehydration.

Dengue Alert

Ang DOH Eastern Visayas Center for Health Development (DOH EVCHD) sa pamamagitan ng Regional Epidemiology Surveillance Unit ay nakapagtala ng kabuuang 8,601 na kaso ng dengue mula Enero 1 hanggang Agosto 17, 2024, kung saan may 20 na namatay. Ito ay 236% na mataas kumpara sa parehong panahon noong nakaraang taon na may 2559 kaso at 9 na namatay.

Ang Lalawigan ng Leyte ang may pinakamataas na bilang ng mga kaso, na umabot sa 2,737, na bumubuo sa 32% ng mga kaso sa rehiyon. Karamihan sa mga naapektuhan ay mga nasa edad na 1-10 taong gulang.

Kasunod ng Leyte ay ang Samar na nakapagtala ng mahigit 2,000 kaso at 11 deaths. Samantala, may 2 nang kaso ang namatay sa dengue dito sa Northern Samar.

Sa patuloy na pagtaas ng kaso ng dengue sa Eastern Visayas, mahigpit na hinihikayat ang publiko na paigtingin ang pagpapatupad ng 5S Strategy upang mapigilan ang pagkalat ng dengue.

1. Search and destroy mosquito breeding sites. Sugpuin ang mga lugar na maaaring pamugaran ng “kiti-kiti” sa loob at labas ng bahay. Panatilihing nakatakip at malinis ang lahat ng naka-imbak na tubig.
2. Seek consultation, lalo na kung makaranas ng biglaang mataas na lagnat sa loob ng 2 araw, kasama ang iba pang mga sintomas;
3. Self-protect, kagaya ng paggamit ng insect repellant at pagsuot ng long sleeves, light-colored na damit at mahabang pantalon;
4. Support fogging activities sa mga komunidad kung may pagbadya ng dengue outbreak;
5. Sustain Hydration sa pamamagitan ng paginom ng sapat na tubig para maiwasan ang dehydration.

Hinihikayat din ang mga ospital at lahat ng health facilities na tiyakin ang pagkakaroon ng Dengue Fast Lanes, sapat na health care providers, at mga kailangang Dengue commodities and medicines upang matiyak ang mabilis na paghatid ng serbisyo.

Hinihikayat din namin ang mga LGU at mga katuwang na ahensya na aktibong makibahagi sa labanang ito sa pamamagitan ng pagsuporta sa mga aktibidad laban sa dengue, pagpapalakas ng mga hakbang sa pagsubaybay, at pagbibigay ng kinakailangang mga resources sa mga health facilities.

Governor Ongchuan welcomes NCCA’s Competitive Grants offer

Governor Edwin Ongchuan, chair of the Provincial Development Council (PDC) and the Provincial Tourism, Culture and the Arts Council (PTCAC), was grateful to the National Commission for Culture and the Arts (NCCA) for offering to Northern Samar its Competitive Grants Program.

Mr. Mark Gregor dela Cruz of the NCCA Program Management Division, presented to Governor Ongchuan and to the rest of the PDC, the Competitive Grants Program of NCCA funded through its National Endowment Fund for Culture and the Arts (NEFCA) which provides assistance to LGUS, non-government organizations, people’s organizations, government agencies, individuals and schools for the development, protection, preservation and dissemination of Philippine arts and culture.

“The program gives grants to artists and cultural groups that contribute significantly to the Filipino’s cultural legacy as a means to extend artistic achievement,” Mr. dela Cruz explained. Proposals for fund grant may fall under the Subcommission on the Arts, Cultural Communities and Traditional Arts, Cultural Dissemination and Cultural Heritage.

He also laid down the requirements which primarily include the project proposal, and the timeline of submission, not later than August 31, 2024 for 2025 funding.

Mr. de la Cruz, who came to Northern Samar with Mr. Rodelio Candor of the NCCA Accreditation and Grants Office, was quick to observe the great potential for cultural development of Northern Samar, having shortly apprised its wealth of cultural resources.

“For just 2 days of providing technical assistance, I have already seen a lot of cultural resources that carry great potential to bring more cultural progress to the Province of Northern Samar. The Special Program for the Arts at Catarman National High School, Silvino Lubos’ local festival and old mural depicting their significant lifeways and traditions, the eagerness of Brgy. San Jose Lavezares' young artists and Palapag’s visual artists to produce an exhibit, and the openness of the Provincial Government to collaborate for cultural preservation, protection, and promotion are among the clear examples that must be pursued and assisted accordingly,” he remarked.

Mr. de la Cruz made the observation after interactions with the Catarman National High School (CNHS) Special Program for the Arts; the San Jose Lead Excellence in the Arts for the Dreamers (LEAD) in Brgy. San Jose, Lavezares, Silvino Lubos and Palapag’s local artists and the Joint Development Councils’ Meetings, which all happened on his brief visit to Northern Samar on August 19-20, 2024.

