❌ nagiging payat ang mga puno kaya mas madali itong matumba
Kailangan ding alisan ng tubig ang palayan para makapasok ang hangin sa lupa na nakakatulong sa mas mabilis na pagsusuwi at nagpapatibay sa puno ng palay.
Sa tamang pagpapatubig, maiiwasan din ang pag-atake ng mga pesteng brown plant hopper (BPH) at sakit gaya ng bacterial leaf blight (BLB).
Gawin ang alternate wetting and drying (AWD) na isinasagawa sa tulong ng observation well. Kapag naubos na ang tubig sa observation well, hudyat ito na kailangan nang magpatubig.
Sa teknolohiyang ito, panaka-naka lamang ang pagpapatubig upang tuyo ang lupa sa tamang yugto ng palay bago patubigan muli.

During the Agency’s Flag Raising Ceremony on August 15, 2022, NIA Acting Administrator Benny Antiporda extended his appreciation to all NIA offices who maintained open lines of communication on weekends to address the challenges in the provision of irrigation service, especially in the provinces of Aurora and Isabela. The Administrator also discussed the concerns of the management in terms of employees rendering overtime services and flexible time schedule (flexi-time).
In his message, Administrator Antiporda reminded all NIA employees to work with integrity and do their best in delivering public service to the Filipino people, especially the farmers. According to him, NIA employees must be properly compensated. They must be Filipino service-oriented.
"We need to put this practice in place. [We need to identify] sino ang flexi-time at kung sino ang hindi. I hope everybody will do their job in delivering their service to the Filipino people. See to it na hindi agrabiyado ang sambayanang Pilipino. Hindi po ako against sa flexi-time or overtime, ilagay lang po natin sa tama. Lahat po ng flexi-time ng ating mga kasamahan, bigyan po natin ng tamang schedule... Trabaho namin at responsibilidad po namin bilang Top Management na bantayan ang pera ng taong-bayan", said Administrator Antiporda.

1-DAY TRAINING ON VALUE ADDED AND SKILLS DEVELOPMENT (ENTREPRENEURSHIP) FOR IA FARMER-MEMBERS
NIA-UPRIIS Division V — In partnership with the Department of Trade and Industry (DTI), the NIA - Upper Pampanga River Integrated Irrigation Systems (UPRIIS) Division V, under the stewardship of Engr. Rogelio C. Macatula, Acting Division Manager thru the Institutional Development Unit (IDU) headed by Spvg. IDO, Mr. Jimmy A. Rigos, is conducting a one-day Training on Value Added and Skills Development (Entrepreneurship) today, August 11, 2022 at Division V Conference Hall, Maturanoc, Guimba, Nueva Ecija.
Participants of the said event are the farmer-members of Guimba-Licab, Barangayan Siete and UBBOG TI BIAG Irrigators’ Associations (IAs). This activity aims to help them increase their income through exploring new ventures and in creating business-friendly environment conducive to growth of enterprises.
In order to impart more knowledge and information about DTI’s Programs and Services that our partner IAs can adapt, IDU invited Ms. Malou A. Santos, Senior Trade and Industry Specialist from DTI Nueva Ecija and Mr. Lester Rabanal, Business Counsellor from DTI-NC Guimba to serve as the speakers and facilitators of the said training.
Meanwhile, the UPRIIS Management headed by Department Manager Rosalinda B. Bote is in full support of this undertaking.

