Albay Project SPLIT Field Validating Team: Shaken but never stirred.

Malinao, Albay - Despite the transport strike and the inclement weather, the members of the Field Validating Team of DAR Project SPLIT remain unfazed as they continue their field validation activities at Malinao, Albay.

Unable to avail of the service vehicles at the office because of its prior schedule with other municipalities, the team patiently stood by the street to wait for the "libreng sakay" offered by the Police Regional Office 5 just to reach their destination for the day.

They may have been slightly taken aback by the news about the transport strike and the weather disturbance, but this was not deep enough to change their course of action just to finish their targets.

This is what Project SPLIT is all about - finding ways to pursue a cause for the agrarian reform beneficiaries.

PROJECT SPLIT EMPLOYEES GETS A BIRD’S EYE VIEW OF ISO 9001:2015

Legazpi City – Wasting no time, Engr. Noli O. Olitin, CARPO for LTID of DAR Albay and who was himself a Lead Internal Quality Auditor during his stint at DARPO Sorsogon, after attending the GOL Conference from November 6 and 7, 2023, conducted a one-on-one coaching and dialogue with the members of the 13 Field Validating Teams of Project SPLIT regarding ISO 9001:2015, as the entire province braces for the surveillance audit on November 24, 2023.

During the mentoring, CARPO Olitin, gave the group a quick overview of the import of ISO 9001:2015 with respect to the basic services mandated of the Land Tenure and Improvement Division (LTID) vis-à-vis the Project SPLIT.

Olitin then presented the processes enrolled for LTID and explained the entire flow contained in the said document.

“We are an ISO certified body because, all government agencies are expected to deliver services that would meet their quality objectives and policies, to ensure that both our internal and external clients would be more than satisfied, as we cannot afford to give them mediocre service,” Olitin concluded.

Towards this end, an orientation on ISO 9001:2015 will be given to all Project SPLIT employees of DAR Albay on November 13, 2023 for them to be aware of the requirements of the standards.

Albay Project SPLIT Office Undergoes Physical Rearrangement

Legazpi City - In order to create a comfortable and working ambiance, the members of the 13 field validation teams (FVT) of project SPLIT in Albay, undertook the physical rearrangement of their office.

Supervising the team was no less than Engr. Noli Olitin, CARPO for LTID, PARPO II Engr. Maria Eugenia M. Alteza and PARPO I Patricia T. Rastrullo, whose presence proved invaluable to them as they went through about their chores.

Undaunted by their physical targets, the members of the FVT and the PPMO believe that an organized and positive aura will make them more productive.

ALBAY Hits 100% Mark on SPLIT Project Implementation
Legazpi City - Amidst the persistent rumbling of the Mayon Volcano and regardless of the distance that the Field Validation Team together with the indefatigable team of LTID Albay, headed by CARPO Engr. Manuel A. Nebreja, has to traverse, Albay was able to hit its 100% mark for the CY 2023 target on Project Split as of June 23, 2023.
With a target of 1,500 hectares for CY 2023, Albay was able to accomplish and generate 1,065 E-titles covering 1,516.9638 hectares, benefiting 1,407 agrarian reform beneficiaries.
PARPO II Engr. Maria Eugenia M. Alteza said that "aside from these 1,516 hectares, Albay is dead set to accomplish an additional 489.5836 hectares before the end of CY 2023."
The accomplishment which came in before the end of June 2023 is a fitting tribute to the 35th year CARP Anniversary which will be celebrated via a nationwide and simultaneous EP/CLOA distribution which is expected to be held sometime in the first week of July 2023, with no less than DAR Secretary Conrado M. Estrella III himself leading the activity.
On the other hand, CARPO Nebreja said that he and his team had to start as early as January this year in ensuring that these targets be accomplished earlier so that the other performance indicators in Land Acquisition and Distribution could be equally given sufficient attention.
Nebreja also attributes their success to the cooperation of the Legal Division of Albay headed by Atty. Zaldy Ll. Monilla and his team, for the immediate resolution and action of cases over legal issues encountered by the Field Validation Team.
SPLIT or Support to Parcelization of Lands for Individual Titling has been the pronounced directive of Sec. Conrado M. Estrella III during his visit in the province of Albay sometime in April 2023, when he enjoined both the LTID and Legal Team to do everything possible to accomplish the generation of titles for the farmer-beneficiaries as it is a clear manifestation of their right to security of tenure over their respective landholdings.
As the second semester begins, DAR Albay remains positive and hopeful that it will be able to regain its spot in the limelight of achievers for CY 2023.