He especially noted the Provincial Government and the other groups’ openness to collaborate for cultural preservation, protection and promotion.

As part of its mandate, NCCA provides assistance to non-government organizations, indigenous people’s organizations, individuals, LGUs and government agencies through the NCCA Competitive Grants Program for the development, protection, preservation, and dissemination of Philippine arts and culture, to contribute significantly to the Filipino’s cultural legacy.

LOOK || Another batch of Iskolar ng Probinsya beneficiaries receive educational assistance

The Provincial Government of Northern Samar is currently releasing educational assistance to Iskolar ng Probinsiya beneficiaries from the municipalities of Allen (58), Biri (48), Capul (72), San Vicente (23), San Antonio (42), San Isidro (50), and Victoria (55) at the Provincial Capitol Gym, Dalakit. The 348 target recipients are in addition to the 1,048 students who have already received educational aid through the InP program this week.

The Provincial Government holds consecutive Iskolar ng Probinsya payouts upon the directive of Governor Edwin Ongchuan to fast track the distribution of financial assistance as the needs of students arise coinciding the start of classes for school year 2024-2025.

LOOK || Provincial Government improves its Materials Recovery Facility

In a continuing bid to significantly reduce and effectively manage regular waste, the Provincial Government expanded and improved its Materials Recovery Facility (MRF) located near the Provincial Capitol, Barangay Dalakit, Catarman.

The facility, which includes a shredder and measures 5x11.6m of concrete pavement, is aptly designed for the temporary storage of recyclable materials collected from Provincial Government offices.

A Materials Recovery Facility is significant where recyclables are segregated from residual and compostable waste, thereby maximizing the quantity of recyclables processed and producing materials that will generate revenue in the market. MRFs also commonly function to process wastes into a feedstock for biological conversion, and some into fuel source for the production of energy.

The Capitol MRF has been functional for years now, aligned with the aim of the Provincial Government to create a safer, cleaner and greener Northern Samar.

LOOK || Promoting appreciation of Visayan culture and heritage through the PAMANA Exhibit

More than 140 students from the Catarman National High School had an enriching learning visit to the PAMANA Heritage Exhibit earlier this afternoon, August 21, 2024 at the Lubi Room of the Provincial Capitol.

The experience provided the much-eager youth a glimpse of the country’s rich past featured through the:

Amaya Costume: 16th Century Noble Dress and Male Attire. Showcased in GMA-7’s epic series “Amaya” as Dian Lamitan and Datu Bugna. These costumes were exhibited during the ASEAN Traditional Costume Exhibit in Hanoi, Vietnam, coinciding with the ASEAN Summit 2020

LuzViMinda: The national costume worn by Miss Universe 2018, Catriona Gray (NCCA Ambassadress for Arts and Culture), displaying the cultures of the three main lands of the Philippines: Luzon, Visayas and Mindanao. Originating in the Visayas, the batik (tattoo) motif served as decorations of a warrior who displayed courage and emerged victorious in battles.

12 Mobile Museum Boxes: Conserving the Natural Heritage of the Visayan Region

Before ushering the students to the exhibit, Mr. Carl Bordeos, provincial culture and the arts coordinator, gave them a brief overview of the PAMANA features and its significance to our history, culture and the arts, and a quick introduction into Provincial Government structure and programs.

LOOK || Peacebuilders receive more than P300k assistance from the Provincial Government under its Local Social Integration Program

A mark of its continuing commitment to foster peace and security in Northern Samar, the Provincial Government released P333,789 of financial assistance to 19 peacebuilders yesterday, August 20, 2024 at the Provincial Capitol during the 3rd Quarter Joint Council Meeting of the Provincial Task Force Balik Loob, PTF ELCAC, Provincial Peace and Order Council and other development councils.

The assistance, released under the Local Social Integration Program (LSIP) of the Provincial Government, was in remuneration for the various fi****ms surrendered to the government by the peacebuilders, to support their intent to return to the fold of law.

The program aims to support peacebuilders and their families by offering various forms of assistance to help rebuild their lives, which include immediate assistance, livelihood assistance, and firearm remuneration assistance.

The Provincial Task Force Balik Loob, PTF ELCAC and PPOC chair, Governor Edwin Ongchuan led the distribution of assistance, along with DILG Northern Samar Provincial Director Geraldine Maquelabit, PNP Provincial Director PCol Sonnie Omengan, and 803rd Infantry Brigade Commanding Officer BGen Efren Morados.

Apart from the LSIP, the PTF Balik Loob, PTF ELCAC and PPOC continue to implement many peace initiatives that address the roots of armed conflict, promote peace and reduce poverty in Northern Samar.

