RACCO 6 cites adoption, child foster care partners

ILOILO CITY (PIA) -- The Regional Alternative Child Care Office (RACCO) 6 recently held a Thanksgiving and Regional Launching of AVPs on Adoption and Alternative Child Care at Smallville 21 Hotel in Mandurriao district, here.
The event was one of the highlights of the Adoption and Alternative Child Care Week celebration this year with the theme “Every Child Matters: A New Era in Adoption and Alternative Child Care.”
Dubbed “Pasasalamat,” the week-long series of advocacy activities aimed to promote a positive environment for adoption in line with the implementation of Republic Act No. 11642 or the “Domestic Administrative Adoption and Alternative Child Care Act.”
A mass was offered followed by a program participated in by the partner agencies and stakeholders of the RACCO 6 and the members of the foster and adoptive parents group in the region.
In his welcome remarks, Department of Social Welfare and Development (DSWD) 6 Regional Director lawyer Carmelo N. Nochete cited the recent development with the streamlining of the processes of legally adopting children and emphasized the value of adoption in giving children a better life.

“The adoption process became more convenient, faster, and less expensive. The administrative process already ensures that the adoption is to protect and to promote the interest of the child,” said Nochete.
As a previous hearing officer, he also mentioned that he would advise adoptive parents to join the association of so, citing the advocacy of promoting awareness that adoption is accepted and guarantees a better future for children.
Meanwhile, foster parents, Rommel and Julie Macanda, shared their journey of having an eight-year-old foster child under their care. The couple emphasized the value of being home to children who pray to have parents, and the same with parents praying to have children.
“Foster care is something that we have not done before. But we are grateful for the support of DSWD, now RACCO, with the crash courses and trainings right here and there. It really helped us prepare along the way,” the Macanda couple said.
Capping the program, RACCO 6 Officer-in-Charge Janice J. Brasileño acknowledged the support of all stakeholders and led the signing of the pledge of commitment to promoting a positive environment for adoption.
“We hope that you won’t get tired of supporting our advocacies and programs. Let our renewed faith and commitment to finding folks for our children be strengthened. And may we all be continually inspired to combat the orphan crisis in our country as every child matters,” Brasileño stressed.
Pursuant to Section 57 of the Republic Act No. 11642 or the "Domestic Administrative Adoption and Alternative Child Care Act,” the second week of June every year is designated as Adoption and Alternative Child Care Week. (AAL/FRG/PIA6)

The Commission expresses grave concern about the reported incidents of alleged police abuse and cruelty in Davao Occidental and Zamboanga City. As duty-bearers who must "serve and protect" the people, including vulnerable individuals, such as minors and service workers, it is expected that police officers exercise their authority in accordance with the rules and standards required of public officers. Respecting the rights and dignity of individuals is a basic requirement in the conduct of their duty.

Distance learning, as discussed in CHR’s ‘Situation Report on the Right to Access to Education of Children amidst the COVID-19 Pandemic,’ was generally disadvantageous for poor students. They faced difficulties in affording decent-performance gadgets, access to stable internet, and other resources for online learning. Their home environments were barely conducive for attending online classes and accomplishing school work. And in working to make ends meet, their family members could not afford to supervise and provide supplementary guidance and lessons in remote learning setups.

The Commission on Human Rights (CHR) commends these developments and supports the government’s efforts to handle armed conflict through peaceful means.
