This legislation, passed by the Bangsamoro Transition Authority Parliament on February 26, 2024, establishes the Office of the Bangsamoro Mujahideen Under Special Circumstance (OBMUSC), which will oversee the distribution of funds and support services.

𝐋𝐎𝐎𝐊| The Legislative Reference Division launched their 𝗰𝗮𝗺𝗽𝗮𝗶𝗴𝗻 𝘁𝗼 𝗲𝘀𝘁𝗮𝗯𝗹𝗶𝘀𝗵 𝗣𝗮𝗿𝗹𝗶𝗮𝗺𝗲𝗻𝘁𝗮𝗿𝘆 𝗖𝗼𝗿𝗻𝗲𝗿𝘀 in the province of Lanao del Sur on Saffar 11, 1446 AH/ August 15, 2024. This initiative aims to create BARMM Parliamentary Corners in various public libraries and local government units (LGUs) across the BARMM region.

The event was attended by representatives from different LGUs, academic institutions, and students. Key discussions included an Introduction to the Bangsamoro Transition Authority (BTA) and its legislative process, presented by 𝐌𝐫. 𝐒𝐚𝐥𝐚𝐡𝐮𝐝𝐝𝐢𝐧 𝐀𝐛𝐝𝐞𝐥𝐆𝐚𝐟𝐮𝐫 from the Office of the Secretary-General. 𝐀𝐭𝐭𝐲. 𝐑𝐞𝐠𝐢𝐧𝐚𝐥𝐝 𝐏𝐚𝐬𝐭𝐫𝐚𝐧𝐚 from Subatra emphasized the importance of Empowering Citizen Participation in Parliamentary Democracy, highlighting how community engagement is crucial in the legislative process. In addition, the event placed significant emphasis on the importance of establishing a Parliamentary Corner, introducing its guidelines and the necessary steps for effective implementation.

The event was honored by the presence of 𝐀𝐭𝐭𝐲. 𝐎𝐦𝐛𝐫𝐚 𝐂. 𝐆𝐚𝐧𝐝𝐚𝐦𝐫𝐚, a representative from the Office of the City Mayor of Marawi City, and delegate from the Office of the Provincial Governor of Lanao del Sur.

This activity is designed to provide dedicated spaces for the Bangsamoro people, granting them access to essential information about the Bangsamoro Parliament. This not only aims to enhance public access to legislative information but also seeks to foster a more informed and engaged citizenry within the Bangsamoro region.

The BTA-Legislative Reference Division (LRefD) recently conducted an Online Library Orientation with the theme: “Navigating the Library's Treasure Trove” on Muharram 4, 1446 AH/ July 10, 2024 via Zoom. The orientation, attended by over 100 participants, aimed to introduce the library’s vast resources and services to the BTA Members of Parliament and BTA Organic Offices, guiding them in effectively utilizing these resources.

This orientation covered topics such as accessing the library's Online Public Access Catalog (OPAC) and navigating the tools and resources of the LRefD. In addition, to provide participants with a comprehensive understanding of the resources available through the LRefD, representatives from various databases that the LRefD has subscribed to were invited to demonstrate how to effectively search and utilize their platforms.

The activity was graced by Engr. Abdulgani L. Manalocon, LTAIS II Director, who emphasized the importance of navigating the treasure trove of resources that the LRefD has to offer. He also encouraged the participants to take full advantage of the resources available in the LRefD to maximize their utilization.

The orientation aimed to ensure that the LRefD’s primary clients, whether new to the library or seasoned users, feel empowered to independently obtain the information they need and become skilled at legislative research.

𝐈𝐂𝐘𝐌𝐈| 𝐈𝐦𝐦𝐞𝐫𝐬𝐢𝐨𝐧 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐨𝐧 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐃𝐚𝐭𝐚 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭

Earlier this month, the Divisions under the Legislative Technical Affairs and Information Service (LTAIS) conducted an immersion program at the Senate of the Philippines on best practices for legislative data management. This initiative was supported by the European Union in the Philippines through the Support to Bangsamoro Transition - Subatra Programme, The immersion aimed to improve and enhance the LTAIS facilities and services, explore new technologies and strategies for data storage, preservation, data security, and archival, ensuring efficient management of legislative data in the BTA Parliament. This also aimed to enhance the LTAIS staff with hands-on experience and knowledge sharing from the experts in the field. Moreover, the program includes an introduction to legislative data management, data storage technologies, and the importance of document integrity in the Legislative process. Additionally, the digitization process and the best practices in the Senate archives and Library were also discussed.