To realize the Agency's mission of providing efficient, reliable, and sustainable irrigation service to the Filipino farmers, each NIA employee should focus on the Agency's OBJECTIVES in order for them to completely understand and promote their RELEVANCE and, ultimately, achieve organizational SUCCESS.
Let us work hand in hand towards the attainment of rice self-sufficiency and agricultural development through irrigation service excellence.
HAPPENING NOW: ESTABLISHING LINKAGE WITH DEPED
As part of the Agency’s Corporate Social Responsibility (CSR), the National Irrigation Administration - Upper Pampanga River Integrated Irrigation Systems (NIA-UPRIIS) Division V under the stewardship of its Acting Division Manager, Engr. Rogelio C. Macatula is currently negotiating with the Guimba East Elementary School Principal, Ms. Elizabeth C. Navarro.
Led by the Division’s Institutional Development Unit (IDU) headed by Mr. Jimmy A. Rigos, under the supervision of the OMID Section Chief, Engr. Roberto Q. Matias, the said negotiation between the two (2) Agencies aims to give support and provide school supplies to those students, while promoting the role and importance of the Agency in the irrigated agriculture.
UPRIIS Department Manager, Engr. Rosalinda B. Bote, on the other hand extends her full support on the undertaking of this activity.
TINGNAN: OUTREACH PROGRAM, ISINAGAWA
Bilang pakikiisa sa programa ng Department of Social Welfare and Development (DSWD), isang outreach program ang ginanap ngayong ika-apat ng Agosto taong kasalukuyan para sa mga benepisyaryo ng 4Ps o Pantawid Pamilyang Pilipino Program. Ito ay pinangunahan ng mga Institutional Development Unit (IDU) staff ng National Irrigation Administration - Upper Pampanga River Integrated Irrigation Systems (NIA-UPRIIS) Division V sa ilalim ng pamamahala ni Engr. Rogelio C. Macatula, Acting Division Manager at ng NACATAMAACO Irrigators’ Association (IA) sa pamumuno ni Pang. Dante A. Lazatin. Ang mga barangay na kasama sa nasabing outreach program ay ang mga Barangay ng Agcano, Bulakid at Catimon, Guimba.
Inilunsad din ang programang ito bilang paraan ng pagtulong sa mga benepisyaryo ng 4Ps at ipalaganap pa ang impormasyon ukol sa FISA application.
Binigyang suporta naman ng UPRIIS Department Manager, Engr. Rosalinda B. Bote ang programa na ito, upang lalo pang mapagtibay ang samahan sa pagitan ng NIA at IAs.

NIA commemorates Philippine Independence Day
NIA Central Office – The National Irrigation Administration (NIA) joins the nation in commemorating the 124th Anniversary of the Philippine Independence Day on June 12, 2022.
Independence Day is a national holiday in the Philippines observed every 12th day of June, commemorating the Philippine Declaration of Independence from the Spanish Government on June 12, 1898. The event is commemorated annually by the virtue of Presidential Proclamation No. 28, issued by then-president Diosdado Macapagal on May 12, 1962.
NIA Top Management Officials, headed by Administrator Ricardo R. Visaya, see the event as a reminder for all Filipinos to treasure our history and democracy. It is an inspiration for every NIA employee to contribute in nation-building, especially in the development of the country’s irrigation sector.
The poster depicts the vital role of irrigation in irrigated agriculture. From farm to dining table, NIA nourishes the nation by providing efficient, reliable, and sustainable irrigation service to the Filipino farmers. Ecija irrigation office makes ‘record-breaking’ ISF collection

