BASILAN-The Local School Board of Basilan chaired by Gov. Jim Salliman has proposed the conduct of an Education Summit in a bid to address some problems confronting the three schools division in the province.

No less than Gov. Salliman made the proposal during the LSBโ€™s first quarter meeting Tuesday, Feb. 21, at the Sangguniang Panlalawigan Session Hall.

Among the problems that the proposed summit will address is the lack of teachers despite the reported 200 vacant plantilla teaching positions which have not been filled up by the regional office of the Ministry of Basic Higher and Technical Education of BARMM due to the centralized hiring provisions of existing Education Code.

Schools Division Superintendent Myrah Mangkabung bewailed that the lack of teachers might result in the closure of 11 schools in Lamitan City that would affect around 5,000 learners. In addition to the problem, 60 teachers due for retirement from service this year.

As a result, she lamented that the quality of education in Basilan has been compromised, compounded by the Covid-19 pandemic the past two years.

Nonetheless, Dr. Mangkabung disclosed that matters on hiring have already been brought to the attention of Minister Mohager Iqbal and actions were taken to address the same immediately, and that deliberations for Teacher 1 have been scheduled.

The same problem is being confronted by the Basilan Schools Division under the leadership of SDS Tim Sanchez.

Another issue was the significant drop in this yearโ€™s enrollment mainly because of the peace and order problem due to rido or family feuds and political conflict, plus the distance of the schools from the communities with limited transportation.

Also of great concern to the education sector was the opening of senior high schools and the lack financial support.

Gov. Salliman said he will bring these matters up to BARMM Chief Minister Ahod Ebrahim in their upcoming meeting.

Meanwhile, Board Member Nasser Salain, chair of the Health and Education Committee of the Sangguniang Panlalawigan, has filed some resolutions during the joint meeting of the Local Health Board and LSB.

His resolutions include the adoption of a local investment plan, opening of Special Health Funds in compliance with the UHC, to approve the technical guidelines of the LHB, to adopt clinical practical guidelines and other case management protocol, and the adoption of health promotion framework strategy.

Also present was Vice Gov. Yusop Alano, vice-chairperson of both local bodies.

Initial report disclosed the soldiers had come from the public market and were on their way back to their camp when they were attacked by gunmen riding tandem on a motorcycle.

ATM: Governor Jim Salliman-Hataman together with VG Yusop Alano today convened the first quarter joint meeting of the Local Health Board and the Local School Board at the Sangguniang Panlalawigan Session Hall.

Top on the agenda are the updates on UHC, request for policy issuances, updates on Covid-19 and vaccination.

The two divisions of MBHTE will also report on the status of school facilities and possible intervention on the decrease of enrollment in the secondary levels, and the status of the quality of education.

Basilan Gov. Jim Salliman-Hataman today met with members of the Pest Buster Team tasked spray of pest control on rubber plantations throughout the island province affected by the Pestalotiopsis disease. The spraying operation is being conducted every day. The team was optimistic that the measure taken by the provincial government will help the rubber trees recover from the disease the soonest time possible.

โ€œNakipagpulong tayo kasama ang Technical Working Group (TWG) ng Pestalotiopsis para sa recommendations, updates at status sa kasalukuyang ginagawa ng ating probinsya ukol sa pag sugpo ng Pestalotiopsis disease,โ€ Gov. Salliman said, adding that he has deployed a team since Feb 14 to areas in Sumisip affected by the plant disease.

Governor Jim Salliman-Hataman urged members of Concerned Fuerza De Basilan on the occasion of their 25th Anniversary on Saturday to sustain the fight for Basilan, not to dispute the belief of every Basileรฑo, but to leave a long-lasting impact or legacy in the community.

Speaking in Tagalog during the groupโ€™s Silver Anniversary, Gov. Salliman said, โ€œKung naging maayos ang Basilan dahil sa pagkakaisa natin, dahil sa pagmamahalan natin regardless kung Kristiano o Muslim ka man, dagdagan natin, paunlarin natin ang Basilan.โ€

โ€œHayaan natin kung nagsuffer tayo noon, ipamana natin sa mga susunod na henerasyon na hindi na mangyayari yung nagyari noon, at pilitin natin makipagbisig, alagaan, mahalin natin kung ano yung naging pinaka-positibo sa ating probinsya,โ€ he added.

Vice Governor Yusop T. Alano together with the entire Provincial Board members from both districts spearheaded today, Feb. 15, the formal opening of the Inter-Department Basketball Friendship Games at the Basilan State College gymnasium.