Furthermore, to provide participants with a practical understanding of how legislative data is managed and preserved in a real-world setting, the program concluded with a tour of the Senate Legislative Library Service and Legislative Records and Archives Service. Overall, the program equipped LTAIS staff, particularly those under the Legislative Reference Division, with the necessary skills and knowledge to effectively manage legislative data in the BTA Parliament. During this two-day activity, the team had the opportunity to interact with Senator Chiz Escudero, the President of the Senate.

In addition, the De La Salle University Libraries, renowned for their innovative approaches to library resources and services, were another place that the team LTAIS visited. The tour provided valuable insights on how to enhance library services in the Legislative Reference Division.

The BTA-Legislative Reference Division is excited to announce the launch of its LibGuides platform on their Site (https://sites.google.com/bta.gov.ph/bta-lrefd/home). This new platform are research guides that provide curated lists of relevant resources to help researchers navigate vast amount of information on a specific topic and find relevant information.

As of now, the platform includes:

𝐏𝐚𝐭𝐡𝐟𝐢𝐧𝐝𝐞𝐫𝐬- This is prepared and compiled by the LRefD to assist and guide researchers in finding reliable and credible sources for their research needs. It streamlines the research process by providing curated resources tailored to specific topics or subjects of interest. These resources encompass a wide range of formats, including books, e-books, articles, databases, websites, and other resources, to ensure that users can access diverse and comprehensive information for their research.
𝐎𝐩𝐞𝐧 𝐂𝐨𝐧𝐭𝐞𝐧𝐭 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬- This includes databases and websites that are freely available to the public, such as open-access journals, eBooks, legal resources, educational videos, and other resources that can assist in meeting the information needs of researchers.

New features may be added in the future to enhance the user experience and provide even more valuable resources for research purposes.

This will serve as a powerful tool to streamline research, provide comprehensive information resources, and ultimately enhance the effectiveness of the research in the Bangsamoro Parliament. The BTA Legislative Reference Division is committed to providing high-quality reference and research services to support the information needs of the Bangsamoro Parliament and its constituents.

The BTA-Legislative Reference Division recently participated in the 𝟐𝟎𝟐𝟒 𝐀𝐒𝐋𝐏 𝐒𝐮𝐦𝐦𝐞𝐫 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞, ' #𝐋𝐢𝐛𝐫𝐚𝐑𝐈𝐙𝐙: 𝐇𝐚𝐫𝐦𝐨𝐧𝐢𝐳𝐢𝐧𝐠 𝐒𝐤𝐢𝐥𝐥𝐬 𝐚𝐧𝐝 𝐁𝐚𝐥𝐚𝐧𝐜𝐢𝐧𝐠 𝐌𝐚𝐬𝐭𝐞𝐫𝐲 𝐟𝐨𝐫 𝐅𝐮𝐭𝐮𝐫𝐞 𝐑𝐞𝐚𝐝𝐲 𝐋𝐢𝐛𝐫𝐚𝐫𝐢𝐚𝐧𝐬 𝐚𝐧𝐝 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐟𝐞𝐬𝐬𝐢𝐨𝐧𝐚𝐥𝐬', held at The Orchard Hotel Baguio from May 8-10, 2024. This conference aimed to equip librarians and Information Professionals with the soft and hard skills needed in the workplace, re-channel skills in Information Management for workplace responsiveness, achieve tangible outputs, sustain professional relevance, and empower professionals by cultivating integrity and pride in the practice of the profession as librarian and information professional.

The conference features a series of lectures and open forums to provide valuable insights and a deeper understanding of new emerging concepts in the field. In addition, workshops are held after each lecture to ensure participants can implement their takeaways and apply them in their workplaces.

With a focus on collaboration and continuous learning, the LRefD team is committed to supporting the development of a dynamic and efficient information management system that meets the unique needs of the Bangsamoro Parliament. By leveraging technology and fostering a culture of excellence, the division is dedicated to advancing knowledge sharing and promoting access to information for all stakeholders. The team is now ready to apply innovative approaches and best practices to enhance library and archival services for the Bangsamoro Parliament.
