Filipino youth urged to go out and register for 2025 elections
MANILA – With the 2025 midterm elections drawing near, Speaker Martin Romualdez on Wednesday rallied the Filipino youth to actively participate in the democratic process by registering to be able to vote in the coming electoral exercise.
In a statement, Romualdez emphasized that registering as a voter is not merely a preparation to perform a civic duty but more importantly, an act that empowers the youth to make their voices heard to effect change.
"The youth are the backbone of our nation's future. Their active participation in the upcoming elections is crucial in ensuring that their concerns, aspirations, and vision for the country are represented and addressed by our leaders," he said.
He also urged young Filipinos to seize the opportunity to make a difference and help shape the direction of the nation.
“The youth’s involvement in the electoral process is instrumental in building a stronger, more inclusive democracy and ensuring a brighter future for future generations,” he said.
Last Feb. 12, the Commission on Elections (Comelec) opened the period of registration for the 2025 mid-term elections. Registration will be held Mondays to Saturdays, including holidays (except March 28-30), until Sept. 30.
Under the Comelec’s Register Anywhere Program, applicants may register in any of the poll body’s designated registration sites which include Comelec offices and satellite sites, malls, and special registration areas such as certain churches and plazas.
According to recent data from the Comelec, there has been a significant surge in voter registration among the youth demographic. However, the poll body sees a sizable portion of eligible young voters who have yet to register.
As part of his advocacy, Romualdez said he will launch a series of voter registration drives and awareness campaigns targeting educational institutions, youth organizations, and communities nationwide.
“These initiatives will provide resources, information, and assistance to facilitate the registration process for young voters,” he said.
Comelec expects some three million Filipinos to register as new voters ahead of the 2025 elections.
For the recent 2023 barangay and Sangguniang Kabataan elections, the Comelec has recorded 91,912,429 registered voters in 201,799 clustered precincts and 37,524 voting centers.

MANILA, Philippines — Voter registration for the May 2025 midterm polls could resume in early February, according to the Commission on Elections (Comelec).
“Likely by the first week of February. It could be from February to September (2024),” Comelec Chairman George Garcia said, as voter registration was last conducted on Dec. 12, 2022 to Jan. 31, 2023.
The schedule of the voter registration period has yet to be finalized by the commission en banc.

MANILA -- The Commission on Elections (Comelec) will file a motion for reconsideration (MR) before the Supreme Court (SC) to ask for the postponement of the December 2025 Barangay and Sangguniang Kabataan Elections (BSKE) to October 2026.
Comelec chairman George Garcia said they will ask the Solicitor General to file the MR within the week since they are still waiting for a copy of the full decision of the SC declaring unconstitutional Republic Act No. 11935, which postponed the said polls from December 2022 to October 2023.
Garcia said they respect the SC ruling, but would want to clarify one thing.
“Sa amin pong palagay may nakikita kami na dapat ma-clarify mabuti, kasi nga ang ine-expect kung October [ang BSKE), dapat October din [ang susunod],” Garcia said.
“Kung bibilangin mo ang three years ng October, so dapat 2026. ‘Yun ang contention ng Commission on Elections. Sa aming palagay we have to respect ‘yung three years, equally, the term of office," he added.
If, just in case, that the Comelec is satisfied with the full decision of the SC, then they might not file an MR, according to Garcia.
He also said it would be a big help for the poll body if the December 2025 BSKE is postponed because they will be able to focus on the national elections.
For the October 2023 BSKE, Garcia said they have completed all the equipment needed and only need to print an additional of 1.3 million ballots.
Comelec spokesperson John Rex Laudiangco in a public briefing also said they are "100 percent ready" for the October polls.

THE Philippine National Police (PNP) is already preparing and laying out plans as it is set to assume election duties as a deputized agency of the Commission on Elections (Comelec) for the 2023 Barangay and Sangguniang Kabataan Elections (BSKE) on October 30, 2023.
The PNP will strictly enforce all prohibited acts during the entire 90-day election period as enumerated under the Omnibus Election Code and Resolutions passed by the Comelec.
These prohibited acts include the bearing, carrying, or transporting fi****ms or other deadly weapons in public places including any building, street, park, private vehicle, or public conveyance, unless authorized in writing by the Comelec. Also prohibited during this period is the use of security personnel or bodyguards by candidates.

Comelec: Filing of COCs for barangay, SK elections moved to Aug. 28 to Sept. 2, 2023
The filing of certificates of candidacy for the barangay and Sangguniang Kabataan elections has been rescheduled from July to August, Commission on Elections chairman George Garcia has announced.
In an online forum, Garcia said the filing for the BSKE elections had been moved from July 3 to 7 to August 28 to September 2.
"We approved just this morning, during our en banc session, the change of the date of the filing of the COC," said Garcia during a webinar of the UP Alumni Association and the Vinzons Policy Center (VPC) on enhancing the country’s readiness for clean and honest future elections.
"This is to ensure the AFP (Armed Forces of the Philippines) and the PNP (Philippine National Police) will be most prepared, especially because of the violence we have right now dito sa ating mga local officials," he added.
The development came a day after Senator Francis Tolentino said he asked the poll body to delay the COC filing as conducting it in July would only “burden the local government units (LGUs)” due to election-related restrictions under the Omnibus Election Code.
Tolentino said it was “only just and fair” to adjust the filing period given the BSKE would be held during the last week of October 2023 and that the law prescribed a 10-day campaign period.
Unlike the national elections, Garcia said those who file their COCs during the prescribed period would be considered candidates and are subject to the Omnibus Election Code.
“Dito sa BSKE, we saw an opportunity. We told them ‘let them go to the courts’ because we will consider them, upon the filing of their candidacies, already as candidates. Therefore, they will be liable under Section 18 of the Omnibus Election Code for premature campaigning….We will disqualify them, we will file election offenses against these candidates,” he added.
Tolentino lauded the rescheduling of the filing period, saying it would help the LGU perform well and would ease election-related violence since “it will lessen early politicking.”
“The poll body’s decision will allow our local government units to perform their respective functions without any compromise or restrictions—construction ban, etc.,” he said.
The BSKE has been repeatedly postponed since 2016. In October 2022, President Ferdinand "Bongbong" Marcos Jr. signed the law moving the December 2022 BSKE to the last Monday of October 2023.
