ANG POSISYON NG CHAIRMAN NG REGIONAL DEVELOPMENT COUNCIL AY HINAHAWAKAN LAMANG NG KASALUKUYANG NANUNUNGKULANG OPISYAL (INCUMBENT ELECTED OFFICIAL)

The RDC is jointly headed by a Chairperson and a Co-Chairperson appointed by the President of the Philippines. If the Chairperson comes from the government, the Co-Chairperson must come from the private sector, or vice-versa. Only elective officials are appointed as Chair or Co-Chairperson.

The NEDA Regional Director is the ex-officio Vice-Chairperson of the RDC, while the NEDA Assistant Regional Director is the ex-officio Secretary.

The same officials serve as the ex-officio Chairperson, Co-Chairperson, Vice-Chairperson, and Secretary of the RDC Executive and Advisory Committees.

The terms of office of the Chairperson, Co-Chairperson, and the PSRs coincide with the regular term of local elective officials. This prescribed term of office is without prejudice to reappointment.

The Regional Development Council shall be composed of the following:
All provincial governors and city mayors, mayors of municipalities designated as provincial capitals, and mayors of municipalities designated as regional center;
All presidents of the Provincial League of Mayors.

Ipinahayag ni Gobernador Ricarte "D**g" Padilla ng Camarines Norte ang kanyang taos-pusong pasasalamat kay Pangulong Ferdinand "Bong-Bong" Marcos, Jr. sa tulong at mga proyektong ibinigay at ipagkakaloob pa sa lalawigan, pati na rin sa mga magsasaka, mangingisda, pamilya, at mga Local Government Units na tumanggap ng suporta. Nakatanggap ang Camarines Norte ng Sampung Milyong Piso (𝗣𝟭𝟬,𝟮𝟴𝟬,𝟬𝟬𝟬.𝟬𝟬) na tulong para sa mga naapektuhan ng El Niño. Bukod dito, ang mga kapwa Bicolano ay nakatanggap ng titulo ng lupa na matagal na nilang inaasam, mga fingerlings, at iba pang suporta para sa kabuhayan.

Sa pagtanggap ng iba't ibang uri ng tulong at oportunidad, ipinaabot ni Governor Padilla ang kanyang pasasalamat sa pagkakahirang sa kanya bilang Chairman ng Regional Development Council (RDC) ng Rehiyon V. Ang paghirang na ito ay nagpapahiwatig ng mahalagang papel sa pagpapalakas ng regional na pag-unlad at kooperasyon, na nagbibigay-daan kay Governor Padilla na makatulong sa pag-unlad at kasaganaan hindi lamang ng Camarines Norte kundi pati na rin ng buong Bicol Region. June 06, 2024 Daet, Camarines Norte - Lubos na nagpahayag ng pasasalamat at paghanga ang Gobernador ng Camarines Norte na si Ricarte "D**g" Padilla sa kahanga-hangang gawaing katapatan at kabutihang-loob na ipinamalas ni Salvador Solomon Mirandilla.

Si Salvador, isang job order worker security guard sa Camarines Norte Provincial Hospital, ay nagpakita ng di-matatawarang katapatan sa pagbabalik ng mahigit isang milyong piso na natagpuan niya sa isang nawawalang bag. Ang kanyang walang pagdududa at marangal na kilos ay isang magandang halimbawa ng katapatan at kabutihang-loob na nagbibigay inspirasyon sa iba na maging mabuti at magpakita ng kagandahang-asal sa kanilang pakikitungo sa kapwa.

Bilang pagkilala sa kahanga-hangang gawaing ito ni Salvador, personal siyang pinagkalooban ng pabuya at ibinigayan ng permanenteng posisyon sa Pamahalaang Panlalawigan na maaari niyang pakinabangan hanggang sa kanyang pagreretiro. Ang desisyon ni Gobernador Padilla na bigyang-pansin si Salvador ay hindi lamang nagpapatunay sa kanyang halimbawang asal kundi nagpapalakas din ng mga halagang katapatan, integridad, at pagmamalasakit sa komunidad. Ang kuwento ni Salvador ay naglilingkod na inspirasyon sa lahat ng mamamayan, na nagpapaalala sa kanila ng kahalagahan ng katapatan at kabutihang-loob sa lahat ng aspeto ng buhay.