CABANATUAN CITY — A windfall collection totaling P1.7 million in irrigation service fee (ISF) payments from farmers having landholdings in excess of eight hectares has been posted by the Division 5 office of the National Irrigation Administration-Upper Pampanga River Integrated Irrigation Systems (NIA-UPRIIS) in Nueva Ecija, it was learned.
NIA-UPRIIS chief Engr. Rosalinda B. Bote said the “record-breaking” collection for the ISF payments was reached by the Division 5-Guimba office of acting division manager Engr. Rogelio C. Macatula after a farmer owning more than 35 hectares paid P1.58-million in ISF current and back accounts or about 93 percent of the P1.7-million total collection during the agency’s cut-off date on May 20, 2022.
Farmer Jennifer Miguel, a member of the MANACASANTA Guimba Irrigators’ Association under IA President Apolinario Liwanag, settled their current ISF dues for the Dry Crop 2022 worth P94,462.20 plus the ISF back accounts and penalties amounting to P1,491,672.29 for a total payment collection of P1,586,134.49. Miguel issued a check payment to NIA-UPRIIS on behalf of her deceased mother who owns 35.28 hectares of farmlands situated within the Division 5 service area.
Engr. Bote also credited Macatula’s team composed of Gigi Geronimo, administrative and finance section chief, Engr. Roberto Matias, O&M section chief, Jennifer Divina, cashier head and Lo**ta Valeroso, senior water resource facility technician, for being instrumental in being able to collect such huge amount pursuant to President Rodrigo Duterte’s Republic Act 10969 or the Free Irrigation Services Act (FISA).
The NIA-UPRIIS chief said that as of May 15, 2022, a total of 354 farmers’ requests for condonation and 141 certificates of exemption were already approved, covering land areas of 618.98 hectares and 213.48 hectares respectively.
For those farmers with more than eight hectares, the NIA-UPRIIS Division 5 has collected a total amount of P213,620.05 for current account and P1,491,672.28 for back accounts including penalty, as of May 20, 2022 for the dry crop season.

UPRIIS DIVISION V RECEIVES ISF PAYMENT FOR A 35.28-HECTARE FARMLAND
With the goal to provide efficient, effective, and sustainable irrigation services to our Filipino farmers and other stakeholders, the National Irrigation Administration – Upper Pampanga River Integrated Irrigation Systems (NIA-UPRIIS) Division V manned by its Acting Division Manager, Engr. Rogelio C. Macatula, under the management of the UPRIIS Department Manager, Engr. Rosalinda B. Bote, carried out collection of payment on Irrigation Service Fee (ISF) pursuant to RA 10969 otherwise known as Free Irrigation Services Act (FISA).
Led by Ms. Gigi A. Geronimo, Administrative and Finance Section Chief and Engr. Roberto Q. Matias, O&M Section Chief, along with Ms. Jennifer A. Divina, Cashiering Unit Head and Ms. Lo**ta E. Valeroso, assigned Senior Water Resource Facility Technician (SWRFT), the Division collected payment and issued receipt on ISF of Ms. Jennifer Miguel, owning a total farmland area of 35.280 hectares situated within the service area of Division V.
Ms. Miguel, took the responsibility on behalf of her mother (deceased) in paying the ISF, she is also one of the farmer-members of MANACASANTA GUIMBA Irrigators’ Association (IA) under the leadership of President Apolinario Liwanag.
She paid a current account collection amounting to Php 94,462.20 for Dry Crop 2022 as well as the back account collection amounting to Php 1,491,672.29, with a total collection of Php 1,586,134.49 on April 28, 2022.
As of May 15, 2022, a total of 354 requests for condonation were approved covering a land area of 618.9806 hectares, and 141 certificates of exemption were also approved covering a land area of 213.4803 hectares. NIA Central Office - The National Irrigation Administration (NIA) mourns the passing of Deputy Administrator for Administrative and Finance Sector, MGEN ROMEO G GAN (Ret), on August 26, 2021. The Agency extends its sincerest sympathy and condolences to the bereaved family.
On September 18, 2017, Deputy Administrator Gan took his Oath of Office before then Cabinet Secretary Leoncio B. Evasco, Jr. in Malacañang Palace. President Rodrigo Roa Duterte appointed him to replace Estrella E. Icasiano after the latter filed an irrevocable resignation earlier in the same month. He joined NIA with his management expertise on administrative and finance that hastened the attainment of the Agency’s mandate. NIA salutes him as he provided invaluable contributions to the lives of the Filipino farmers and of the nation despite the challenges brought by the pandemic.
Eternal rest grant unto him, O Lord, and let perpetual light shine upon him. May he rest in peace. Amen.
