There have been rising incidences of harassment directed at Filipinos who identify as le***an, gay, bisexual, trans, q***r, and intersex (LGBTQI+). Because the Philippines does not have a national anti-discrimination legislation that explicitly protects against SOGIE (sexual orientation, gender identity, and gender expression)-based discrimination, the burden to address SOGIE-based harassment is left upon the LGBTQI+ community and their allies. This study sought to understand and explore the reasons why Filipinos would or would not intervene in incidences of SOGIE-based harassment. First, bystanders consider the nature of the harassment, threats to bystander safety, and victim’s obvious need for help. Second, although with hesitation, acknowledging the bystander’s shared identity (kapwa) with targets of harassment facilitated intervening.

University of the Philippines Manila Department of Behavioral Sciences and Faculty of Health Policy Studies (Health Social Science)

Statement of Support for the Strike of Transport Groups against the Jeepney Phaseout

We, the faculty members of the UP Manila Department of Behavioral Sciences, believe that development must be rights-based, equitable, inclusive, and accomplished in collaboration with communities. That is, the progress promised by development programs cannot be realized nor sustained without addressing the needs and experiences of those at the margins and putting them at the center. Furthermore, such progress cannot be achieved at the expense of marginalized sectors in Philippine society.

We believe that as part of the State’s duty to uphold and protect the social, economic, and political rights of all Filipinos, the government’s development policies and programs must foreground, integrate, and apply the experiences, knowledge, and practices of marginalized sectors and communities in the creation, deliberation, and implementation of salient development policies and programs.

To that end, we express our solidarity with local transport groups and join the calls against the proposed Jeepney Phaseout. The current Jeepney Phaseout proposal not only fails to consider the perspectives and demands of drivers, operators, and commuters but leaves these sectors with the burden of dealing with the economic demands of the phaseout. Barring maintenance costs, purchasing the “modernized jeepneys” will already cost drivers and operators millions of pesos, which will leave them with little to no choice but to raise transportation fares for commuters.

In its present form, the government’s modernization program stands to introduce more inequities to already marginalized sectors in Philippine society. It not only threatens the place of the Jeepney as a cultural symbol in the country in lieu of “modern”—imported—mini buses but that of the financial stability of working-class Filipinos all over the country. The Jeepney is both a source of income and an accessible mode of transportation for Filipino families, students, and employees alike. Amid the rising costs of goods, the inaccessibility of basic services, and the limitations of the current public transportation system, the prospective impact of this proposed phaseout is concerning.

As such, we stand with local transport groups in their week-long strike beginning today, March 6. We call on the government to reconsider its Jeepney Phaseout and heed the demands of its constituents. Furthermore, we denounce the increasing privatization of public transportation and other social services that continues to marginalize Filipinos and call for the government to enact pro-poor and community-oriented social and development policies. Likewise, we call on our fellow faculty members, students, REPS, and other members of the University to stand with local transport groups and support their demands for more equitable and community-based transportation and development policies and programs.
