The International Day for Preventing the Exploitation of the Environment in War and Armed Conflict is observed on November 6th each year. Established by the United Nations General Assembly in 2001, this day aims to raise awareness about the environmental damage caused by armed conflicts and promote measures to protect the environment even during times of war.
The day highlights the often overlooked impact of war on natural resources, such as polluted water sources, scorched forests, and poisoned soils. It also emphasizes the importance of integrating environmental protection into conflict prevention, peacekeeping, and peacebuilding strategies.

Make a Difference Day is an annual event celebrated on the fourth Saturday of October, which this year falls on October 26, 2024. It was established in 1992 by "USA Weekend" magazine and is now co-sponsored by Points of Light, a non-profit organization founded by former U.S. President George H. W. Bush. The day encourages individuals and organizations to engage in acts of kindness and volunteerism to make a positive impact in their communities.
People participate by volunteering, organizing fundraisers, donating goods, and supporting local causes. The goal is to inspire change and show that even small acts of kindness can create a ripple effect, transforming lives and communities.
| Governor Dr. Melchor Daguines Diclas issued Executive Order No. 2024-053 suspending work in government offices and classes in all levels throughout the province on October 25, 2024, due to the impending threat of Severe Tropical Storm "Kristine."
In the latest DOST-PAGASA weather update, Benguet is placed under Tropical Cyclone Wind Signal (TCWS) No. 2 and issued a Yellow Rainfall Warning which signals potential flooding and landslides in vulnerable areas. The storm is expected to bring moderate to heavy rains and strong winds over the province heightening the need for caution.
With wind speeds reaching up to 88 km/h under TCWS No. 2, Governor Diclas urged the public to remain vigilant and heed all warnings from local disaster risk reduction offices.
The suspension issued by virtue of this Order shall not be applicable to govemment offices involved in the maintenance of peace and order, disaster risk management, hospitals, health and sanitation, and traffic management.
The respective Local Chief Executives and Heads of Offices of goverment agencies and institutions may also direct specific employees to report to work to perform urgent and necessary responsibilities.
Local govemment units (LGUs), offices of Disaster Risk Reduction and Management, Social Welfare and Development, Engineering, Health, hospitals, and other institutions providing essential public utility services are instructed to be on full alert before, during, and after the said weather disturbance. They shall respond to all contingencies and address any event which may transpire due to the inclement weather.
Private offices and institutions are likewise encouraged to suspend work in their respective offices and institutions.
The Provincial DRRMC will continue to monitor the situation and coordinate with local agencies to respond to any incidents brought about by Severe Tropical Storm "Kristine," which is expected to exit the Philippine Area of Responsibility by October 25.

Bulalacao High Student Leads for a Day at BSULIS
La Trinidad, Benguet β In a remarkable turn of events, Keizzy Zhaun B. W***y of Bulalacao National High School took on the role of Scout Official for a Day (SOFAD) at the Benguet State University Library and Information Services (BSULIS) on October 14, 2024. This initiative, part of the National Scouting Month celebration, offers scouts the unique opportunity to step into local government units and national government positions for hands-on learning.
Keizzy was warmly introduced to the BSULIS staff by ULIS Director Lauren P. Kipaan. As part of the dayβs activities, Keizzy received a comprehensive orientation on various library services including book circulation, digitization, automation processes, and customer service. The tour also covered different sections of the library, providing Keizzy with an immersive experience in library operations.
βThis program is vital for experiential learning, allowing our scouts to understand the intricacies of leadership and public service,β said Director Kipaan. Keizzyβs day as a SOFAD not only highlighted the importance of libraries but also underscored the value of youth involvement in community roles.
For Keizzy and other scouts, this initiative marks a significant step in bridging educational experiences with real-world applications, fostering a new generation of informed and engaged citizens.
