The month-long military operations of the Armed Forces of the Philippines against the Bangsamoro Islamic Freedom Fighter in the SPMS box and in the highlands of Maguindanao has caused recurring displacement of hundred thousand civilians and innocent people who continue to suffer in misery, hunger and unsecured lives. The conflict has left thousands people mostly women, children and senior citizen in emotional distress and uncertainty, and has caused damage to properties, structure, investments and previous efforts of communities to rebuild a broken land.

A day ago, the intensified military operations has resulted to the death of two women hit by shrapnel during a mortar shelling in Barangay Kitango, Datu Saudi Ampatuan. These two women were among the many Internally Displaced Persons (IDPs) who recently returned home from evacuation centers after a month-long displacement upon advice that it is safe to go home. Likewise in 2020, two children and a seven-month pregnant woman was killed due to similar incident.

This cycle of armed conflict, displacement, uncertainties and damages to civilians threatens to rip apart our families and communities, harm the gains of the Final Peace Agreement between the Government of the Philippines and the Moro Islamic Liberation Front and the dreams of each individual Bangsamoro for a dignified and lasting peace.

Respect the Human Rights of the Bangsamoro especially this Holy Month of Ramadhan and protect the civilians at all times.

We are a Network of Non-Government Organizations, People's Organizations, Community-Based Associations and peace advocates under the umbrella of the Maguindanao Network of Empowered Tri-People Organizations (MAGNETO), Inc. who yearn for Peace and Protection in our lands;

We condemn the continuous violations of human rights experienced by our Muslim, Christian and Lumad brothers and sisters in various areas of Maguindanao;

We condemn the massive displacement, innocent killing of people caught in the crossfire and mortar shelling, burning of houses and the irreparable damage wrought upon victims who are crying for peace;

We believe in the aspiration for peace as embedded in the Bangsamoro Organic Law and the establishment of the Bangsamoro Government. We seek to sustain the gains of the peaceful initiatives that we have collectively woven together.

We call the attention of the National Government, the Bangsamoro Government and the Local Government Units to sincerely uphold the safety and protection of all civilians at all times, conduct an impartial investigation and compensation to the civilian casualties of military operations, and to establish a clear mechanisms for safety and effective services to the displaced populations.

We further believe that a hundred times of peace dialogue are better than a day of battle. Together with other peace-loving individuals and groups, we therefore appeal for all Government stakeholders to explore any means to build an environment of dialogue that will allow members of militant group to surrender their arms and follow the path of peace.

LUPA AT KAPAYAPAAN.

Sa nakalipas na mga buwan, sa kabila ng pagsisikap ng Bangsamoro Transition Authority na ilatag ang mga programang pangkapayapaan at pangkaunlaran, hindi maikakailang muling nagkakahugis ang mga sigalot bunga ng mga tunggalian na may kinalaman sa lupa. Nagaganap ito sa pagitan ng mga Moro at Lumad sa kataasang bahagi ng Maguindanao at Moro sa Moro sa mga lupaing kapatagan at pawas. Masasabi ngang ang usapin sa lupa ay isa sa umuusbong na banta sa kawalang katiwasayan at kapayapaan sa ilang mga lugar. Pasaan pa, ito ay nagiging ugat ng paglikas ng mga pamilya at sibilyan na naiipit sa kagulugan.

Mula dito, malinaw ang panawagan ng Maguindanao Network of Empowered Tri-People Organizations (MAGNETO), Inc. para sa Bangsamoro Government sa pagtatayo ng mga independent fact-finding at task forces na direktang magsusuri, magbibigay rekpmendasyon at aaksyon sa mga kontrobersyal na sigalot sa lupa na nagiging dahilan ng mg kaguluhan. Ang mekanismong ito ay inaasahan din na pantay na makikinig, magdodokumento at maglalatag ng tamang mga impormasyon para sa ganap na pagsasaayos ng mga sigalot.

The Maguindanao Network of Organizations in partnership with the Office of BTA-BARMM Hadja Bainon Karon hold a Conversation-Dialogue with different Ministries of BARMM on key issues affecting the most marginalized sectors in the Region.

Part of the program is the presentation of the People's Agenda and discussion on strategies to address this. MAGNETO also highlighted and affirmed its roles in engaging the BARMM Government through BANTUG KA (Bantay, Tulay, Gabay and Kaagapay).

The Maguindanao Network of Organizations (MAGNETO) with its 19 member organizations present has unanimously decided to support the call for the extension of the Bangsamoro Transition Authority (BTA-BARMM) until 2025 and supporting the current members of the parliament in completing their tasks in passing the 5 key legislation/codes and in fast-tracking the implementation of the normalization agreement.

The General Assembly also expressed its full support to any groups for collective conduct of broad consultations and lobbying works in Congress same as its contributions and experiencds during the Bangsamoro Organic Law campaign, and as the netwrorj commitment for the continuous realization of dignified peace, moral governance and genuine development in the Bangsamoro.
