“MARCE” SLIGHTLY INTENSIFIES AS IT MOVES WEST NORTHWESTWARD OVER THE PHILIPPINE SEA.
Location of Center (10:00 AM):
The center of Tropical Storm MARCE was estimated based on all available data at 775 km East of Borongan City, Eastern Samar (12.4°N, 132.5°E)
Intensity:
Maximum sustained winds of 75 km/h near the center, gustiness of up to 90 km/h, and central pressure of 998 hPa
Present Movement:
West northwestward at 35 km/h
Extent of Tropical Cyclone Winds
Strong to gale-force winds extend outwards up to 580 km from the center

Heavy Rainfall Outlook
As MARCE moves northwestward within the PAR region, it may enhance the northeasterly wind flow which may occur within the week. This, and the trough of the tropical cyclone, will bring rains over Extreme Northern Luzon and the eastern section of Luzon beginning today or on Tuesday. A Weather Advisory may be issued over the next days as MARCE moves closer towards Northern Luzon.
Severe Winds
Tropical Cyclone Wind Signal No. 1 may be hoisted over portions of Cagayan by tomorrow. The highest Wind Signal which may be hoisted during the occurrence of MARCE is Wind Signal No. 4.
Furthermore, northeasterly wind flow will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• Today (4 November): Batanes, Cagayan including Babuyan Islands, Isabela, Ilocos Norte, Aurora, and the northern portion of Quezon.
• Tomorrow (5 November): Batanes, Cagayan including Babuyan Islands, Isabela, Ilocos Norte, Ilocos Sur, Aurora, Quezon, and Camarines Norte.
• Tuesday (6 November): Ilocos Region, Quezon, Camarines Norte, Camarines Sur, and Catanduanes.
HAZARDS AFFECTING COASTAL WATERS
24-Hour Sea Condition Outlook
Up to rough seas over the following coastal waters:
• Up to 3.5 m: The seaboards of Batanes.
• Up to 3.0 m: The seaboards of Batanes, Babuyan Islands, Ilocos Norte, and Ilocos Sur.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboards of mainland Cagayan, Isabela, Aurora, and the northern and eastern seaboards of Polillo Islands.
• Up to 2.0 m: The remaining seaboards of Ilocos Region; the seaboards of Northern Quezon, Camarines Norte, the northern and eastern seaboards of Catanduanes, the eastern seaboard of Albay, the eastern seaboard of Sorsogon, Northern Samar, and the eastern seaboard of Eastern Samar.
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
A Gale Warning will likely be hoisted over the seaboard of Northern Luzon tomorrow evening or on Wednesday.
TRACK AND INTENSITY OUTLOOK
• MARCE is forecast to move generally west northwestward today until tomorrow (5 November) before turning westward at a slow pace over the Philippine Sea east of Extreme Northern Luzon. On the track forecast, MARCE will make landfall in the vicinity of Babuyan Islands or mainland northern Cagayan on Thursday evening (7 November) or Friday (8 November) early morning. Due to uncertainty in the strength of the high pressure area north of MARCE, the forecast track may still change and bring the landfall point to mainland Cagayan-Isabela area.
• This tropical cyclone is expected to gradually intensify and may reach severe tropical storm category by tomorrow (5 November). Furthermore, it may also reach typhoon category by tomorrow evening or Wednesday early morning. Rapid intensification is likely.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

