I feel sad and with so much dismay, imagining an HR asking that kind of question when it is expected of him/her to be the catalyst of change, the advocate in upholding a safe and healthy working environment, the proponent in educating the employer on areas that is vague to them, the bridge between them (employer-employee) and most of all the protector of the overall welfare of the organization and its employees.

What will happen now, if we HR practitioners could not protect our people, could not uphold values, and could not assure them of a just and fair working environment?
They ask, could a company survive without an HR? Of course, it will!

Across generations, U.S. employee engagement is falling, according to survey data from Gallup, but Gen Z and younger millennials, born in 1989 and after, reported the lowest engagement of all during the first quarter at 31%.
Jim Harter, the chief scientist for Gallup’s workplace and well-being research, said workers’ descriptions of “quiet quitting” align with a large group of survey respondents that he classifies as “not engaged”—those who will show up to work and do the minimum required but not much else. More than half of workers surveyed by Gallup who were born after 1989—54%—fall into this category.
One factor Gallup uses to measure engagement is whether people feel their work has a purpose. Younger employees report that they don’t feel that way, the data show. These are the people who are more likely to work passively and look out for themselves over their employers, Dr. Harter said.

Then, these are not your people. Don't let it happen in your firm. A team is a FAMILY, composed of individuals who co-exist with each other with common goals and interests despite differences, have each other's back, and with an unsaturated mutually beneficial relationship.
Be of a clearer vision and set the fundamental driving forces (core values) as your employee represents your business.
Definitely not the kind of culture that an employer want to develop on his business.
An employees attitude towards work, towards the customers and towards its colleague will determine workplace culture; not the free snacks, over flowing coffee and the aesthetic look of an edifice.
Bullying is not limited to verbal insults, physical attacks and harassment but it is more on the traumatic effect to the person's well being.