Ang ating pambansang watawat ay sumisimbolo ng ating matatag na pagkakaisa sa gitna ng mga hamon. Ipinagmamalaki ito hindi lamang ng mga sundalo sa panahon ng digmaan kundi pati na rin ng mga sibilyan kapag natapos na ang labanan. Sa litratong kuha noong 1945, makikita natin ang isang batang nagluluksa ng maliit na watawat sa harap ng mga labí ng Intendencia sa Intramuros, Maynila. Ayon sa litratista mula sa United States Coast Guard, ginamit ng bata ang watawat upang maakit ang pansin ng mga tao sa kanyang ibinebentang saging.

Kasalukuyan, tuwing tayo'y nagpapalipad ng Pambansang Watawat, binibigyan natin ng kabuhayan ang mga taong gumagawa nito. Ipakita natin ang ating malasakit sa ating mga kababayan – halina't maging at tapat sa bansa!

Kasama sa mga adbokasiyang ito ang pagsasagawa ng 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗙𝗹𝗮𝗴 𝗗𝗮𝘆𝘀 𝗺𝘂𝗹𝗮 𝗠𝗮𝘆𝗼 𝟮𝟴 𝗵𝗮𝗻𝗴𝗴𝗮𝗻𝗴 𝗛𝘂𝗻𝘆𝗼 𝟭𝟮. Ipinapakiusap sa atin na ilagay ang Pambansang Watawat sa ating mga tahanan, paaralan, at tanggapan. Inaanyayahan din tayong makiisa sa sabayang pagtataas ng Watawat sa Alapan, Imus, Cavite; Liwasang Rizal sa Luneta, Maynila; at sa Taal, Batangas sa ika-28 ng Mayo, 8:00 ng umaga. Sa pamamagitan ng mga ganitong pagdiriwang, binabalik natin ang ating mga alaala sa pakikibaka para sa kalayaan at patuloy na pagtuklas ng ating pambansang pagkakakilanlan.

Paglalagay ng mga hashtag:

Ang ating pambansang watawat ay isang lakas na sagisag na sumasalamin sa ating matatag na pagkakaisa at pagiging matatag bilang isang bansa. Ito ay patuloy na naglalakbay kasama natin sa mga pagsubok ng buhay. Sa pagdiriwang ng National Flag Days, ipinapakita natin hindi lamang ang ating pagpapahalaga sa watawat kundi pati na rin ang suporta natin sa mga taong nagtatrabaho upang ito'y maisaayos. Sa pamamagitan ng ating pakikisama at pagiging , hindi lamang natin pinapahalagahan ang ating bansa kundi pati na rin ang kinabukasan ng ating mga kababayan. Sa isang maikling pagpupulong na naganap noong ika-27 ng Mayo 2024 sa Camarines Norte Provincial Capitol, nagkaroon ng koordinasyon at talastasan ang Provincial Governor ng Camarines Norte na si HON. RICARTE "D**G" PADILLA tungkol sa isang mahalagang donasyon. Ito ay ang nakatakdang pagbibigay ng isang (1) unit ng wooden motorized banca sa Camarines Norte Maritime Police Station - Philippine National Police mula sa Provincial Government ng Camarines Norte.

Ang pagkakaloob ng nabanggit na water asset ay naglalayong magbigay ng malaking tulong sa mga law enforcement operations sa pamamagitan ng seaborne patrol. Ang pagkakaroon ng sapat na kagamitan tulad ng motorized banca ay magbubunsod ng mas malawak na pagpapatupad ng batas sa mga pampang ng lalawigan. Ang seaborne patrol operations ay magiging mas epektibo dahil sa pagkakaroon ng sapat na transportasyon na maaring gamitin ng mga awtoridad sa pagbabantay at pagpapanatili ng kaayusan sa mga karagatan ng Camarines Norte.

