The Enabling Skills and Competencies (ESCs) are the core, critical, essential skills, or what are also called as Skills to Build Skills.

Like FSCs, each ESC would have a reference document that contains proficiency descriptors, a list of underpinning knowledge and skills application, and a list of related tools and technology. The competencies of ESCs are presented as three levels: basic, intermediate, and advanced.

To develop a full set of curricula with the associated contents requires much more resources and effort. Subject matter expertise is required to cluster the Underpinning Knowledge (UK) and Skills Application (SA) statements into meaningful outcomes with appropriate content. These will then have to be constructively aligned with the assessment criteria to assess the knowledge and skills transfer. There could also be articulation of modules to other programs to facilitate learning progression and mobility.

A deeper dive on the Functional Skills and Competencies (FSCs) and the Enabling Skills and Competencies (ESCs) will be useful to internal trainers to develop industry- or company-specific training programs. It will also be especially useful for the academe to develop curricula and/or realign existing curricula to industry requirements. The PSF significantly reduces the time needed to develop industry-relevant curricula.

By referring to the relevant skills reference document, a curriculum developer can locate the details of the competency statements. Each reference document contains proficiency descriptors, a list of underpinning knowledge and skills application (which can be clustered towards the formulation of learning outcomes), and a list of related tools and technology.

The competencies are presented as six levels, from basic (Level 1) to advanced (Level 6). The proficiency level descriptors are the same descriptors as that for the Philippine Qualification Framework. It is at this granular level that the PSF aligns with the PQF. It is at this level that competency standards and individual subjects or modules should be created. This is also where micro-credentialing can happen.

Each of the boxes in the Career Map is a Job Role. The Job and Skills Map for a Job Role consists of the Job Description, the Critical Work Functions and the Key Tasks, and the Performance Expectations required of that specific Job Role.

The Job and Skills Map for a Job Role also contains the required functional and enabling skills and competencies. Each Key Task will need specific Functional Skills and Competencies (FSCs) to perform the task well, as well as Enabling Skills and Competencies (ESCs) to address the more interpersonal and personal management situations. The skills and competencies have different proficiency levels, which also correspond with the job levels.

Overall, the Job and Skills Map presents a well-defined and well-scoped job requirement for a specific Job Role in an organization. This job requirement document can then be used for preparing job advertisements and supporting the hiring process. It can also be used for job rotation opportunities as well as in performance management as employees build and progress their careers in the path they have chosen.

The horizontal bands of the framework can match an organization’s job levels from:
- associate;
- senior associate;
- professional;
- senior professional or supervisor;
- manager and senior manager;
- director and senior director; to
- the C-level.

Organizations can tailor-fit this to suit their own organizational structure.

The horizontal bands of the framework also show how this PSF is approximately associated with the Philippine Qualifications Framework:
- PQF Levels 3 and 4 covering Senior High School and National Certificate Levels 3 and 4;
- PQF Level 5 covering Diploma and Associate Degree in Higher Education;
- PQF Level 6 covering Baccalaureate Degree in Higher Education;
- PQF Level 7 covering Post-Baccalaureate Degree in Higher Education; and
- PQF Level 8 covering Doctoral and Post-Doctoral Degrees in Higher Education.

It is an approximation at this level because each job role requires competencies at varying proficiencies. It will be at these proficiency levels that the PSF aligns with the PQF.

Your first view of the PSF is the Career Map. The vertical bands show the 7 career paths for:
- Business Intelligence & Strategy. Professionals in this path analyze data trends to provide insights that drive business growth, efficiency, and innovation. They work with leadership to understand business objectives and translate data findings into actionable strategies.
- Data Stewardship. Data stewards are responsible for managing and overseeing an organization's data assets. They develop and implement data policies and standards, and work to ensure that data is accurate, accessible, secure, and used responsibly.
- Data Engineering. Data engineers design, build, and maintain the systems and infrastructure that collect, process, and store data. They are responsible for the technical architecture of data projects, including the integration of disparate data sources, data transformation, and the creation of databases and data warehouses.
- Data Science. Data scientists use statistical techniques, machine learning, and predictive modeling to extract insights from data. Their work involves not only analyzing data but also developing new algorithms and models to solve specific business problems.
- AI Engineering. AI engineers focus on developing, deploying, and maintaining AI systems. This involves programming, algorithm development, and working with machine learning and deep learning models. They collaborate closely with data scientists to implement AI solutions and ensure that they are scalable, efficient, and effective.
- Applied Data/AI Research. This career track is for professionals who conduct research in data analytics and AI. They work on developing new methods, algorithms, and technologies in the field. Their focus is often on pushing the boundaries of what is currently possible in analytics and AI, contributing to academic knowledge as well as practical applications.
- Data/AI Education. This career path in data and AI education for teachers, trainers, and learning providers encompasses a journey from introductory instructional roles to advanced educational leadership. This path provides guidance for educators who specializes in shaping new teaching methods using cutting-edge analytics and AI knowledge and skills.

The PSF-AAI is a result of a thorough conduct of studies, desk research, and review.

