As a National Reference Laboratory for infectious diseases, the Research Institute for Tropical Medicine is mandated to provide External Quality Assessment Scheme (EQAS) to laboratories in the country for bacteriology, TB mycobacteriology, parasitology, transfusion-transmissible infections, and SARS-CoV-2.

An External Quality Assessment Scheme evaluates the performance of participating laboratories by checking the proficiency of the technical staff performing tests and/or assessing the integrity of the entire testing process from sample receipt to releasing of test results.

Participation in EQAS as part of an overall laboratory quality assurance program is required under local regulatory policies for securing a license to operate.

With reference to the advisory released by the Research Institute for Tropical Medicine on 9 October 2023, regarding the cancellation of the NEQAS RITM for the year 2023 for the Bacteriology, Mycobacteriology, Parasitology, and Transfusion Transmissible Infections due to operational and logistical concerns, the Department of Health (Philippines) - HFSRB released DC 2023-0510 for guidance and reference.

In light of this advisory, regulatory officers are hereby notified of the temporary waiving of the NEQAS certificate of participation / certificate of performance requirement issues by the RITM for the said programs. This shall apply to the licensing and monitoring of clinical laboratories and blood service facilities with testing functions in calendar year 2024.
