JANUARY 8, 2021: ADVISORY ON THE NEW ENVIRONMENTAL FEE

The new environmental fee will be implemented on February 1, 2021. Pursuant to Municipal Ordinance No. 431, series of 2020, the environmental fee shall be:

Foreign Nationals - P300.00
Local Tourists (but not Aklanon) - P150.00

Aklanons, Returning Aklanons (Balikbayan), as well as their children and granchildren are exempted from Environmental and Admission Fee. Persons under twelve (12) years of age and below are also exempted.

Senior Citizens, Persons with Disabilities (PWDs), and students who are Filipino citizens are eligible for a twenty percent (20%) discount.

Domestic travelers can now avail RT-PCR Test for ₱900

All domestic travelers can now avail of the real-time reverse transcription polymerase chain (RT-PCR) test for only ₱900.

After some local destinations have lifted their travel restrictions due to the COVID-19 pandemic, some cities and provinces would require you to submit a RT-PCR test result prior to entry.

Fret not though because we have everything that you need to know to avail of a cheaper COVID-19 RT-PCR test.

Instead of then ₱1,800, the Department of Tourism (DOT) partnered with the University of the Philippines-Philippine General Hospital (UP-PGH) through the Tourism Promotions Board (TPB) Philippines to subsidize the 50% of the COVID-19 RT-PCR test cost, hence, qualified Filipino tourists will only be paying P900.

How to apply?

1. You must register online at https://www.tpb.gov.ph/rtpcrphtravel/ 5 days before your travel date. You must also indicate a travel destination that is declared open to leisure tourists.

2. You must attach the following supporting documents:

Copy of two (2) valid government-issued IDs
Copy of confirmed hotel booking
Copy of round-trip transportation tickets if applicable (airline/bus/ferry tickets)
3. The Tourism Promotions Board (TPB) shall evaluate the documents and inform you of the status of application within a reasonable time.

4. UP-PGH can only accommodate to conduct 100 COVID-19 RT-PCR tests per day. Thus, applications will be on a first-come, first-served basis.

If your application is approved, you will be receiving an email from UP-PGH with the login credentials for the Client Investigation Form (CIF) (https://cif.pgh.gov.ph) for you to fill-out.
Once your CIF is submitted, UP-PGH will be notifying you of your schedule for swab test.

Note: Walk-in requests shall be strictly denied.
You must be at the testing center of UP-PGH on your confirmed date of swab testing.
Failure to show-up on the scheduled date would forfeit your subsidy.

CEB Refund Update
As of Sept 17, 2020

As many know, the tourism and aviation industries have been among the worst hit by COVID-19 and currently, Cebu Pacific is only able to operate 10% of its pre-COVID network.

Since the start of this pandemic, we have received an unprecedented number of refund requests due to the flight cancellations brought about by the lockdown. Our refund process then was originally not designed to handle this volume of requests, and this resulted in a backlog. We have since then revamped our procedures in order to address this.

To date, we have refunded over PHP 2.4 billion booking cancellations related to COVID-19, equivalent to 50% of refund requests received. We remain committed to our customers to complete pending refunds, and will update them once these have been processed. We are currently halfway through refund requests filed last April.

We understand how challenging this whole situation is, and we sincerely apologize for the delay. We thank our guests for their patience and understanding as we continue to enhance our processes for this to be resolved soonest.

Succesfully refunded P71,793 for a group of client that booked their flights CLARK-CORON-CLARK with PAL. 💕 Looking forward to our future travels with you! Also, thank you for your patience!

Dear Clients,

Even if the government under the approval of IATF, allowed the skeletal operations of travel agencies to do administrative tasks such as refund processing and paying suppliers, we chose to remain closed as suppliers such as the Airlines, Cruise Lines, Hotels, Tour Operators and Travel Consolidators are still closed and/or under limited operation. Some will start processing the refund once the GCQ is lifted and when they start processing it will take more or less 6months.

We, travel agents are also small business owners affected by the pandemic. Though the government gave us permission to operate, the fact remains that INTERNATIONAL and NON-ESSENTIAL (tourism) TRAVELS remains PROHIBITED. We will still not have income to maintain skeletal operations.

Please know, that we are doing our best in coordinating with all the suppliers for your re-bookings and cancelled flights.

We thank our clients who are very understanding in this situation.

Please bear with us and stay safe! Once this is all over, we hope to travel again and experience the culture of other countries and see the beauty of our planet.

ADVISORY FOR TRAVELS AFFECTED BY COVID-19

1. REBOOKING
• Tours - will be subject to the same package rate we quoted to you before the lockdown even if package rates after the lockdown increases due to additional costs shouldered by operators to comply with the guidelines imposed by the government in tourism. This is also to ensure safety of our guests.

• Hotel - we will also apply terms for the tours as long as approval from the owner/management of the hotel is received and there will be no additional charges imposed.

• Airfare - this will be subject to respective guidelines of the airlines.

2. REFUND
• Tours - We still encourage you to postpone and not cancel. This will ensure that we save tourism and economy, as well as, tour guides and tour operators. But if you will insist for a refund, please note that booking fee is not refundable. (Booking fee pertains to staff and administrative expenses incurred during your booking/reservation and during refund period. This will be 5% of reservation fee but not lower than P500.)

• Hotel - Reservation and downpayment made to hotels will be requested for refund if the guests requested for it. However, policies and procedures for this will still depend on the respective hotel.

• Airfare (Refund or Travel Voucher) - this will be subject to respective guidelines of the airlines. Note also that taxes paid to the airlines and booking fee is not refundable.

Why do we offer rebooking/rescheduling/travel fund instead of full refund? Because if we simply give full refund to all our clients affected by COVID19, travel businesses will shutdown because of bankruptcy.

Sample scenario:

1. Accommodation implements no refund policy only rebooking/rescheduling. (Already paid) Sometimes they offer no rebooking at all if promo price was availed. Amount booked 5,500

2. Van transportation already booked slot. (already paid for utilization) Amounting to 3500

This is a sample scenario only.

If we have 10 schedules this week and everyone asks for a refund, we won't be able to cover all the losses due to the policy of the accommodation and van services since no refund will be given on our end. Some operators will not even offer for rebooking since bookings have been arranged ahead of time and may affect other bookings.

Also there's a provision in the terms and condition that no refund will be given once confirmed. Since we already paid almost everything in advance for smooth coordination of tours.

We hope you understand that this is not easy for both the clients and travel agencies. Let us meet half way so we can both survive this crisis. This too shall pass.
