Supreme Student Council - City of Malabon University

In a statement posted yesterday, the Supreme Student Council (SSC) of City of Malabon University (CMU) condemned its administration’s move to usurp the aforementioned body by establishing the “Diplomat Society,” a new student organization. The Union echoes the call of the SSC and calls on the CMU administration to cease any and all attempts to replace the democratically elected student representation in the university.

It must be noted that the incumbent SSC president also acts as the Student Regent (SR) in the university’s highest policy-making body, the Board of Regents (BOR). The CMU administration reportedly instructed class presidents to vote for the next SR without consulting the studentry. This transgression is the very reason why student governments must remain independent of any other offices: despite being a stakeholder in schools, students are often excluded from decision-making, effectively ruling out the creation of pro-student policies.

The Union stresses that when students are excluded in policy-making, students are left behind.

It is only right that the students, by nature of their position in the university, have a say in matters that primarily concern them. What use is a school system, after all, that does not allow its students to learn and flourish by way of self-governance?
We must be steadfast and fight against the shrinking of our democratic spaces--further encroached upon by state-sanctioned attempts that endanger students’ rights such as the Terror Law and the abrogration of the UP-DND accord. The Union reiterates one of its demands in education during the pandemic: that genuine representation of all stakeholders must be ensured in planning proper, moving forward.

The Supreme Student Council (SSC) vehemently condemns the CMU administration's move to replace the powers of SSC with a newly established student organization called 'Diplomat Society' as it brazenly violates the right of the students to form unions that are free from administrative control.

For 22 years, the SSC has been the sole, unified, and independent institution of all the students of the undergraduate programs of the university that has been committed to upholding the demands of the students amid changing times. The SSC President, who is elected at large by the student body, represents as the Student Regent for the highest policy-making body, the Board of Regents (BOR).

Today, class presidents were enjoined by the CMU administration to vote for the next Student Regent without the knowledge of the whole student body. By so doing, this anti-democratic activity engenders the impairment of all CMU students' right to student independence and representation for the years to come!

We, student leaders from the University Recognized and Accredited Student Organizations (URASO) stand in unity to appeal academic break in the City of Malabon University. The country has had the strongest storms in recorded history in the middle of a global pandemic and socio-economic crises that have left our families heavily burdened.

While we are in full cognizance of the desire to push through our learning despite various occurrences, we strongly dissuade how this legitimate interest is sought to be accomplished if it will mean leaving the majority of our fellow students behind, particularly those who have been barely surviving their everyday needs since the onslaught of this crisis.

In this regard, we call on the university administration to act decisively on our request for a week-long academic break on account of the following:

1. This signifies suspension of both synchronous and asynchronous remote activities and submission of requirements originally scheduled from November 23-November 30, 2020 to let students focus more on their well-being;

2. The given time will help the students lessen their expenses spent on mobile data usage and internet fees indispensable to online learning;

3. Not only the students but the faculty members are also facing hardships due to remote learning. The academic break will ease their workloads and provide the opportunity to strategize new methods in the delivery of instruction;

4. During the break, policy-making bodies in CMU can analyze and assess new strategies to improve the quality of education as we deal with flexible learning modalities;

As the major stakeholders of the university, we call on all students and faculty alliances to drumbeat our clamor until it reaches the doors of our university officials and heed our plea for an academic break from November 23-November 30, 2020. Our livelihood, physical, and mental health conditions have not been spared by the negative impacts of these struggles. As such, we need compassion and empathy more than ever. #

Despite the announced schedule, the university failed to issue the cited documents causing further delay and inconvenience for those seeking for employment and post-graduate endeavors.

"It is a painful sight to see our students at risk of not being able to continue their education after CMU pushed through its opening of classes despite massive appeals.

Not only the long-standing problems on the registration process hamper our students to fully realize their well-deserved rights to education, we still have not gone yet to the most palpable issues at hand─ our students have little if there are any, resources to keep up with the online learning system."

Tomorrow will be the third day of academic year 2020-2021.

There are students who still don’t have their load of units as of reporting. Accounts to access CMU CODES remain uncertain.

The CMU CODES will be down for two days on the first week of classes, inaccessible again for the next 48-52 hours according to CMU official page, a clear manifestation of the unpreparedness the university is confronted.

Nakikiisa ang konseho ng mga mag-aaral ng CMU sa malawakang hinaing ng mga estudyante na makapagpatuloy sa kanilang pag-aaral sa kabila ng matinding pangambang dulot ng makupad na proseso ng enrollment.

