On August 30, the Local Government Unit of Palapag conducted a Local School Board Meeting at the Palapag Youth Center.

The meeting addressed the following agenda:

- Budget Preparations
- Proposed UEP Branch College
- DepEd Updates
- Teachers' Month Celebration
- Other Matters

The discussion of these agenda was attended by Mayor Florence A. Batula, LGU-Palapag officials and employees, and DepEd personnel, along with school heads from different districts. This fosters a sense of school-community partnership, providing quality and inclusive education to the students of the municipality as the primary stakeholders.

On the first Monday of September, the Municipal Disaster Risk Reduction and Management Office, headed by Mr. Jeremy Alexandre O. Evardone, led the flag-raising ceremony at the Municipal grounds.

After the flag-raising ceremony, a video message from Civil Service Commission Chairperson Atty. Karlo A. B. Nograles was played on-screen in celebration of the 124th Philippine Civil Service Anniversary with the theme, "Transforming Public Service in the Next Decade: Honing Agile and Future-Ready Servant Heroes."

Following the message, SGLG Focal Person Mr. Marlo C. Capacio shared the good news that LGU-Palapag passed the second short-listing for the Seal of Good Local Governance. In line with this, the municipality is scheduled for national validation on September 17. He informed everyone to prepare for the upcoming validation in order to secure the seal for 2024.

Moreover, the flag-raising ceremony was attended by Municipal Mayor Florence A. Batula, along with LGU-Palapag government officials, personnel, and employees.

Tropical Depression Enteng Update

As of 8:00 PM on September 1, 2024, Tropical Depression Enteng is about to make landfall or pass very close to Catanduanes, with maximum sustained winds of 55 km/h and gustiness up to 70 km/h. Enteng is moving northwestward at 15 km/h. Areas under Tropical Cyclone Wind Signal No. 1 are experiencing strong winds, and significant rainfall is expected, especially in Luzon and Visayas regions. The enhanced Southwest Monsoon will also bring heavy rain and strong winds to other parts of the country. Precautions are advised for affected areas.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that heavy to intense rains are expected in areas including Masbate, Sorsogon, ๐—ก๐—ผ๐—ฟ๐˜๐—ต๐—ฒ๐—ฟ๐—ป ๐—ฆ๐—ฎ๐—บ๐—ฎ๐—ฟ, Samar, Eastern Samar, and Biliran. As of early Sunday, the center of "Enteng" was located east of Borongan City, Eastern Samar. It is the fifth tropical cyclone to affect the Philippines this year.

A magnitude 1.9 earthquake occurred near Pambujan, Northern Samar, on August 31, 2024, at 6:27 PM. The earthquake's epicenter was located at 12.84ยฐN, 124.69ยฐE, approximately 39 km north-northwest of Pambujan. It had a depth of 25 km below the surface.

This seismic event was relatively minor, with a low magnitude, and typically, such earthquakes do not cause significant damage. The Philippine Institute of Volcanology and Seismology (PHIVOLCS) reported that these minor tremors are part of the region's normal seismic activity, given the Philippines' location on the Pacific Ring of Fire. There have been no reports of injuries or structural damage, but residents are advised to remain cautious and prepared for any potential aftershocks.

A magnitude 3.1 earthquake struck Pambujan, Northern Samar, this afternoon at 2:31 PM. The Philippine Institute of Volcanology and Seismology (Phivolcs) reported that the quake was tectonic in origin, which means it was caused by the sudden movement along fault lines or plate boundaries. Fortunately, no significant damage or casualties have been reported. This quake was one of several minor tremors recorded in the region recently, which Phivolcs suggests can help release built-up energy and potentially prevent stronger earthquakes in the future.

This significant event were attended by stakeholders and health professionals to discuss and strategize on enhancing the health referral systems to improve healthcare delivery and accessibility in the region.

Prominent figures in attendance included Mr. Kim Eunsub, the National Director of KOICA and World Vision Philippines, who has been instrumental in advocating for improved health systems in the region. The Department of Health of Northern Samar Office represented by Dr. Rommel Francisco, who shared valuable insights on the current state of health referrals and potential areas for improvement. Also present were Dr. Valera and Dr. Otep Estanislao from the Northern Samar Provincial Hospital (NSPH), who provided critical perspectives from the frontline of healthcare services.

Representing the local government unit of Palapag were Hon. Florence Fawa A. Batula, Municipal Mayor, Hon. Nizza M. 28 August 2024: To ensure the government's support for the improvement of the overall well-being of the elderly, the Office of the Senior Citizens Affairs (OSCA), headed by Ms. Lilia G. Pabunan, organized the monthly meeting of the Federation of Senior Citizens Affairs of Palapag, Northern Samar (FSCAPNS) at the OSCA Building, Barangay Laniwan, Palapag, Northern Samar.

The meeting addressed the following agenda:

These matters were discussed to bring all members together, shedding light on the programs and projects aimed at improving the welfare of the elderly.

27 August 2024: The Municipal Planning and Development Office (MPDO) of LGU-Palapag, facilitated by Mrs. Lucille B. Gajutos-Galoy, MDC Secretary and MPDC, spearheaded the 3rd Quarter 2024 Municipal Development Council (MDC) meeting at the Youth Center, Palapag, Northern Samar.

Municipal Mayor and MDC Chairperson, Hon. Florence A. Batula, graced the meeting, which facilitated lively discussions on the following agenda:

- Supplemental Annual Investment Program (AIP) for FY 2025
- Local Youth Development Plan for CY 2025 - 2027
- Tourism, Culture, and the Arts Development Plan for CY 2024 - 2025

The MDC meeting highlighted an in-depth discussion of sectoral issues and concerns, providing a platform to strengthen local government projects and programs for fiscal year 2025. This ensures the effective implementation of solutions to specific problems in the municipality.

Moreover, the meeting was attended by various stakeholders who actively participated in the planning for the municipality's progress and development.

THE SOURCE || Rodelio D. Candor, Accreditation Officer of the National Commission for Culture and the Arts (NCCA) said that being in Northern Samar to provide NCCA assistance is truly heartwarming.

Despite the distance between the areas that the NCCA visited, he observed that the local artists' willingness to further develop their artistic skills in culture and the arts is evident.

He made the observation after he and Mr. Mark Gregor P. Dela Cruz (Acting Head, PMD Cultural Dissemination Section) provided orientation to the teachers of Catarman National High School's (CNHS) Special Program for the Arts (SPA); the elementary pupil-artists in Brgy. San Jose of Lavezares, the Lead Excellence in the Arts for the Dreamers (LEAD), and the local artists of Silvino Lubos and Palapag was a great honor for the visiting NCCA officers.

He also pointed out his experience of presenting accreditation assistance before the joint councils meeting of the province. All these happened during NCCA's visit to Northern Samar on August 19-20, 2024.

As part of its mandate, NCCA provides assistance to non-government organizations, indigenous peopleโ€™s organizations, individuals, LGUs and government agencies through the NCCA Competitive Grants Program for the development, protection, preservation, and dissemination of Philippine arts and culture, to contribute significantly to the Filipinoโ€™s cultural legacy.
