PhilHealth has issued an "Urgent Notice to the Public" dated October 2, 2023 in relation to the Medusa Ransomware cyberattack last September 22, 2023 which affected the agency's servers and local workstations. The agency also reiterated that:

👉 The servers containing members' information were unaffected by the said cyberattack;
👉 Only the application servers and employees' workstations were compromised;
👉 The said notice was issued in faithful and substantial compliance with the requirement of the National Privacy Commission to proactively reach out and inform everyone who may have been affected by the malicious posts of the attackers.

The public is also advised to stay vigilant in protecting personal and sensitive information.

WAR AGAINST GHOST RECEIPTS

Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui, Jr. has officially declared war against all those who profit in propagating a culture of tax evasion using Ghost Receipts.

The war is officially designated as the Run After Fake Transactions (RAFT) program of the BIR. Its base of operations is the Office of the Commissioner, the program being the brainchild of Commissioner Lumagui himself. It is the first of its kind in the history of the BIR and comes after the issuance of Revenue Memorandum Circular No. 38-2023, containing the Priority Programs and Projects of the BIR for 2023.

𝐀𝐋𝐋 𝐎𝐔𝐓 𝐖𝐀𝐑 𝐕𝐒 𝐆𝐇𝐎𝐒𝐓 𝐑𝐄𝐂𝐄𝐈𝐏𝐓𝐒, 𝐏𝐈𝐍𝐀𝐋𝐀𝐖𝐀𝐊 𝐏𝐀 𝐍𝐆 𝐁𝐈𝐑

Paiigtingin pa ng Bureau of Internal Revenue (BIR) ang kampanya nito laban sa mga tax evader na gumagamit ng mga pekeng resibo o ghost receipts.

Nagkasa na ang ahensya ng Run After Fake Transactions (RAFT) program na pumupuntirya sa mga buyer, seller, at mga CPA sangkot sa pamemeke ng mga resibo para makabawas sa buwis.

Ayon kay BIR Commissioner Romeo Lumagui Jr., top priority program na ng kanilang enforcement team ang paghahabol sa mga bumibili at nagbebenta ng ghost receipts, gayundin ang mga CPA na sangkot sa pamemeke.

Aniya, nasa 6-10 taong pagkakakulong ang naghihintay sa mga mahuhuling sangkot sa naturang tax evasion scheme, bukod pa sa posibilidad na mawalan ng lisensya ang dawit na CPA.

Matatandaang kamakailan lang nang magsampa ng kaso ang BIR laban sa apat na malalaking ‘ghost corporation’ na nagbebenta ng pekeng resibo.

Kasunod nito, hinimok rin ng BIR chief ang publiko na huwag nang sumubok mameke ng kanilang mga resibo o invoices lalo na sa kanilang tax filings.

"In the coming April 17 deadline, this is my last warning to all buyers of ghost or fictitious receipts. Do not use the same in your tax filings. Do not listen to your CPAs or financial advisors telling you to evade your taxes through ghost receipts. We have a list of buyers and sellers of ghost receipts. Your business will be tagged and audited. You will spend more due to this audit, in comparison to just paying the proper taxes. You, your company officers, and financial advisors will be imprisoned for tax evasion. Bureau of Internal Revenue Commissioner Romeo D. Lumagui, Jr. led the filing of an administrative complaint against an accountant involved in the "Ghost Receipts" syndicate, for the revocation of his professional license as Certified Public Accountant (CPA) with the Professional Regulation Commission (PRC). The accountant is now criminally charged before the DOJ and is facing prison time along with an administrative case pending in PRC with the possible revocation of his license.