Ngayong araw itinakda ng kinauukulan ang pagbubukas ng klase para sa unang semestre ng akademikong taon 2020-2021 subalit daan-daang estudyante pa rin ang hindi nakakakuha ng study loads, walang units at hindi alam ang status ng kanilang enrollment application. Bukod pa rito ang mga bagong papasok sa kolehiyo na wala pa ring natatanggap na confirmation email at letter of acceptance hanggang ngayon. At dahil sa matagal na pagtugon ng opisina sa mga pangangailangan, maaring humantong ang mga mag-aaral na mawalan sila ng mapapasukang eskwelahan at tuluyang huminto at hindi makapag-aral ngayong taon.

Hindi maitatanggi ang mga suliraning dinaranas ng mga kabataan sa gitna ng pandemya sa maraming aspekto ng pamumuhay hindi lamang sa pang-kalusugan kundi maging sa pinansyal, mental, at emosyonal. Kaya naman hindi rin makatao na isangkalan ang kanilang kinabukasan at danasin nila ang matinding pangamba ng kawalan ng kasiguraduhan na makamit ang karapatan sa libre at maka-masang edukasyon.

Naiintindihan at kinikilala ng konseho ang mga limitasyong hinaharap ng pamantasan ngunit hindi ba't ang pagharap nito sa mga kakulangan ay litaw na patunay sa tumitinding epekto pa rin ng pandemya? At kung ang mismong institusyon ay apektado ng krisis na nagiging sanhi ng kakapusan nito sa kahandaan, paano pa ang mga estudyante na ilang buwan nang direktang dumaranas ng mga suliranin sa kabuhayan?

Tumitindig ang bawat miyembro ng SSC upang makamit ng estudyante ang karapatan nitong makapagpatuloy sa pag-aaral. Hinihimok ng konseho ang administrasyon partikular ang opisina ng Registrar na maglabas ng opisyal na listahan ng mga estudyanteng tinanggap ngayong taon. Sa pambihirang sitwasyon na ito kung saan libong estudyante pa rin ang hindi nakakapag-enroll sa kabila ng opisyal na pagbubukas ng semestre, itinutulak din natin ang mga kinauukulan na maging bukas sa pag-uusod ng simula ng klase sa Oktubre hanggat hindi pa nito nalulutas ang mga nabanggit.

Patuloy din ang ating panawagan sa pamahalaan na seryosong ipatupad ang mga solusyong pang-kalusugan upang matapos na ang suliranin sa pandemya at matiyak ang ligtas na pagbabalik ng pisikal na klase. # # #

𝐔𝐏𝐃𝐀𝐓𝐄𝐒 𝐅𝐑𝐎𝐌 𝐓𝐇𝐄 𝐒𝐓𝐔𝐃𝐄𝐍𝐓 𝐑𝐄𝐆𝐄𝐍𝐓

In a virtual Board of Regents (BOR) meeting, the student representation manifested its call for a safe, inclusive, and accessible education as we enter this academic year in light of ongoing health and economic crisis.

To quote Student Regent Ghiemer Rodas, "this representation would like to ensure that all of the proposed changes and policies of the university administration are attuned to the real and exigent needs of the students." The aim is to ease their burden and secure their access to free and quality education without aggravating their already difficult conditions.

The BOR tackled some pertinent announcements for the upcoming opening of classes:

1. September 7 marks the start of classes
2. Flexible learning instruction will be applied which includes synchronous and asynchronous methods
3. A simulation class activities will be held before the kick-off of class together with all student organizations
4. COVID health protocols within the premises of the campus and mandatory mass testing of university staff are being implemented

It can be recalled during the height of government-mandated lockdowns how student efforts within the university community were galvanized to initiate an online petition for mass promotion and student rights campaign. This time is no different as we face a more challenging academic year. The CMU Student Council will remain vigilant in its pursuit to not leave any student behind especially in these pressing times.

Saksi ang bawat isa sa mga hinarap nating hamon upang tiyaking walang maiiwan tungo sa inklusibong edukasyon sa gitna ng tumitinding krisis dulot ng pandemya.

Bunga ng kolektibo nating panawagan, naitulak ang CMU Administration na siguraduhing ipapasa ang lahat ng estudyante ngayong ikalawang semestre ng taong pampanuruan subalit, kaakibat nito ang kapos na malasakit para sa tunay nating kalagayan. Matatandaang itinuloy ng administratsyon ang pagpapasa ng mga natitirang pang-akademikong gawain at pinanindigan nito ang pagbibigay ng numerical na marka sa kabila ng mahigpit nating pagtutol.