VG Alano himself did the honors of shooting the ceremonial ball, signaling the official kick off of the friendship games, which will culminate on March 7 in time for the 49th Founding Anniversary of Basilan.

The games reeled off with Sangguniang Panlalawigan and Office of the Vice Governor teams playing for the first match in the afternoon.

Six motorcycles believed to have been stolen were recovered Monday, Feb. 13, by the joint operatives of the Mohammad Adjul Municipal Police Station led by P/Capt. Dennis Alam and the Highway Patrol Group (HPG) Basilan led by P/Capt. Arson Aripin in Barangay Langil, HMA, Basilan.

Also joining the operation were personnel of the 9th Special Forces Company under Capt. Jayson Tababan.

Recovered were white Honda XRM 125, black/yellow Honda XRM FI 125, red/black Honda CLICK 125i, black Suzuki Raider 150, black Suzuki Raider 150, and another black Suzuki Raider 150.

The recovered motorcycles were temporarily impounded at Hadji Mohammad Ajul MPS and will be turned over to the HPG in Lamitan City for verification and determination of the original owners and for proper disposition.

The Hadji Mohammad Ajul MPS is now conducting a follow-up investigation for the possible identification of the suspect/s.

Basilan Governor Jim Salliman-Hataman together with Vice Governor Yusop T. Alano convened Monday, Feb. 13, the joint meeting of the Provincial Peace and Order Council (PPOC) and the Provincial Anti-Drug Abuse Council (PADAC), during which the PNP and AFP reported their respective security briefings and accomplishments.

Both security forces have confirmed that Basilan remains under normal peace and order situation except for some rido or family feud incidents.

It was also reported that the Small Arms and Light Weapon Programs (SALW) of the provincial government and Joint Task Force Basilan was a big boost to the peacekeeping efforts.

Records showed that 322 fi****ms have been collected since the SALW program started up until the first two months of 2023.

15 human trafficking victims rescued in Tawi-Tawi

A total of 15 individuals who purportedly became victims of human trafficking were rescued in Tawi-Tawi on February 9 and 10, 2023.

Brig. Gen. Romeo Racadio, Commander of Joint Task Force Tawi-Tawi, said combined elements from Marine Battalion Landing Teams 7 and 12 together with the law enforcement agencies under the Tawi-Tawi Provincial Police Office and Municipal Interagency Committee on Anti-Trafficking (MIACAT) Bongao, conducted rescue operation, verification, and profiling of passengers onboard M/V TRISHA KERSTIN II AND M/V EVER QUEEN OF PACIFIC. The vessels sailed from Zamboanga City to Bongao, Tawi-Tawi.

The operation resulted in the rescue of four females who were potential victims of trafficking-in-person (TIP) on February 9 and five males and six females, including three female toddlers, on February 10.

Based on the report, the individuals will travel to Papar and Semporna, both of Sabah, despite the absence of any legal document for traveling outside the country. The victims revealed that upon arrival at Bongao Port, they were to be ferried to Semporna using a motorized vessel. They will be accompanied by Alias Gina and Alias Marvin, who according to them will do the processing of their papers and get them a job on a poultry farm in Papar owned by a certain Wei Chang, a Malaysian National and a palm oil plantation in Semporna owned by a certain Kikil Binti Muhaddan, also a Malaysian National.

The TIP victims were brought to Regional Maritime Unit-BAR, Port Area, Bongao, Tawi-Tawi, and turned over to the Municipal Social Work and Development Office (MSWDO). They were subsequently transported to Zamboanga City and turned over to DSWD-9 for counseling.

Lt. Gen. Roy Galido, Commander of Western Mindanao Command, lauded the operatives for saving the victims of TIP. โ€œLet us all be vigilant and avoid illegal recruitment and human trafficking schemes. Do not be fooled by false promises of individuals who resort to evil works to earn a living.โ€

โ€œBe reminded that we cannot travel abroad without appropriate documents and legal processes,โ€ Lt. Gen. Galido added.

District Engineer Kasim Ajalal Hasanin of the Ministry of Public Works in Basilan announced today that around 1,000 housing units will be constructed under his district in Lamitan City and 11 municipalities in the province.

The upcoming housing project is under the Kapayapaan sa Pamayanan (KAPYANAN) Program of BARMM Chief Minister Ahod Ebrahim.

Target beneficiaries of the housing project, which will be undertaken by administration, are those homeless members of the M**F, Engr. Hasanin said.

