The Federation of Free Workers (FFW) asked President Marcos to order the Toll Regulatory Board (TRB) to scrap its joint memorandum order on such policy with the Department of Transportation and Land Transportation Office that shall take effect on Aug. 31.
FFW president Sonny Matula said the law is discriminatory and could lead to legal consequences.
Matula explained that the memorandum amends existing laws on legal tender and disregards the integrity and reliability of the money system.

The government’s existing laws already allow employees to work on holidays at the discretion of their employers, according to labor lawyer and Federation of Free Workers President Jose Sonny G. Matula.
“Under current laws, employers already have the flexibility to require employees to work on holidays, provided they pay the necessary premium. There is no need… to reduce holidays when mechanisms are already in place to balance the needs of businesses with the rights of workers,” he said in a Viber message.
The government must focus on more pressing “challenges that significantly impact the productivity and well-being of our workforce and deserve immediate attention,” Mr. Matula said.

In a news release, the NAGKAISA Labor Coalition hailed the approval of Cacdac’s ad interim appointment, saying his extensive experience made him “one of the best choices among the cabinet secretaries”.
“Nakasama natin si Sec. Hans sa kalye at sa korte, sa pakikibaka sa loob at labas ng bansa. We believe in his capacity and commitment to protect the rights and promote the welfare of all Overseas Filipino Workers (OFWs) and their families,” said NAGKAISA chairperson Sonny Matula.
Apart from NAGKAISA, other labor groups likewise congratulated Cacdac that includes the Federation of Free Workers, Caucus of Independent Unions, Kapatiran sa Dalawang Gulong and the National Federation of Labor.

“This is madness, and a P10-billion sin, in addition to the initial P20 billion that the government will freely squander,” NAGKAISA said in a statement.
The coalition explained that it is illegal to reallocate funds from programmed appropriations, which are already legislatively approved, to unprogrammed appropriations without the required legislative process.
“This undermines the constitutional authority of Congress over budgetary matters and sets a dangerous precedent for executive overreach,” NAGKAISA added.
The coalition previously sent Marcos a letter requesting him to return the initial P20 billion that was remitted to the national treasury from PhilHealth.
“These funds should remain with PhilHealth, where they are crucial for addressing the health care needs of ordinary Filipinos, especially amid the ongoing challenges in the health care sector,” NAGKAISA chairman Sonny Matula said.