Ang rekomendasyong ito ay sumisigaw ng matining na pagpapahalaga sa pribilehiyo at tuluyang pagkalimot sa mga estudyanteng walang kakayahang tugunan ang mga rekisito dahil walang sapat na access sa internet. Taliwas din ito sa mahahalagang kalitatibong konsiderayon tulad ng laganap na kawalan ng rekurso at tulong-pinansyal bunga ng makailang-ulit na extension ng lockdown. Lampas pa, isa itong direktang pagtalikod sa hinaing natin batay sa mga inilabas na analisis ng sarbey, petisyon at mga inilathalang pahayag.

Hindi tulad ng mga kalapit nating lungsod na nagpahinto ng klase at namigay ng cash-aid (UCC, NPC at PLM), alinlangan ang ibinigay sa ating mga estudyante dahil sa pangambang makakuha ng mababang marka. Ito ay maaaring mag-tanggal sa kanila sa mga scholarship programs na siyang tangi nilang inaasahan. Hindi na bago sa atin ang naratibo ng mga mag-aaral na taglay ang talino at husay ngunit lubog sa hirap na lalong pinatindi pa nga ng kasalukuyang krisis.

Hindi lang estudyante kundi maging ang mga g**o at non-teaching personnel ay humaharap din sa iisang mukha ng kalagayang panlipunan kaya binitbit din natin sa kampanya ang kanilang sitwasyon dahil sa ilang buwang delayed na sahod. Hindi katanggap-tanggap na ang isang institusyong ibinabandera ang sarili bilang isang mapag-arugang pamilya ay makalimot sa obligasyon nitong tugunan at unahin ang kinakailangan ng kanyang mga kasapi laganap ang kawalan ng trabaho at mapag-kakakitaan.

Sa pinakamatinding sitwasyon nasusukat hindi lang ang integridad ng isang unibersidad kundi maging ang kakayahan ng mga estudyante nito na kumilos at manawagan para sa ikabubuti ng nakararami. Kami mula sa Konseho ay naninindigan hanggang sa huli para sa mass promotion dahil ito ay ang pinakamakataong desisyon upang bigyang-halaga ang kalusugan, kapakanan at kaligtasan ng bawat isa.

Ngayong nahaharap tayo sa hamon ng “new normal” at nakaamba ang mga polisiyang lalong maglulugmok sa ating mga mag-aaral, asahan natin ang pagpapatuloy ng laban tungo sa inklusibo at maka-masang edukasyon.

#𝐌𝐚𝐬𝐬𝐏𝐫𝐨𝐦𝐨𝐭𝐢𝐨𝐧 𝐡𝐢𝐧𝐝𝐢 #𝐌𝐚𝐬𝐬𝐓𝐫𝐞𝐬

Hindi sapat para ipagbunyi ang mga inilabas na memorandum tungkol sa polisiyang ipatutupad para sa ikalawang semestre ngayong taong pampanuruan. Sa katunayan, hindi naging seryoso ang administrasyon para sa pagbibigay ng malasakit sa mga estudyante at tuparin ang kanilang sariling retorikang pangako na walang maiiwan. Maaaring bibigyan ng pasadong marka ang lahat, ngunit kung susuriing mabuti, laganap ang mangyayaring diskriminasyon lalo na sa mga walang kakayahang pataasin pa ang kanilang grado.

Kapag mayroong baseline na 3.0 (tres), maraming estudyante ang pipiliting magpasa ng requirements para umangat pa ang kanilang marka. Madali ito para sa mga may mabilis na internet access at komportableng tahanan pero paano sa mga wala? Paano na ang mga Iskolar na gustong mapanatili ang mga inaasahan nilang scholarship grants ngunit walang kakayahang baguhin ang tres na marka? Dahil numerical ang grade, maisasama ito sa pag-kompyut ng general weighted average (GWA). Paano na ang mga naghahangad ng Latin honors at Dean’s List Award?

Ayon kay Student Regent Giemer Rodas, “Hindi deserve ng mga estudyanteng makakuha ng tres dahil lang sa hindi sila makapagpasa ng academic requirements ngayong pandemic. Lahat naman gustong mag-comply, pero paano kung hindi sila pinahihintulutan ng kondisyon? Sapat na ba iyong dahilan para iwanan sila habang iilang estudyante lang ang umaangat?”

