A ranking officer of the Philippine House of Representatives (H-Rep) told Gov. Gwen Garcia that the House leadership is looking to tap the Capitolโ€™s tried-and-tested QR-coded card system in distributing cheaper rice to the poorest households in Cebu.

House Deputy Secretary General Sofonias โ€œPonyongโ€ P. Gabonada Jr. lauded Gov. Gwenโ€™s technology-driven initiative of distributing assistance through the QR-coded cards and revealed that the House of Representatives plans to replicate Cebuโ€™s successful innovative model in coming to the aid of the poorest of the poor.

โ€œOur inspiration is your QR-coded system, Gov.,โ€ DSG Gabonada said. He was joined by OPAV Usec. Terence Calatrava during his visit on September 2.

Under the proposed system, each eligible family, from a list identified by DSWD, will receive a QR-coded card downloaded with funds by the House of Representatives.

Such QR-coded card will be used in buying rice at discounted rates from the Houseโ€™s partners.

For Cebu, the House is also looking to partner with the Capitol for this program, especially that the Province has also successfully implemented the Sugbo Merkadong Barato program or SMB.

Under the SMB, the Capitol purchased at least P100 million worth of rice from the National Food Authority, distributed them equitably among the LGUs, which were then tasked to sell the same to the poorest of the poor (as identified by DSWD) at P25 per kilo โ€” making Cebu the first LGU in the entire country to have made concrete steps in making the Presidentโ€™s vision of affordable rice a reality.

This approach aims to enhance the efficiency of the distribution process while providing significant relief to low-income households, DSG Gabonada said.

โ€œWhat is revolutionary in this program is that we will not distort the market. In fact, this will encourage the market to lower naturally its price because of the highly subsidized program that the provincial government will be having,โ€ DSG Gabonada added.

His visit sets the potential for Cebuโ€™s model to serve as a blueprint for other provinces, demonstrating how technology can be leveraged to address essential needs and improve public welfare.

๐‹๐Ž๐Ž๐Š: CEBU PROVINCIAL GOVERNMENT RECEIVES RICE DONATION FROM BUREAU OF CUSTOMS FOR CAPITOLโ€™S SCHOOL FEEDING PROGRAM

In a significant display of community support and public welfare, Governor Gwen Garcia today accepted a substantial donation of 300 sacks of rice from the Bureau of Customs (BOC), marking a notable moment in the Bureauโ€™s 138th Founding Anniversary celebrations. The donation was presented by Atty. Marc Anthony Patriarca, the Assessment Division Chief of the Bureau of Customs Port of Cebu.

The Bureau of Customs Port of Cebu, dedicated to bolstering local initiatives and addressing community needs, has taken a proactive role in supporting the province. The rice donation will directly benefit the Cebu Provincial Capitolโ€™s School Feeding Program, which is crucial in providing nutritious meals to students across the province. This initiative is particularly vital as it aids in the nourishment of over 900,000 students from kindergarten to Grade 12, spanning 1,494 public schools.

Atty. Patriarca emphasized the Bureau's commitment to community welfare, stating, โ€œOur employees at the Bureau of Customs have come together to support this important cause. We are proud to contribute to the Capitolโ€™s school feeding program, which plays a vital role in the health and education of our children.โ€

The generous donation was made possible through the collective efforts of BOC employees from Cebu, Bohol, and Dumaguete Ports. Nearly 700,000 pesos was raised by approximately 300 staff members to purchase the rice, showcasing the Bureauโ€™s dedication to making a tangible difference in the community.

Governor Garcia then invited the BOC to be present at the feeding program to witness the impact of their generous efforts on the students.

In recognition of the unwavering support that the Cebu City Government extended to Pasigarbo sa Sugbo 2024, the Cebu Provincial Government has donated P3 million to the city.

The donation serves as a gesture of gratitude for the all-out commitment that Cebu City demonstrated in ensuring the success of the Festival of Festivals held on August 25 and 26.

Gov. Gwen Garcia, along with the Provincial Board Members, personally turned over the check to Cebu City Administrator Atty. Kristine Joyce Batucan during the "Gabii sa Pasalamat" at the Capitol Social Hall on August 31.

It can be recalled that Cebu City has consistently participated in all Pasigarbo sa Sugbo coordination meetings. In fact, Cebu City Tourism Officer Neil Odchigue detailed the extensive preparations undertaken by the City Hall, which included the deployment of 279 traffic personnel, 8 mobile patrols, 124 disaster risk reduction officers, 244 members from the local school board for civil works assistance, and 268 maintenance personnel were tasked with managing 306 portalets and portabaths.

Cebu City deployed its manpower from the start of rehearsals, through the grand festival showdown on August 25 at the Cebu City Sports Center, and until the conclusion of the awarding ceremony on August 26.