The methodology consisted of reviewing AAP's Professional Maturity Model (which was derived from the 2017 APEC Project DARE or Data Analytics Raising Employment project, and which was also the basis of DOST's Project SPARTA or Smarter Philippines through Data Analytics, R&D, Training, and Adoption). The results of the 2022 Labor Market Intelligence Report on the Analytics Sector (which was created as part of Philippine Business for Education’s A Future That Works program, a workforce development initiative supported by the Australian Government) were also taken into consideration.

This was followed by the formation of various teams including:
- the Contextualizers who reviewed the Singapore Skills Framework (as the primary reference), the Skills Framework for the Information Age (SFIA), and Job and Skills Australia (JSA) to adapt them to Philippine industry scenarios; and
- the Validators from the government, the private sector, academe, and practitioners who worked together to ascertain the validity of the draft framework to local best practices but still allowing for the development of a globally competitive Philippine workforce in AAI.

The PSF Initiative is a Philippine government inter-agency effort to build the skills and competencies of the country's human capital and to better prepare the workforce for the future economy, particularly for Industry 4.0. Its Memorandum of Understanding was signed by ten departments and agencies, namely the Department of Agriculture, the Department of Tourism, the Department of Trade and Industry, the Department of Labor and Employment, the Professional Regulation Commission, the Technical Education and Skills Development Authority, the Department of Education (DepEd), the Commission on Higher Education, the Department of Information and Communications Technology, and the Department of Science and Technology.

The initiative involves the development of sector-specific and cross-sectoral skills frameworks that will guide the country's workers in enhancing their skills for particular job roles. Such frameworks will also help employers design progressive human resource management and talent development plans and assist education and training institutions in revising existing curricula or designing new courses that are more relevant and responsive to current industry needs and emerging market demands.

The PSF Initiative prioritizes the construction, creatives, food (agriculture and fishery), health and wellness, IT-BPM (Information Technology & Business Process Management), logistics and supply chain, manufacturing, and tourism industries.

Since 2019, DTI, through its Competitiveness and Innovation Group (CIG) and the Philippine Trade Training Center (PTTC), together with various organizations and subject matter experts have developed the PSFs for the following sectors: Logistics and Supply Chain, and Creatives (including Game Development, and Digital Arts & Animation). Moreover, cross-sectoral PSFs have also been developed for Human Capital Development and Business Development (including Marketing, and Sales & Partnership).

"Digital Arbor: Nurturing the Growth of Filipino Talent through Analytics & AI" is the title of the PSF-AAI e-book’s cover and was adapted from the winning entry of Dr. Pejy Arce C. Casem, MD, MIS, FPCP, FPSMS, CSPSH from La Union in a competition that aimed to celebrate the fusion of AI technology and artistic expression.

The majestic tree represents the wisdom and strength derived from the framework. Its roots morph from a network of intricate digital streams while its branches reach out in diverse directions, each one signifying a path of guidance, of opportunity, and of growth. The luminous leaves represent each and every Filipino who, with the nurturing care of the framework, illuminate a path for our country to lead inclusive technological advancement worldwide.

So, so, so many learnings to unpack and to share with our policymakers! Key takeaway is, as a country, we need to move along our AI policy initiatives from discussions to actual policies. Developed countries are moving away from principle-based policies to risk-based policies -- as we should since there's never going to be a one-size-fits-all policy for AI.

Extremely grateful to be part of the 2024 Higher Education Summit last February 15-16, 2024. The summit discussed the creation of multiple and seamless pathways to success for the Filipino workforce. There are many challenges, yes, but there's also much hope for our workforce!

The PSF-AAI is an endeavor developed for the Philippine workforce to address skills mastery and continuous learning in the AAI sector. It is a collaborative development effort initiated and spearheaded by the Department of Information and Communication Technology (DICT) and the Analytics and Artificial Intelligence Association of the Philippines (AAP), in cooperation with an initial group of key stakeholders of the Philippine AAI field, i.e., employers, practitioners, education and training providers.

The PSF-AAI will be officially launched in Q1 2024. Prior to the official launch, the AAP is gathering feedback from all other stakeholders to validate the career tracks, roles, job descriptions, career progression, functional and enabling skills, and proficiency levels that form the PSF-AAI.

There are three ways to provide feedback:
1. You may submit feedback through an online form: bit.ly/psf-aai_validation_form. You may submit feedback as many times as you wish through this form.

2. The AAP will also be hosting several 2-hour Zoom sessions to get your feedback live. In these sessions, the AAP will be providing a short overview of the PSF-AAI and then will proceed to open the floor for feedback. My daily Facebook/Instagram post on December 30, 2023 showed a photo of my consolidated inbox having only one remaining un-actioned email (which wasn't due until January 2024 anyway). I mentioned that I would like to start 2024 with a clean inbox. A former colleague from way back early 2000s commented that she knew me as someone who really emptied (not deleting) my inbox every day and was looking for tips on how I do it.

As I started to compile these tips (which now focuses on productivity and not just emptying inboxes), I realize that the core of it all is knowing who I am: what I can do, what I should do, what I should not do. This brought me to what I am currently reading, "You Need a Manifesto" by Charlotte Burgess-Auburn.

A personal manifesto serves several important purposes which include, among others, clarity of purpose and values, motivation and focus, guidance for decision-making, consistency and integrity, personal growth and development, and inspiration to others.

I will unpack the contents of this book and share my on-going attempt to create my own manifesto that, as it appears, is leaning towards my predilection for form, function, and foundation.