Kung babalikan ang suhestyong inihain ng SSC, non-numerical (P) o PASSED ang marking dapat na ibigay sa mga estudyante nang sa gayon, makakahinga na ng maluwag ang lahat at hindi na para magkumahog pa na tapusin ang tambak na requirements. Ito ay may dalawang opsyon na maaaring ikonsidera ng CMU Admin kung hahayaan lamang nilang magsama ng student representative sa policy-making:

Opsyon 1: Ang non-numerical (P) o PASSED ay hindi isasama sa kompyutasyon ng GWA, retention at sa aplikasyon ng anumang scholarship programs para sa susunod na mga semestre.

Opsyon 2: Temporary lamang ang (P) at magkakaroon ng “option to convert” para gawing numerical grade sa loob ng isang akademikong taon (hanggang April 2021). Kapag natapos ang itinakdang panahon at hindi nagawang makapagpasa ng estudyante, mamarkahan ng (INC) ang kanyang non-numerical (P)

*Ang mga nabanggit na rekomendasyon ay kasalukuyan nang isinusulong sa Pamantasan ng Lungsod ng Maynila, Navotas Polytechnic College, University of the Philippines, Bulacan State University at iba pa.

Sa malapit na hinaharap, isang mapanlabang hamon ang dapat nating paghandaan tulad ng pagbubuo ng mekanismo para sa mabisa, patas at sustenidong blended online learning kung sakaling magpatuloy ang sitwasyon ng kasalukuyang pandemya, ngunit naniniwala ang Konseho na hindi ngayon ang tamang panahon para sa pagkukumahog sa online learning system habang may 36 active COVID cases ang lungsod ng Malabon. Higit sa pag-aaral ay kaligtasan dahil walang tutunguhing hinaharap ang mga estudyante kung lahat ay maiiwan.

We, student councils from schools all over the Philippines, stand firm in our call for the immediate termination of the semester and for the implementation of a mass promotion policy for our respective schools. We strongly condemn in highest terms the memorandum on E-Learning/ Blended Learning Program issued to the college deans by the VP for Academic Affairs amidst the threat of a public health and economic crisis. The CMU Administration under University President Mayor Lenlen Oreta reveals itself to be clearly out of touch with reality.

The said memorandum aims to ensure “continuous engagements with the student academically despite COVID 19 pandemic” wherein students shall be given weekly tasks to comply through online methods. For professors however, they are required to submit program matrix, syllabus, weekly progress report, and rubrics for the computation of grades all to be submitted within a few days. As an effect, the students are pushed to submit and finish case studies and other arduous academic requirements in just two days in order for the instructors to produce output “as basis for recommendation in the computation of (their) salaries” which are currently on-hold during the enhanced community quarantine.

Over the past weeks, the Supreme Student Council together with media, and student organizations committed ourselves in amplifying our clamor. We even submitted a full report with data analysis of the conducted survey, recommendation, and unity statement containing our salient points why it is not only practical, but the most humane way to end the semester and mass promote the students. We also called for the immediate sustenance of benefits for our faculty and staff. In addition, we also requested to include a student representative in the decision-making on the conduct of semester. Despite everything we submitted, we received no response.

The point has always been crystal clear. If universities such as UP, Ateneo, FEU, PLM have managed to implement humane and necessary measures to suspend online modalities and end the semester, why cannot universities with less-privileged students such as CMU do the same?

It is high time for us to stand for the rights and welfare not only for us but for the whole university community as what every “scholar” should do in a time where we are being crippled and blatantly neglected.

In a span of few weeks, we bear witness to the life-threatening struggles brought by the ongoing COVID-19 pandemic. Unfortunately, our students in the university and their families have not been spared from this health crisis as income losses, inadequate supply of food, and shortage of resources arise which have exacerbated their difficult conditions. The utmost priority now is to survive, protect our family, and ensure our sustenance until this emergency ceases. As such, the university is being called upon to act swiftly and decisively on these trying times and ensure to not leave anyone behind.

SUSPEND ALL FORMS OF ONLINE CLASSES AND METHODS

Pushing online learning methods in this pandemic contradicts with our understanding of education which is inclusive, accessible, and a right. It is also worthwhile to note that based on the conducted survey, there are 25 students who do not have access to laptops and mobile phones. They can only access the internet or even ‘Messenger’ by going outside to rent in computer shops. Online modality does not only blatantly neglect the right of the students to access education but unnecessarily exposes them to health risks during a global health crisis. Although we understand the need to push through our learning, we are not being permitted by our conditions to do so. Our students− many of us are part of the poorest of the poor would be excluded in participating online classes due to lack of access to internet connection.
The exigency of the situation requires everyone to reserve their energy and focus them on securing their families’ health, food, and safety. Most of the students are now facing financial constraints, stress, and anxiety brought by the pandemic and they cannot afford to carry more additional burden.