As Governor Edwin Ongchuan’s Iskolar ng Probinsya Program continues, InP beneficiaries from 8 of Northern Samar’s Second District towns were set to receive their educational assistance today, August 21, 2024, at the Capitol Gym.

A continuing payout of the Provincial Government, a total of 504 InP beneficiaries from the municipalities of Mapanas (40), Pambujan (79), San Roque (101), Silvino Lubos (74), Gamay (44), Palapag (72), Laoang (47), and Lapinig (47) were expected to receive their scholarship support within the day, amounting to P2,500 per beneficiary.

Through the program, Governor Ongchuan and the Provincial Government hopes to assist Nortehanon students in their educational pursuits and contribute to shaping a brighter future for the next generation of leaders and citizens of the province.

LOOK || Barangay West Poblacion, San Jose has a newly-constructed Multi-Purpose Building

The P7.8 million Provincial Government-funded project, Multi-Purpose Building in Brgy. West, San Jose, Northern Samar, is designed to alternatively serve as an evacuation center during calamities.

It includes essential features such as a water tank, generator set, kitchen, lavatory, emergency lights and electrical installations. It also comes with comfort rooms and a ramp to provide access to differently abled persons, and support the hygiene and sanitation of the Barangay West community, while at the facility.

The completion of the multi-purpose building stands as a testament to Governor Edwin Ongchuan and the Provincial Government's commitment to ensuring the safety of Nortehanons especially in times of disaster.

Sharing cultural pride, strengthening diplomatic relations

The Provincial Government shared snippets of Northern Samar's vibrant culture and the arts with German Ambassador to the Philippines, Dr. Andreas Michael Pfaffernoschke, in a gathering hosted by Governor Edwin Ongchuan on August 19, 2024.

The gathering, which featured local songs, dance, festivals and natural attractions of the province provided opportunity for Ambassador Pfaffernoschke to get to know more of Northern Samar, meet provincial officials and strengthen diplomatic relations anchored on mutual respect, cooperation and shared values.

With His Excellency in the event was Heinz Michael Horst Cshmermer, president and managing director of Siemens Healthcare Inc., Mrs. Pfaffernoschke and other guests who were equally delighted to share German songs to Governor Ongchuan and the Nortehanons.

LOOK || Provincial Government of Northern Samar eyes on improving Record Management System

In the aim to improve record management system in the province toward establishing a centralized archives and records center, the Provincial Government through its Records Management and Improvement Committee Technical Working Group (RMIC TWG) conducted an orientation on records disaster preparedness and business continuity as well as best practices in records management yesterday, August 19, 2024 at the Sumuroy Hall, Provincial Capitol.

The RMIC TWG had their learnings on the best practices of the Davao City Archives and Records Office (CARO) echoed to the record officers in the Provincial Government who were the participants in the activity.

Ms. Rhea C.Ty, member of the RMIC TWG, shed light on Davao CARO's Archives Collection and Access, while Mr. Vicente P. Letran Jr shared meaningful insights on the Davao City's Records Management Best Practices. In addition, Ms. Sylma Lutao, RMIC TWG chair and Ms. Amelita Noroña, RMIC TWG Vice Chair discussed Business Continuity on the face of disasters and other hazards.

The Provincial Government of Northern Samar continues to make bold steps to better its records systems and processes that will contribute to the facilitation of services to the public.

Governor Edwin Ongchuan is delighted to welcome to Northern Samar German Ambassador to the Philippines, Dr. Andreas Michael Pfaffernoschke, as he paid a courtesy visit to the highest official of the province today, August 19, 2024. With Governor Onghuan was Board Member Don Abalon who ushered the guest around the Capitol.

In their vibrant exchange, Governor Ongchuan shared developmental initiatives of the Provincial Government to Ambassador Pfaffernoschke, highlighting key infrastructure projects that connect Northern Samar to other parts of Samar Island and other road projects which increase economic opportunities for the people of the province. The discussion also touched other significant development areas such as healthcare, tourism, education, environmental protection, peace and security.

His Excellency Pfaffernoschke complimented the Governor for having strong principles and economic perspective that positively worked in responding to the challenges of the province.

The visit of the German Ambassador to Northern Samar signifies the continued diplomatic relationship between the province and Germany.

In time for the resumption of classes of college students in Northern Samar, the Provincial Government continues the release of financial assistance to Iskolar ng Probinsya beneficiaries today, August 19, 2024, at the Capitol Gym.

A total of 544 InP beneficiaries from the municipalities of Lope de Vega (65), Mondragon (86), San Jose (87), Rosario (67), Lavezares (101), and Bobon (138) are targeted to receive their educational assistance today.

The Provincial Government under the leadership of Governor Edwin Ongchuan continues the implementation of Iskolar ng Probinsya program along with other scholarships to empower Nortehanon students by supporting their needs in their educational endeavor.