In the meantime, the District Engineerโ€™s Office continues to install solar-power streetlights in all municipalities under the Special Development Fund of the chief minister.

Engr. Hasanin was optimistic that all infrastructure projects programmed for this district will be completed in due time.

In a bid to promote its health care advocacy nationwide, the Zuellig Family Foundation visited Wednesday last week the Province of Basilan, and paid a courtesy call on Gov. Jim Salliman-Hataman at the Provincial Capitol in the presence of Lamitan City Mayor Oric Furigay, municipal Mayors Hans A Bud of Maluso and Arcam Patarasa Istarul of Tipo-Tipo.

Gov. Salliman thanked the Zuellig Family Foundation for its partnership and assistance on health care systems for the local government units, even as he also shared the changes and development that his administration has implemented in the island province.

From the Capitol, the Zuelligs went to Tenuse Island in the Municipality of Sumisip, where they were joined by Gov. Salliman and his son Board Member Jay Hataman Salliman of District 1, town mayors and Provincial Health Officer Dr. Sharifa Abbas as they discussed the universal health care plan of the provincial government.

The Provincial Government of Basilan headed by Gov. Jim Salliman-Hataman conducted today, Feb. 10, the drone spraying treatment and control of Pestalotiopsis at the rubber plantation of Cawley family in Barangay Sengal, Lamitan City.

The two newly acquired drones will used in spraying to all affected rubber trees in 11 municipalities and two cities of the province.

In the meantime, Gov. Salliman is appealing to all Basileรฑos to cooperate and support the efforts of the provincial government in the efforts to contained the disease that has destroyed nearly all rubber farms in the province.

HATAMAN WANTS PRAYER ROOMS IN GOVERNMENT BUILDINGS AND PRIVATE MALLS, HOSPITALS

โ€œMalaki ang populasyon ng mga Muslim hindi lang sa Mindanao kundi sa buong Pilipinas. Limang beses kami mag dasal sa isang araw, at kadalasan challenge ang paghahanap ng lugar para dito.โ€

Deputy Minority Leader and Basilan Rep. Mujiv Hataman has filed a measure seeking to mandate the establishment of Muslim prayer rooms in every government building, hospital and military camp, as well as privately owned establishments such as malls, factories and hospitals.

In filing House Bill No. 7117, Hataman said that the Muslim population, whose numbers range anywhere from over 6 million to as high as 12 million depending on the source of data, forms a huge and significant part of the Filipino citizenry.

โ€œAng pagdarasal ay mahalaga sa lahat ng relihiyon. Sa aming mga Muslim, ginagawa namin ito limang beses sa isang araw, nasaan man kami abutan. Kaya mahalaga na laging may lugar kung saan pwedeng magdasal ang mga kapatid nating Muslim,โ€ said Hataman, former governor of the now-defunct ARMM.

The measure also mandates that a prayer room be established in places enumerated, such as hospitals, military camps, malls, factories and government buildings and facilities. The number of prayer rooms can be increased as the need arises, and to be determined by the implementing agency of the law โ€“ the National Commission on Muslim Filipinos (NCMF).

โ€œAs a predominantly Catholic country, many establishments and buildings โ€“ be it government-owned, private or for the benefit of the public โ€“ have chapels or prayer rooms that cater to the Catholic faithful. In hospitals, government buildings or even malls, there are always areas reserved for their worship,โ€ the bill read.

โ€œThe Philippinesโ€™ Muslim population โ€ฆ forms a huge and significant part of our citizenry. It is therefore imperative for the free exercise of their Islamic faith that prayer rooms be also made available to them in government institutions and private establishments intended for public use,โ€ it added.

Hataman said there are already prayer rooms in some establishments and malls all over the country.

Basilan Governor Jim Salliman-Hataman witnessed earlier today, Feb. 8, the ceremonial sample flights of two newly acquired drones at the Provincial Capitol.

The drones, which cost the provincial government around P3 million, arrived in Basilan yesterday and will be used to spray pesticides at the rubber plantation affected by the Pestalotiopsis disease.

The Provincial Agriculture Office earlier reported that the plant disease had destroyed a total of 21,543.9 hectares of rubber farms covering the cities of Lamitan and Isabela, and nine municipalities in Basilan.

According to Gov. Salliman, Pestalotiopsis attack has affected around 73% of the provinceโ€™s rubber plantation, displacing 7,262 rubber growers and 9,919 rubber tappers that prompted the Sangguniang Panlalawigan to declare the entire Basilan under the state of calamity.