The Capitol recognized the immense and invaluable contributions of its government and private sector partners that helped make the month-long 455th founding anniversary celebration of Cebu Province a resounding success.

The โ€œGabii sa Pasalamatโ€ (A Night of Thanksgiving) on August 31 gave due recognition to Cebuโ€™s mayors for rallying behind the Governorโ€™s call for unity in the province, as well as for leading the way for respective LGU-contingents in delivering โ€œlevelled-upโ€ performances in the recently concluded Pasigarbo sa Sugbo 2024.

โ€œWhat a redemption for 2024 that this Pasigarbo has been. Of all the Pasigarbo since 2008, this is the most astonishing, spectacular, grandest, and truly a celebration of Cebuano pride and indomitable spirit,โ€ Gov. Gwen said in her speech at the Capitol Social Hall.

Aside from plaques of appreciation, each of the 52 participating municipal and city mayor was presented with a framed photo of their respective contingentโ€™s performance during the ritual showdown, as well as his or her framed picture grabbed from the mayorโ€™s introduction video.

The Cebu City Government, headed by Acting Mayor Raymond Garcia, was also recognized by the Capitol for its solidarity and unwavering support in the Pasigabo, allowing it to be held at the Cebu City Sports Center and deploying City Hall personnel to man the traffic, augment medical personnel and first-aid responders, as well as hundreds of technical staff that rendered service not just at the CCSP but also in 30 DepEd schools in the city that were used as billeting quarters.

The Philippine National Police in the region, province, and the city; as well as AFT Joint Task Group Cebu, Philippine Navy, Philippine Coast Guard, and Bureau of Fire Protection were also recognized for deploying close to 2,000 personnel along the parade route and venue of the Pasigarbo to maintain security as well as peace and order.

Among the agencies of government that became very instrumental in the success of the Pasigarbo were DepEd, LTO, LTFRB; as well as public utility firms VECO and MCWD.

The Pasigarboโ€™s private suppliers and corporate sponsors were also given plaques of appreciation for their support. These included telcos Globe, Smart-PLDT, Dito, Converge; as well as Coca-Cola, Pepsi, Natureโ€™s Spring, San Miguel foods, and Purefoods among various others.

โ€œWe are also very grateful kanimo, Gov, for giving us a venue to flex our local talent and our local pride,โ€ Lapu-Lapu City Mayor Junard Chan said.

Lapu-Lapu, though does not fall under the supervisory jurisdiction of Cebu Province, chose to share in the festivities by joining in the Pasigarbo as a competing contingent.

โ€œWe are thankful because of your unwavering and incomparable love and leadership to the Cebuanos nga evident gyod kaayo tungod kay tanan lungsod ug dakbayan nakatagamtam sa serbisyo ug mehoras gikan sa Kapitolyo,โ€ Toledo City Mayor Marjorie Perales, for her part, said.

The Capitol also recognized its partners for the success of the inaugural Cebu Investment and Tourism, and Health Summit which was attended by a 20-man delegation from Cebuโ€™s sister-region, Saint Petersburg, Russia.

These partners are the Mandaue Chamber of Commerce and Industry as well as the Vicente Sotto Memorial Medical Center.

โ€œYou have really paved a way to creating a larger gateway to the world,โ€ MCCI president Mark Anthony Ynoc said as he thanked the governor for the opportunity to organize the Cebu Investment and Tourism Summit.

Gwen Garcia could not help but admire the commitment of First Lady Liza Araneta-Marcos in seeing to it that the programs close to the heart of her husband, President Ferdinand โ€œB**gbongโ€ Marcos Jr. (PBBM), are properly carried out.

On Thursday, August 29, the Governor and a slew of Cebu officials joined the First Lady at the Adventist Academy Cebu Gymnasium in this city for the culmination of the three-day โ€œLab for Allโ€ Program whose implementation nationwide has been spearheaded by FL Liza.

In her speech, the First Lady highlighted the impact of the program, noting that more than 3,000 medical services were provided to over 2,000 walk-in patients from August 27โ€“29. The medical mission series began on August 27, covering Barangays Ward I in Minglanilla, Lagtang, Pooc and Bulacao in Talisay City.

The โ€œLab for Allโ€ initiative is part of the broader community-based health project โ€œLaboratoryo, Konsulta, at Gamot para sa Lahat,โ€ inspired by PBBMโ€™s goal of bringing health services closer to every Filipino.

The program offers a wide range of free healthcare services, including physical and medical examinations, consultations, basic laboratory tests such as blood chemistry, hematology, ECG, and digital X-ray, as well as free medicines.