END THE SEMESTER, GIVE ALL STUDENTS A PASSING REMARK AND MASS PROMOTION

Instead of suspending the semester, we should end the semester now and promote all the students. It is also a just and humane policy to give all the students a passing remark (P) and move on to the next academic year where we could think of necessary adjustments in pre-requisite and other academic requirements. The grade ‘P’ should not be included in the computation of their general weighted average. For the graduating students, they shall also be given consideration and reasonable time until April 2021 to finish their thesis or terminal requirements. Mass promotion means that we will let our students to finish their academic year and will be promoted to another year level next enrollment, thus we can achieve our goal of inclusive and accessible education. Hence, all results of activities and quiz during the course of enhanced community quarantine submitted by the students through online should be nullified and void.

It is important to underscore the recent studies (UP COVID-19 Pandemic Response Team (2020, April 13) Modified Community Quarantine beyond April 30: Analysis and Recommendations) which show that it would take time to flatten the curve and our initial recommendation to freeze the semester brings us uncertainty. It is the uncertainty as to when it would be feasible to conduct physical classes. Delaying the semester will only give anxiety to students, things will not go back to normal after the quarantine and it would be difficult for them to comply with backlogs and deliverables because some students may have to look for a job and make a living for their family after the quarantine. Mass promotion will ease the burden of the students and we can achieve our goal of inclusive and accessible education.

ENSURE THE BENEFITS OF OUR FACULTY MEMBERS AND NON-TEACHING PERSONNEL

To stay true to our goal of not leaving anybody behind, we also recommend the continuous sustenance for our teaching and non-teaching staff regardless of their employment status, to provide for their basic needs as difficulty of resources arise in this pandemic.

One-time uploads of handouts and lesson plans can also aid the delivery of instruction during the enhanced community quarantine which can be viewed by the students at their own pace and time without requiring them to submit any tasks. We can also ensure the students’ learning by giving them tutorials and other means during and after the lockdown.

WE MUST TRULY BE A HOME OF CITY SCHOLARS

In these trying times, it is imperative to uphold what the credo of our university really means. “Home of City Scholars”. But how can the students exemplify to be a true scholar if they are being put in a dire situation crippled by methods to exclude them from learning and put their health and safety at risk?
Our students are the sons and daughters of daily wage earners who are contractual in nature with “no work no pay” scheme and whose jobs have been affected by the government-mandated lockdowns. Our students are working from their homes to ensure that their family will survive this crisis. Our students are volunteers who are extending their help and support to the underprivileged in the communities. Our students are frontline workers, crews in fast food chains, security guards risking their lives out there to continue providing services for the masses.

Our students may not be inside the premises of the university but they are learning by observing the world, formulating criticisms, caring for their families, practicing solidarity with the community and it only means that learning never stops. This caliber of learning provides us tools to recognize the society’s transformation and move with it. That is what we call a humanistic education which every scholar deserves.

We would all be grateful if you would consider all of our legitimate calls.

The CMU Supreme Student Council has sent a letter to the Acting-University President, Hon. Antolin Oreta III, containing the results of the conducted survey and the recommendations regarding the conduct of the academic activities.

"Based on the results of the survey, we urge the CMU administration to consider the following recommendations:

𝟭. 𝗦𝘂𝘀𝗽𝗲𝗻𝗱 𝗮𝗹𝗹 𝗳𝗼𝗿𝗺𝘀 𝗼𝗳 𝗼𝗻𝗹𝗶𝗻𝗲 𝗹𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝗺𝗲𝘁𝗵𝗼𝗱𝘀;

In summary, the findings of the survey conclude that:

1. An overwhelming number of students disagree with online learning system but were divided with either suspending or ending the semester;

2. While majority of the respondents have gadgets, they rely on cellular data to access the internet. This would require a certain amount of money to buy load. It is also worthwhile to note that there are 25 students who still do not have access to laptops and mobile phones;

3. Not only financial constraints hinder the students to keep up with online learning, most of them said that their homes are not conducive to such method;

4. There are other matters that the students have to attend to. Majority of them have household chores, family members to be taken care of and some are working to contribute to their family’s income in this time of crisis;

5. In the last question, most of the students demand to consider the extraordinary situation we are in. Their utmost priority now is health and safety and the last thing they could think of is to comply academic requirements"
