𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁 𝘀𝗮 𝗽𝗮𝗴𝗸𝘂𝗵𝗮 𝗻𝗴 𝗱𝗿𝗶𝘃𝗲𝗿'𝘀 𝗹𝗶𝗰𝗲𝗻𝘀𝗲 𝗻𝗮 𝗣𝗲𝗿𝗶𝗼𝗱𝗶𝗰 𝗠𝗲𝗱𝗶𝗰𝗮𝗹 𝗘𝘅𝗮𝗺, 𝗶𝗻𝗮𝗹𝗶𝘀 𝗻𝗮 𝗻𝗴 𝗟𝗧𝗢

HINDI na oobligahin ng Land Transportation Office (LTO) na sumalang sa karagdagang medical examinations ang mga may driver’s license na may bisang lima at sampung taon.

Kasunod ito ng direktiba ni LTO Chief Jay Art Tugade na amyendahan ang LTO Memorandum Circular 2021-2285 o ang Supplemental Implementing Rules and Regulations of Republic Act 10930.

Sa ilalim ng nasabing memorandum, bukod sa regular na medical examination bilang requirement sa aplikasyon ng bago o renewal ng driver’s license, obligado na sumalang sa periodic medical exam (PME) ang nabigyan ng 5-taon at 10-taong validity o bisa ng lisensya ng pagmamaneho.

Sa umiiral na panuntunan, ang periodic medical exam ng indibidwal na may driver’s license na 5-taon ang validity ay ginagawa sa ikatlong taon ng petsa ng kapanganakan mula nang makuha ang lisensya habang tuwing ika-apat at ika-pitong taon ng petsa ng kapanganakan mula ng makuha ang lisensya para sa may 10-year validity.

Ngunit ayon kay LTO Chief Tugade, minabuti ng ahensya na hindi na obligahin ang periodic medical examination batay na rin sa ginawang pag-aaral, mga nakalap na datos at mga konsultasyon.

Lumabas din aniya sa mga datos na ang kabiguan na sumalang sa periodic medical examination ay hindi kabilang sa mga dahilan ng aksidente sa lansangan.

“There’s no empirical data saying that the period medical examination could prevent road crashes,” ayon kay LTO Chief Tugade.

Dahil dito, sa ilalim ng ipatutupad na pag-amyenda ay isang beses na lang ang mandatory medical examination at ito ay tuwing bago makakuha o makapag-renew ng driver’s license.

“For licenses who will be issued a 5-year validity driver’s license and 10-year validity driver’s license, the medical examination shall only be required sixty (60) days prior to or on the specified renewal date,” saad ng memorandum ni LTO Chief Tugade.

Para naman sa mga Pilipinong may driver’s license na nagtatrabaho o nakatira sa ibang bansa, oobligahin ang pagsasalang sa kanila sa medical examination sa loob ng tatlumpung araw mula ng dumating sa Pilipinas bago sila mapayagan na makapagmaneho.

“Kami sa LTO ay naniniwala na ang hakbang na ito ay magdudulot ng bahagyang ginhawa sa publiko dahil bukod sa hindi na sila kailangang gumastos ng paulit-ulit para sa medical examinations, maiiwasan din ang dagdag-abala lalo na sa mga mahahalaga ang oras para sa trabaho. Nasa pagkukusa na lang ngayon ng bawat indibidwal kung nanaisin nilang sumalang sa medical examination,” pahayag pa ni Tugade.

Alinsunod sa Memorandum Circular No. 16 na ipinalabas ng Office of the President, suspendido ang pasok sa trabaho sa lahat ng tanggapan ng Land Transportation Office sa buong bansa simula alas-12:00 ng tanghali bukas, Abril 5.

Gayunman, ang mga opisina ng LTO na nakatutok sa pagmomonitor ng Oplan Semana Santa ay magpapatuloy ng operasyon.

Magbabalik ang normal na operasyon ng ahensya sa Abril 11 (Martes).