โ€œWhen I told my husband (PBBM) that we were coming to Cebu for the โ€˜Lab for All,โ€™ sabi niya, โ€˜Cebu? But Gwen has the best healthcare system; why are you even bothering?โ€™ Sabi ko, โ€˜Honey, just small-time lang kami, but itโ€™s the thought that counts,โ€™โ€ FL Liza said in her speech, sharing an endearing conversation she had with the President.

For her part, Gov. Gwen admired the First Ladyโ€™s energy and dedication, noting that โ€œLab for Allโ€ really meant so much more.

โ€œSheโ€™s really going around. Thatโ€™s no mean feat ha. Dili baya na sayon in this scorching heat, pero iya gyod ng giduol tanan,โ€ Gov. Gwen told ๐’๐ฎ๐ ๐›๐จ ๐๐ž๐ฐ๐ฌ.

โ€œโ€˜Labโ€™ maybe spelled โ€˜L-A-Bโ€™ here, but I think mismo sa First Lady, you can see โ€˜L-O-V-Eโ€™ for all. Itโ€™s really โ€˜Love For Allโ€™ coming from First Lady herself who is the real deal, totoong tao, no pretenses, no hypocrisy, walang mga false masks,โ€™โ€ the Governor added.

In addition to healthcare services, beneficiaries also accessed services provided by various government agencies such as TESDA, DTI, NHA, PCSO, DA-KADIWA, CHED, PAG-IBIG, NGCP, LTO, PAO, DBP, and PhilHealth, among others.

The First Lady was also accompanied by Senator B**g Revilla, Department of Health Secretary Teodoro Herbosa, Department of Social Welfare and Development Secretary Rex Gatchalian, and Presidential Assistant for the Visayas Usec. Terence Calatrava.

Talisay City Mayor Samsam Gullas and Toledo City Mayor Marjorie Perales led Cebu mayors in welcoming the First Lady; as well as Congresswoman Rhea Gullas of Cebuโ€™s first district; Congresswoman Emmarie Ouano-Dizon of the lone district of Mandaue; Congresswoman Janice Salimbangon of the fourth district; Congresswoman Cindy Chan of the lone district of Lapu-Lapu; and Congressman Edu Rama of Cebu City South District.

Schoolchildren from Bantayan Island presented handwritten letters to Gov. Gwen Garcia during the Caravan of Services held at the Madridejos Sports Complex on August 28.

The students expressed their deep appreciation for the governor's initiatives, especially the Sugbo School Feeding Program and the Sugbo School Supplies distribution.

These students are among the 48,989 schoolchildren in the island who are set to receive school supplies from the Cebu Provincial Government.

Gov. Gwen, along with Board Members Kerrie Kean Shimura, Glenn Soco and Dr. Stanley Caminero, led the ceremonial distribution of the supplies, which include pad papers, pencils, ball pens, crayons, school bags, plastic envelopes, rulers, sandals, and T-shirts.

The distribution is part of the provincial governmentโ€™s ongoing efforts to support the education of the youth in the province.

Aside from the school supplies, assistive devices to PWDs and health kits to students were also distributed in Bantayan island.

The three towns of Bantayan Island received from the Capitol subsidies worth P9 million to enhance their public infrastructure projects.

Gov. Gwen Garcia personally handed the checks worth P3 million each to Madridejos Mayor Romeo Villaceran, Bantayan Mayor Arthur Despi, and Santa Fe Mayor Ithamar Espinosa during the Caravan of Government Services held at the Madridejos Sports Complex today, August 28.

The move is part of the Capitolโ€™s commitment to equitable distribution of aid and services, especially to LGUs far from the metro like those in Bantayan Island.

Joining the governor were Board Member Kerrie Kean Shimura, Board Member Glenn Soco and Board Member Doc Stanley Caminero.

There are no surprises here: Cebu Governor Gwendolyn Garcia has reached the highest level of effective leadership in Central Visayas (Cebu, Bohol, Negros Oriental, and Siquijor).

According to the independent RP Mission โ€œBoses ng Bayanโ€ survey conducted from July 1-10, 2024, Gov. Gwen secured a commanding job satisfaction rating of 94.5% from the Cebuanos โ€” โ€œa testament to her unrivaled governance and popularity.โ€

In July, Gov. Gwen was also named the Top-Performing Governor among all 82 Governors of the country for the first quarter of 2024.

Transforming Hilantagaan Island

On Tuesday, August 27, Gov. Gwen Garcia officially inaugurated the 4.32-kilometer Hilantagaan Circumferential Road, a development that significantly enhances mobility for the islandโ€™s 4,300 residents and its many visitors drawn to its stunning beaches and snorkeling spots.

With an investment of P45.9 million, this vital infrastructure project is the Capitolโ€™s commitment to progress in Santa Fe, Bantayan Island, including plans to install solar lights along the newly paved road.