Super Typhoon "Leon" Approaches Batanes: Violent Conditions and Potential Landfall Expected Tonight
Super Typhoon Leon is causing violent conditions over Batanes as it approaches extreme northern Luzon.
As of 11:00 PM on 30 October 2024, the center of the eye of Super Typhoon Leon was estimated to be 140 kilometers east of Basco, Batanes, at coordinates 20.5°N, 123.3°E.
The storm has maximum sustained winds of 185 km/h near the center, gustiness of up to 230 km/h, and a central pressure of 925 hPa, moving northwestward at 15 km/h. Strong to typhoon-force winds extend outward up to 600 km from the center.
Tropical Cyclone Wind Signals (TCWS) are currently in effect.
TCWS No. 5 is active in the northern and eastern portions of Batanes, including Itbayat and Basco, indicating a wind threat of typhoon-force winds with a warning lead time of 12 hours and wind speeds of 185 km/h, posing an extreme threat to life and property.
TCWS No. 4 covers the rest of Batanes, also indicating typhoon-force winds, with a similar warning lead time and wind speeds ranging from 118 to 184 km/h, presenting a significant to severe threat.
TCWS No. 3 is in place for the eastern portion of the Babuyan Islands and northeastern mainland Cagayan, indicating storm-force winds, with a warning lead time of 18 hours and wind speeds between 89 to 117 km/h, leading to moderate to significant threats to life and property.
TCWS No. 2 encompasses the rest of the Babuyan Islands, the remainder of mainland Cagayan, and parts of Isabela, Apayao, Kalinga, Abra, and Ilocos Norte, indicating gale-force winds with a 24-hour warning lead time and wind speeds from 62 to 88 km/h, resulting in minor to moderate threats.
Lastly, TCWS No. 1 covers the rest of Isabela, Quirino, Nueva Vizcaya, portions of Abra and Kalinga, Mountain Province, Ifugao, Benguet, Ilocos Sur, La Union, along with northern and central parts of Pangasinan and some areas of Nueva Ecija and Aurora, signaling strong winds with a 36-hour warning lead time and wind speeds ranging from 39 to 61 km/h, posing minimal to minor threats to life and property.
In addition to wind threats, a heavy rainfall outlook has been issued, and severe winds are expected to be slightly stronger in coastal and upland areas.
Extreme impacts from typhoon-force winds are possible in areas under Wind Signal No. 5, while significant impacts are anticipated in areas under Signal No. 4, moderate impacts in Signal No. 3, minor impacts in Signal No. 2, and minimal impacts in Signal No. 1.
Gusty conditions are also expected in various localities outside the Wind Signal areas, including Bataan, Metro Manila, CALABARZON, MIMAROPA, the Bicol Region, and most of the Visayas, with further gusty conditions expected in the Cordillera Administrative Region and more areas the following day.
Furthermore, there is a high risk of life-threatening storm surge exceeding 3.0 meters above normal tide levels in low-lying or exposed coastal localities of Batanes and Babuyan Islands within the next 48 hours.
A gale warning is hoisted over the seaboard of Northern Luzon and the eastern seaboards of Central and Southern Luzon.
Finally, Leon is expected to move northwestward over the Philippine Sea, making landfall along Taiwan's eastern coast tomorrow afternoon. After crossing Taiwan, it will likely turn northward over the Taiwan Strait towards the East China Sea, exiting the Philippine Area of Responsibility by tomorrow evening or early Friday morning.
A second landfall over mainland China remains a possibility. The storm will be closest to Batanes tonight and tomorrow morning, with a potential landfall in Batanes, while its peak intensity is expected during this time.
The public and disaster risk reduction offices are urged to take necessary measures to protect life and property, and those in highly susceptible areas should follow local evacuation and safety instructions.

JUST IN: Tropical Storm Kong-Rey (Domestic name: Leon) might enter the Philippine Area of Responsibility by the evening of Saturday, October 26, 2024, to the morning of Sunday, October 27, 2024, according to the 11PM bulletin of PAGASA tonight, October 25, 2024.
Hello everyone! I am sharing with you a comparative illustration of the difference between wind signals and rainfall warnings. I am seeing a lot of post suggesting confusion, yet again, regarding the recent STS Kristine; asking why they are experiencing severe rain and flooding yet they only have Wind signal no. 1.
Magkaiba po ang Wind Signal sa Rainfall Warning. You can have Wind Signal No. 4 and less rainfall, and on the other hand Wind Signal No. 1 and torrential rain causing severe flooding. I also illustrated the different combinations of the wind strength and rainfall count based from the typhoons that we had in the last 2 decades.

Based on Severe Weather Bulletin No. 21, released today at 05:00 PM, and per observation and monitoring of all available forecasting sites, hazard monitoring equipment and meteorological data, the city remains under Tropical Cyclone Warning Signal No 1, and will still experience similar weather conditions in the next 24 hours, with increasing intensity of rainstorms and strong gusting winds, that may damage houses made of light material, topple trees and utility poles, and may possibly cause injury and death to exposed individuals from flying debris.
In this regard, the Iloilo City Emergency Operations Center is recommending the continued suspension of face-to-face classes in all levels, both public and private in Iloilo City, this is to protect the general welfare of the learners and the general public.

In this regard, to protect the general welfare of the learners and the general public, the Iloilo City Emergency Operations Center is recommending the suspension of face-to-face classes in preschool to senior high school, in both public and private schools, in Iloilo City. For the college level, we leave the decision to their respective school administrators regarding the suspension of classes.

As per 𝗚𝗮𝗹𝗲 𝗪𝗮𝗿𝗻𝗶𝗻𝗴 NR.5: The seaboards of Iloilo will experience Rains with gusty winds having rough to very rough coastal conditions ranging from (2.8-4.5)
Stay alert for possible flooding or landslides due to moderate to heavy with at times intense rains. Minimal to minor threat to lives and properties due to strong winds. Everyone is advised to stay at home or if going outside bring umbrellas, raincoats, and other items to stay dry and protected from the rain.
To stay safe, limit outdoor activities during the hottest parts of the day and be prepared for weather changes.
