KAAKBAY ng OFW (Ka-OFW) is created to reach out to overseas Filipino workers, to focus on issues that concerned them and propagating financial education, savings & reintegration program. Blas F. Ople Policy Center and Training Institute, Inc., conducted a Training for Paralegal and Psychosocial Support Intervention on June 23, 2023, with the support of the United States Agency for International Development (USAID Philippines) through the Building OFW Networks for Empowerment Grant Agreement between the Partnership for Development Assistance (PDAP Strength CTIP), Inc.
The training aimed to make a difference in the lives of OFWs and their families. The specialized training empowers OFW leaders to handle sensitive cases with confidence and compassion. They will become a vital resource for their fellow OFWs and families, offering psychosocial support and linking them to local and national partners for further intervention.

Ang pangarap ng bawat OFW's advocate na mawakasan ang Labor Export Policy (LEP) ay may liwanag na! Ang DMW ay kasangkapan lamang sa pagkamit ng tagumpay ng "Programang Reintegrasyon", pagpapalakas at pagpapaunlad sa "Proteksyon" ng bawat migranteng manggagawang Pilipino, at harinawa, ang 'panlipunang seg**o' makamit at mai-bigay ng pamahalaan sa sektor ng OFWs.
"DMW Section 2, Declaration of Policies:
The State does not promote overseas employment as a means to economic growth and national development and shall continuously aim to make it a choice and not a necessity. The State shall institute measures that will strengthen the domestic labor market for the effective reintegration of Overseas Filipino Workers."
Sa ugnay nito, nagsimula ang LEP, noong taong1975 batay sa probisyon ng PD442. Na, ang polisi ay di-permanente, na ang layunin ay maging matatag ang peso currency power, habang ipapatupad ang '11 Heavy Industrialization Plan', na, nasa 5-10 years development plan ng bansa (1978-1983~), na, kasangkapan para sa paglika ng lokal na trabaho at maunlad na industriyalisasyon.

Presidential frontrunner and former senator Ferdinand Bongbong Marcos Jr. of Partido Federal ng Pilipinas (PFP) assured overseas Filipino workers (OFWs) of the UniTeamβs commitment to support and facilitate the smooth transition and operationalization of the newly-created Department of Migrant Workers (DMW).
The DMW was enacted into law last December 30, 2021, and is estimated to serve 2.2 million migrant workers based on the 2019 Survey on Overseas Filipinos conducted by the Philippine Statistics Authority (PSA).
In his speech during a town hall meeting held in Marikina City, Marcos said that the creation of the OFW department will enable the government to uplift not just the OFWs but also their families.
βWe need to also look after the families of our OFWs, and provide access to scholarships for their children, affordable housing programs as well as sustainable livelihood programs. The social cost of labor migration must be reduced, while reintegration programs to welcome our returning workers home need to be expanded across all regions,β Marcos said.
The presidential frontrunner under the Partido Federal ng Pilipinas noted that the remittances of overseas workers constitute 8.9% of the countryβs gross domestic product (GDP).
Marcos said the Uniteam BBM-Sara priority remains job creation at home, to keep Filipino families intact but that he respects every Filipino workerβs desire to earn a higher income by going abroad.
βAs a parent, we all aspire to provide the best future for our children. Filipino workers remain in great demand across the globe because of their hard work, integrity, and competence. Our OFWs are the best ambassadors of goodwill that we could ever hope for,β leading presidential candidate said.
One of the most consistent requests from OFWs supporting the UniTeam, according to Marcos, was affordable housing. βRent is eating up a great share of OFW remittances and it is the dream of nearly every OFW to have a home to own after their work contracts are over.β
He said the government can tap the different housing agencies and launch partnerships with the private sector for expanded affordable housing schemes for OFWs.
βLetβs look at how possible tripartite agreements between government through the Pag-IBIG fund, the private sector, and our OFWs for rent-to-own housing programs so that the homes they are renting can eventually be their own,β Marcos added.