Isa pang mahalagang aspeto ng donasyong ito ay ang paggamit nito sa mga kalamidad at mga Search and Rescue Operations. Bilang isang lalawigan na may mga malalapit na komunidad sa baybayin, ang pagkakaroon ng sapat na kagamitan para sa pagtulong at pagresponde sa mga pangangailangan ng mga coastal barangays ay isang malaking bentahe. Ang motorized banca ay magiging daan para sa agarang pagtugon sa mga pangangailangan ng mga residente sa mga lugar na ito, lalo na sa mga oras ng pangangailangan.

Naglunsad ng isang matagumpay na programa ang Pamahalaang Panlalawigan ng Camarines Norte sa pamumuno nina Governor Ricarte "D**g" Padilla at Vice-Governor Joseph Ascutia kung saan ipinamahagi ang kabuuang halagang 7.575 milyong piso sa mga magsasaka ng bigas sa labindalawang bayan ng lalawigan. Ang nasabing pondo ay nakuha mula sa Department of Agriculture bilang Financial Assistance para sa mga magsasaka bilang parte ng Rice Tarification Program.

Sa nasabing programa, isang libo limandaan at labinlimang (1,515) magsasaka ang tumanggap ng halagang limang libong piso (Php 5,000.00) bawat isa. Sa unang distrito, may walong daan pitomput dalawang (872) benepisyaryo habang sa ikalawang distrito naman, may anim na raan at apatnaput tatlo (643) na tumanggap ng tulong pinansyal.

Ang Camarines Norte Office of the Provincial Agriculture sa pangunguna ni Engr. Almirante Abad ang siyang nanguna sa maayos at epektibong pagpapatupad ng programa. Isinagawa ang pagtakda ng kaukulang oras sa bawat bayan mula ika-8 ng umaga hanggang ika-5 ng hapon upang matiyak ang maayos na distribusyon ng tulong sa mga magsasaka ng bigas sa buong lalawigan.

In the continuous pursuit of strengthening the minds and abilities of Filipinos through education and learning, the role of training programs such as the TESDA Special Training to Employment or STEP Scholars Program is crucial. With the funding provided by Senator Robin Padilla, the distribution of starter tool kits for the beneficiaries of the TESDA 2023 STEP Scholars program was successfully carried out by the Office of the Senator.

This program has achieved success through the assistance and support of the Provincial Government of Camarines Norte, under the leadership of Governor Ricarte "D**g" Padilla and Vice Governor Joseph V. Ascutia. The distribution of starter tool kits to 200 beneficiaries was a resounding success.

The project aims to provide the right tools and support to TESDA STEP Scholars, enabling them to start their own businesses or pursue employment opportunities. Through these tool kits, students can easily apply the practical aspects of their courses and utilize their acquired skills in their chosen livelihoods.

It is possible that the bidding for the rehabilitation project of Daet Airport, amounting to 225 million pesos, will take place this month of June. This project is included in the General Appropriations Act or the national budget for the year 2024.

Governor Ricarte D**g Padilla made this announcement during the distribution of Starter Tool Kits from the office of Senator Robinhood Padilla to the scholars of the Technical Education and Skills Development Authority (TESDA).

According to Governor Padilla, the people of Camarines Norte should be prepared for the upcoming development of our province, which is the result of various developmental and infrastructure projects being implemented by the current administration, which he and Vice Governor Joseph Ascutia have worked hard for.

In the explanation of the provincial governor, with the reopening of Daet Airport, it will be easier to access Camarines Norte, and the first to benefit from this will be the tourism industry, which will provide opportunities and jobs for the people of the province.

He said that every tourist who visits our province will definitely contribute to the income of Camarines Norte because they will spend their stay here in our area.

"Indirectly, small business owners will benefit from the tourists who will come to our province, as they will also hire employees for their businesses," explained Governor Padilla.

The governor reiterated his response to those who criticize him, saying that he is just dreaming, by saying that there is nothing wrong with dreaming because all successes, big or small, start with a dream.

"What's wrong is just dreaming without taking any action," added the provincial governor.

Currently, aside from the start of the rehabilitation of Daet Airport, the construction of Jose Panganiban Port is ongoing, and the Regional Fishport and Cold Storage will also begin soon. We are also awaiting the declaration of the Economic and Freeport Zone in our province, all of which will contribute to the progress of livelihood and the economy of Camarines Norte.
