Now on its 3rd year, the CSC Regional Office IX is inviting all photography professionals and enthusiasts in the government service to join in the 2022 Photography Contest in line with the celebration of the 122nd Philippine Civil Service Anniversary with the theme "Transforming Public Servants Towards Resiliency".
All government officials and employees regardless of employment status are encouraged to submit their photo entries to [email protected] until 30 July 2022.

5 July 2021 - Government workers who have a talent for song writing may join the Civil Service Commission (CSC) National Song Writing Contest. The deadline for submission of entries is on 23 July 2021.
Job Orders and Contracts of Service may also join the contest, which is part of the upcoming 121st Philippine Civil Service Anniversary (PCSA) celebration in September 2021 (www.csc.gov.ph/pcsa2021).
Regional and national winners will receive cash prizes, and the winning entry will be featured as the competition song in the next Government Choral Competition, also hosted by the CSC in partnership with the Cultural Center of the Philippines.

Contestants may submit a maximum of two (2) entries, and each entry must not exceed four (4) minutes.
Each song entry should be an original composition of the contestant, and all rights, including copyright to the entry, must be owned exclusively by the contest. The entry should not have been previously published, recorded, or released in any part of the world, and must not have been commissioned by a third party.
The lyrics, which may be in any Filipino language or dialect (including the English translation), should adhere to the PCSA 2021-2031 theme, Transforming Public Service in the Next Decade: Honing Agile ang Future-Ready Servant-Heroes. The 10-year theme reflects the path the civil service has to take to build on the gains of last yearโs modernization efforts in the wake of the COVID-19 pandemic, and the role of HR in building a competent and credible workforce in the new normal.
Entries will be assessed on creativity and originality, melody, lyrics, and overall likeability.

Each entry, which should be in MP3 or MP4 format, must be submitted along with the fully accomplished entry form, a Certificate of Copyright Registration for the composition issued by the National Library of the Philippines or Intellectual Property Office of the Philippines, lyrics and lead sheet of the song without the name of the song writer.
Contestants should submit their entries only to the CSC Regional Office (ROs) to which they belong, and not to multiple offices. For the complete email addresses of CSC ROs, refer to www.csc.gov.ph/cscrod.

The CSC National Song Writing Contest, hosted by CSC Regional Office IV, is part of the 121st Philippine Civil Service Anniversary to be celebrated in September 2021. The awarding ceremony for the song writing contest will be held on 23 September 2021.
The anniversary celebration features a lineup of HR events, special treats, and contests for government workers as part of inspiring agility and future-readiness in the public sector.

Information and communications technology (ICT) professionals may apply for Electronic Data Processing Specialist Eligibility (EDPSE), which they may use in vying for permanent appointment to functionally related positions in government.
The Civil Service Commission (CSC) grants the EDPSE to passers of the ICT Specialist Proficiency Examination or of training courses on Systems Analysis and Design and Computer Programming conducted by the Department of Information and Communications Technology (DICT).
Said eligibility shall be considered appropriate only to positions for which the eligibility was given; to other functionally related positions belonging to the Information Technology/Management Information System Group such as Data Encoder, Data Machine Operator, Auxiliary Machine Operator, Data Encoder-Controller, Computer Programmer, or Information Systems Analyst; and to other positions as may be determined by the CSC.
Applicants who passed the proficiency test have to present an original and certified copy of the Certificate of Proficiency, and an original and photocopy of the Notification Slip, both issued by DICT.
Applicants who hurdle the training course have to present an original and certified copy of the Certificate of Proficiency on the following computer courses: Systems Analysis and Design, Computer Programming, Java, MS Access, Visual Basic, C #, or V.B.net; original and photocopy of the Certificate of Completion; and original and photocopy of the Grade Slip, all issued by DICT.
Filing of applications for the grant of EDPSE shall be within three years from the date the Certificate of Proficiency was issued.

Other requirements to be submitted by the applicant include:
โข Properly accomplished CS Form 101-A, revised December 2011;
โข Three pieces of identical ID pictures taken within the last three months prior to filing of application, passport size with name tag;
โข Original and photocopy of at least one valid ID card with applicantโs complete name, picture, signature, and issuing officerโs name and signature;
โข Original and photocopy of birth certificate issued/authenticated by the Philippine Statistics Authority (PSA);
โข For female married applicants, original and photocopy of PSA-issued/authenticated marriage certificate;
โข Certification executed by the applicant that he/she has no pending administrative and/or criminal case before any court/authorized body, and that he/she has never been found guilty/convicted of any administrative offense and/or crime, using the prescribed CSC SPEL Form 1, April 2012.
An evaluation fee of PHP200 is collected upon filing of the application, and a processing fee of PHP300 upon approval.
Applications may be filed through CSC Regional or Field Offices.

DBM WELCOMES DECISION TO UPGRADE NURSE II SALARY GRADE AND RETAIN NURSING POSITION TITLES
The Department of Budget and Management (DBM) welcomes the decision of the Office of the President (OP) to upgrade the salary grade (SG) of Nurse II from SG 15 to SG 16 and to retain the position titles of Nurse III to Nurse VII with their corresponding SGs.
For this purpose, the DBM is currently in the process of crafting the procedural guidelines to implement this decision and to ensure that the same will be implemented, consistent with existing rules and regulations. Consultations with the Department of Health (DOH) and the OP are also scheduled by the DBM to ensure the availability of funds for the purpose.
The DBM wishes to clarify that it is not its intention to deceive our nurses as we have been consistent in saying that absent of any legal basis to effect the upgrading of the salary grade of the Nurse II position, the provisions of Budget Circular No 2020-4 will continue to take effect consistent with the decision of the Supreme Court in Ang NARS Party-List, et. al. vs. the Executive Secretary, et. al (G.R. No. 215746).
Rest assured that the DBM will promptly act to implement this decision as soon as pertinent details on procedures and funding are settled with the DOH and the OP.