Government forces impound vessel with 400,000 liters of diesel in Tawi-Tawi

Zamboanga City-Combined elements of the 112th Marine Company and the PNP Turtle Islands seized one foreign vessel and one local vessel perpetrating illegal activities in Lihiman Island, Taganak, Turtle Islands, Tawi-Tawi on January 28, 2023.

According to Brig. Gen. Romeo Racadio, Commander of Joint Task Force Tawi-Tawi personnel from the Taganak Municipal Police Station received information stating that an illegal loading of diesel is being undertaken in the abovementioned barangay. Troops of the 112th Marine Company, together with the Maritime Police and the PNP Turtle Islands, conducted a joint Maritime Security Patrol to validate the information.

While approaching the target area, operating troops sighted two vessels anchored thereat, one was a foreign vessel named โ€œMarnia Penangโ€ and the other was a local vessel named Jaslyn Stacy Legazpi.

Initial investigation revealed that Marnia Penang sailed from Deojor, Malaysia with 16 crew members onboard to illegally unload 400,000 liters of diesel to the local vessel from Navotas, Metro Manila. Jaslyn Stacy Legazpi has 13 crew members onboard. The vessels were anchored at the seawaters of Lihiman Island for three days before the apprehension.

Rodrigo Sarol, the boat captain and manager of the motor tanker โ€œJaslyn Stacy Legazpiโ€ revealed the vessel linked up with the foreign vessel in the area to load diesel, and they are still waiting for another vessel loaded with additional 200,000 liters of diesel to arrive.

Operating troops escorted the intercepted vessels to Taganak Pier and turned them over to the Philippine Coast Guard in Turtle Islands for proper disposition.

โ€œWe do not tolerate any illegal activity in our area of operation. I commend all those concerned citizens who bravely feed us information regarding the illegal activities conducted in their locality. Rest assured that the Western Mindanao Command, through its joint task forces and Navy component units, will remain steadfast in curbing maritime crimes and other illegal activities,โ€ WestMinCom Commander, Lt. Gen. Roy Galido said.

Abdurahman and Usong Ugong Group of the Moro National Liberation Front (MNLF) Misuari Faction and Parangbasak Barangay Chairman Mohammad Juddihal L. Muddalan finally put an end to their tension and conflict after they signed a peace covenant and pledged to the holy Qur'an during a dialogue earlier today, Jan. 26, in Lamitan City, Basilan Province.

"Everytime we have problem like this, ang apektado ay yung mga bata at mga tauhan natin. Kaya dapat tigilan na natin ito. Tapos na ang mga panahon na everytime na may problema tayo dinadaan natin sa baril," said Mayor Oric Furigay, who initiated the rido settlement on behalf of the City Government of Lamitan.

The City of Lamitan, Basilan Province bagged not just one but three highly distinguished awards during the Governance Day in celebration of the BARMM Foundation Anniversary today, Jan. 23, in Cotabato City.

Mayor Oric Furigay personally received the awards in a fitting ceremony that was attended by top BARMM officials to include Interior and Government Secretary Benjamin Abalos.

The awards were the Seal of Good Local Governance (SGLG) Incentive Fund amounting to P7 million for City Category, Outstanding Anti-Drug Abuse Council - National Awardee, and the Local Government Functionality Appraisal (LoGFA).

The Lupon Tagapamayapa Incentive Award (LTIA) City Category was also conferred to Barangay Maligaya, Lamitan with cash of โ‚ฑ160,000; First Runner Up Barangay Limo-ok โ‚ฑ120,000.

Likewise, Lamitan's ROSE Caravan was adjudged finalist in LGAIP LGU Grant Assistance for Innovative Practices.

CLGOO Indira-Patra Juaini and PD Ra-diyah M. Akmad, SL, were also awardees during the same ceremony.

Aside from Lamitan City, the Provincial Government of Basilan and the municipalities of Sumisip and Maluso also received awards.

Enhorabuena! Province of Basilan and the City of Lamitan as well as Municipalities of Sumisip and Maluso bagged this yearโ€™s Local Government Functionality Appraisal (LOGFA) Awards.

While the City of Lamitan and the Municipality of Sumisip are consistently recipients of Seal of Good Local Governance (SGLG).

And the following MILG Officers are national awardees:

These awards were done during PAGKILALA: Third Awarding Ceremony for Performing Bangsamoro LGUs at BARMM Compound Cotabato City.
