Bullying and Animal Abuse

According to Education Development Center(2013), bullying is a repeated aggressive behavior where one person (or group of people) in a position of power deliberately intimidates, abuses, or coerces an individual with the intention to hurt that person physically or emotionally. Acts of bullying can be physical or verbal. Many young people can be unkind to each other during adolescence as they refine social skills and grow into adults. While these interactions are unpleasant, there is a clear line between conflict and bullying.

Is there a connection between bullying and animal cruelty?
Children's abuse of animals may be call of violent behaviors towards humans. Involvement in multiple acts of animal abuse denotes disturbed social relationships.

As a prove, Henry and Sanders conducted a research entitled "Bullying and Animal Abuse: Is There a Connection?", their research is about the connection between animal abuse and bullying, the respondents is composed of 185 college males. Results of the study highlighted the important distinction between males involved in single episodes of animal abuse and those involved in multiple episodes of animal abuse.

How does animal abuse relate to domestic violence?

Cytnthia Hudges of Michigan State University College of Law conducted a study regarding the connection between animal cruelty and violence in humans. Her article tackles and explores what associates violence as link to animal abuse. Also, it examines animal abuse committed by adolescents as a foreteller of later human violence. She concluded that communities must acknowledge that the abuse of any living being is unacceptable and endangers everyone. Common Questions about Reporting Animal Cruelty:

1. What is animal cruelty?

Animal cruelty is a fairly broad term that is used to describe the abuse and/or neglect of an animal. The Maryland state statute defines an โ€œanimalโ€ as any living creature except a human being. The state law defines โ€œcrueltyโ€ as the unnecessary or unjustifiable physical pain or suffering caused or allowed by an act, omission, or neglect. The cruelty can be intentional, such as kicking, burning, stabbing, beating, or shooting; or it can involve neglect, such as depriving an animal of water, shelter, food, and necessary medical treatment. Another form of animal cruelty is animal fighting, in which animals are trained or forced to attack each other in violent confrontations at the risk of grave injury or death.

2. Should I report animal cruelty if I suspect it, but do not have proof?

Yes, you should. Animal cruelty is against the law in the Philippines, there is a law that had been published in 1998 called as "The Animal Welfare Act". Also, certain acts of animal abuse are considered felonies, a serious crime. It is vital to report any kind of crime, whether it's an animal abuse. Don't worry if you can't โ€œprove your case.โ€ The job of law enforcement is to investigate suspicious activities. A report, even if it is not โ€œcomplete,โ€ is still useful evidence that will help authorities to determine the facts and the need for further action.

3. Whom should I call to report animal cruelty?

Because animal cruelty is a crime, it is recommendead that you first report any suspected abuse to the local police or barangay. If you suspect an act of cruelty is presently occurring or will soon occur, and feel that emergency action is warranted to prevent serious injury or death to an animal, call 911. To report animal cruelty that has already occurred (and may occur again, but does not at present involve imminent danger to the animal), call your local police department at the main number or have a communication to your barangay officials who can also have the authority about the matter.

Moreover, to law enforcement agencies, it also is recommended that you call the local animal services agency or humane society. Sometimes these agencies are associated with the police or sheriffโ€™s department. But in emergency situations, please call 911 first.

4. Can I make a report anonymously?

Yes, you can send an anonymous report. But, a successful outcome is more likely to occur if you are willing to give your name and, if needed, testimony. Because law enforcement often is understaffed and underfunded. A case is more likely to be tracked if the person reporting gives his/her name and indicates a willingness to help in other ways. If you do give your name to law enforcement, it should be kept strictly confidential.

5. What kind of information will the police want?

The police wants to have as much details from the witness like: time, location, description of perpetrator(s), number of times incident occurred, types of animals involved. So, you need to take note what you observe. Without risking personal injury, take a photo or video of the animalโ€”either while it is happening or after. If there are other witnesses, provide the names and contact information of other witnesses.

6. What kind of follow-up is needed after I report?

Keep a record of what information you gave the police, as well as the date you gave it, and the officer to whom you spoke. Check back after a reasonable amount of time.

7. Should I try to stop someone harming an animal if I am nearby?

Use your judgment and stay safe. If you are an adult and feel safe and competent to handle the situation, then approaching a person who may be harming an animal, or about to harm an animal, could constitute the fastest and most effective intervention. However, when in doubt, donโ€™t confront the perpetrator. Call 911 and make sure to note as many identifying details as possible.

Animal Welfare Act of 1998

The Republic Act 8485 known as the
Animal Welfare Act of 1998 is an act to promote animal welfare in the Philippines. It was passed during the term of former President Fidel V. Ramos.

Purpose of the Law:

Section 1. It is the purpose of this Act to protect and promote the welfare of all animals in the Philippines by supervising and regulating the establishment and operations of all facilities utilized for breeding, maintaining, keeping, treating or training of all animals either as objects of trade or as household pets.

Section 2. The certificate shall be issued upon proof that the facilities of such establishment for animals are adequate, clean and sanitary and will not be used for, nor cause pain and/or suffering to the animals.

Section 3. The Director may call upon any government agency for assistance consistent with its powers, duties, and responsibilities for the purpose of ensuring the effective and efficient implementation of this Act and the rules and regulations promulgated thereunder.

Section 4. No public utility shall transport any such animal without a written permit from the Director of the Bureau of Animal Industry or his/her authorized representative. No cruel confinement or restraint shall be made on such animals while being transported.

Committee on Animal Welfare

There is hereby created a Committee on Animal Welfare
attached to the Department of Agriculture which shall, subject to the approval
of the Secretary of the Department of Agriculture, issue the necessary rules and
regulations for the strict implementation of the provisions of this Act, including the
settling of safety and sanitary standards with thirty (30) calendar days following
its approval. Such guidelines shall be reviewed by the Committee every three (3)
years from its implementation or whenever necessary.
The Committee shall be composed of the official representatives of the
following:
1. The Department of Interior and Local Government (DILG);
2. Department of Education, Culture and Sports (DECS);
3. Bureau of Animal Industry (BAI) of the Department of Agriculture (DA);
4. Protected Areas and Wildlife Bureau (PAWB) of the Department of
Environment and Natural Resources (DENR);
5. National Meat Inspection Commission (NMIC) of the DA;
6. Agriculture Training Institute (ATI) of the DA;
7. Philippine Veterinary Medical Association (PVMA);
8. Veterinary Practitioners Association of the Philippines (VPAP);
9. Philippine Animal Hospital Association of the Philippines (PAHA);
10. Philippine Animal Welfare Society (PAWS);
11. Philippine Society for the Prevention of Cruelty to Animals (PSPCA);
12. Philippine Society of Swine Practitioners (PSSP);
13. Philippine College of Canine Practitioners (PCCP); and
14. Philippine Society of Animal Science (PSAS).
The Committee shall meet quarterly or as often as the need arises. The Committee
members shall not receive any compensation but may receive reasonable
honoraria from time to time.

Animal and its habitat's protection

It shall be unlawful for any person to torture any
animal, to neglect to provide adequate care, subject any dog or
horse to dogfights or horsefights, kill or cause or procure to be
tortured or deprived of adequate care, sustenance or shelter,
or maltreat or use the same in research or experiments not
expressly authorized by the Committee on Animal Welfare.
The killing of any animal other than cattle, pigs, goats, sheep,
poultry, rabbits, carabaos and horses (* NOTE: โ€œdeerโ€ and
โ€œcrocodilesโ€ were delisted) is likewise hereby declared
unlawful except in the following instances:
1. When it is done as part of the religious rituals of an established religion or
sect or a ritual required by tribal or ethnic custom of indigenous cultural
communities; however, leaders shall keep records in cooperation with the
Committee on Animal Welfare;
2. When the pet animal is afflicted with an incurable communicable disease as
determined and certified by a duly licensed veterinarian;
3. When the killing is deemed necessary to put an end to the misery suffered
by the animal as determined and certified by a duly licensed veterinarian;
4. When it is done to prevent an imminent danger to the life or limb of a
human being;
5. When done for the purpose of animal population control;
6. When the animal is killed after it has been used in authorized research
of experiments; and
7. Any other ground analogous to the foregoing as determined and
certified licensed veterinarian.

Section 7. It shall be unlawful for any person who has
custody to an animal to abandon the animal.

Section 9. Any person who subjects any animal to
cruelty, maltreatment or neglect shall, upon conviction by
final judgment, be punished by imprisonment and/or fine, as
indicated in the following graduated scale:
1) Imprisonment of one (1) year and six (6) months andone
(1) day to two (2) years and/or fine not exceeding
One hundred thousand pesos (P100,000.00) if the animal
subjected to cruelty, maltreatment, or neglect dies;
2) Imprisonment of one (1) year and one (1) day to one (1)
year and six (6) months and/or a fine not exceeding Fifty
thousand pesos (P50,000.00) if the animal subjected to
cruelty, maltreatment or neglect survives but is severely
injured with loss of its natural faculty to survive on its
own and needing human intervention to sustain its life;
and
3) Imprisonment of six (6) months to one (1) year and/or
fine not exceeding Thirty thousand pesos (P30,000.00)
for subjecting any animal to cruelty, maltreatment or
neglect but without causing its death or incapacitating it
to survive on its own.

The different organizations presented above was established in different time but have a one goal, to prevent or avoid animal cruelty. We should follow their actions of helping animals and find ways on how to prevent the bad treatment to animals. We can communicate to them of we encounter or see situation that could harm and neglect animals. We should not hesitate to take actions, we should be brave enough to help those voiceless creatures to have a voice to express what they truely feels.

We are created with many reasons and purposes: to build power, to care for others and to take good care of God's own creations. We are not here in this planet just for defining our own self but to be a better person and to form love and peace.
Animals are one of those creations created by God which helps us to live in this world. They also have their own purpose like us. With that, we should also take good care of them as they help us being a person.
We need to take actions as we grow as a human being. If we see situations that is not good, we should take initiative to have ways inorder to stop those actions or matter. We as one, can create a world where all animals are taking care of, love by their environment and have a situation they deserve.
This page aims to value and form a community in different online and offline platforms that help and give shelter to those animals that are being neglected and abused. This page can be the place for awareness regarding animal cruelty. The problem can be resolve through a helping hand and determination. And I believe we can do that by being aware and to be kind to animals.
