The DTI-BPS serves as the National Standards Body (NSB) of the Philippines.
The Philippines, through the Department of Trade and Industry - Bureau of Philippine Standards (DTI-BPS), is the Vice-Chair to the 12th Meeting of the ASEAN Consultative Committee for Standards and Quality - Digital Trade Standards and Conformance Working Group (ACCSQ-DTSCWG). The meeting was Vice-Chaired by BPS Assistant Director Ferdinand L. Manfoste and was held virtually via Microsoft Teams on 4-5 April 2024.
The Philippine Delegation consisted of Engr. Avelino T. Molina Jr., Senior Trade Industry Development Specialist and Mr. Edgardo del Rosario, Trade Industry Development Specialist from the BPS-Standards Development Division.
The DTSCWG was established under the ACCSQ last March 2020 to exchange information on standards, regulations, procedures, policies, best practices, technical requirements, and governance and identify areas for harmonization; engage industry, relevant regulatory institutions, private sector organizations, and ASEAN sectoral bodies; and develop and implement the ACCSQ work programme.
The meeting discussed the Indicative Work Plan (IWP) of the DTSCWG; including its priority areas, and the DTS Roadmap. The DTSCWG Members also met with its Dialogue Partners from Australia, the U.S., and United Kingdom.

PNS ISO 29992:2023 – Assessment of outcomes of learning services - Guidance (ISO published 2018)
PNS ISO 29994:2023 – Education and learning services Requirements for distance learning (ISO published 2021)
PNS ISO 29995:2023 – Education and learning services Vocabulary (ISO published 2021)
These standards provide the following:
− guidance on the planning, development, implementation and review of assessments of the outcomes [knowledge, competence, performance] of learning services;
− requirements for distance learning services not specified in ISO 29993; and
− reference for standards users and developers, as well as to facilitate communication and common understanding of the terms within the field of education and learning services and the scope of ISO/TC 232.
The DTI-BPS is the National Standards Body authorized to promulgate PNS. Conformance to PNS requirements is voluntary and may be used as reference by interested parties unless a regulatory authority uses the PNS as reference in the technical regulation for a specific product or service where conformance to PNS or parts thereof becomes mandatory.

− fundamental requirements for unglazed spectacle frames designed for use with all prescription lenses;
− terms relating to ophthalmic optics, specifically to blanks, finished spectacle lenses and fitting purposes;

− requirements and test methods for mounted spectacle lenses relative to the prescription order.

Last 18 March 2024, the DTI Bureau of Philippine Standards (BPS) conducted a webinar on Certification of Fire Extinguishers using Zoom Teleconferencing and FB Live. The purpose of the webinar is to increase the understanding of the public of the crucial role of fire extinguisher certification and to impart practical steps to ensure compliance to BPS requirements.
Mr. Jared Izaak P. Valencia, RChT, discussed the Fire Classes, Ozone Depleting Substances, Fire Ratings, and Reference Standards, and other relevant information necessary to ensure compliance and efficacy in fire safety protocols. He also enumerated and differentiated the clean extinguishing agents and explained the significance of markings and use of code symbols for compliance to regulatory standards.
Ms. Jaclyn Vanessa Macapagal, RCh, head of Chemical, Consumer and Other Products Section of BPS-Standards Conformity Division, participated as a panelist in the webinar's open forum along with the main speaker. They addressed various questions and provided clarifications.
The webinar, moderated by Engr. Earah Llou Loyzaga from the BPS Standards Conformity Division, had 471 participants on Zoom and FB Live.
LAST WEEK. The DTI-Bureau of Philippine Standards, led by Director Neil Catajay, conducted a meeting with the UL Standards and Engagement (ULSE), led by Regional Director Kolin Low, to evaluate the outcomes of the series of activities hosted under the BPS-ULSE 2nd Joint Conference this year which covers the Decorative Lantern Industry Conference hosted on March 13, 2024 in the City of San Fernando, Pampanga, and the BPS-ULSE Stakeholder Engagement Workshop hosted on March 14, 2024 in Makati City.
Discussions primarily centered around the potential incorporation of UL standards as Philippine National Standards (PNS). Additionally, talks revolved around collaboration with local government units and the UL Technical Committees (UL TCs) to address specific local interests and expertise. The meeting also emphasized strategic planning for future collaborative projects, highlighting the dedication to nurturing continuous cooperation between BPS and ULSE.

YESTERDAY. The DTI Bureau of Philippine Standards (DTI-BPS), through Engr. Sarah Jane Arella, Head of the BPS-Standards Mainstreaming Division (SMD) Promotion Section, served as a resource speaker during the Annual Election, Awarding, and Turn Over Ceremony held at the Institute of Electronics and Communications Engineers of the Philippines - Pampanga Student Chapter, at Colegio de Sebastian-Pampanga.
Engr. Arella discussed the bureau’s mandate, programs, and services relevant to standards development, mainstreaming, product certification, and testing.
The event was attended by 100 engineering professors and students from Holy Angel University, Angeles University Foundation, System Plus College Foundation, Colegio de Sebastian-Pampanga, and Don Honorio Ventura State University.
YESTERDAY. the DTI-Bureau of Philippine Standards (DTI-BPS), in collaboration with UL Standards and Engagement (ULSE), hosted the Stakeholder Engagement Workshop of BPS-ULSE Conference 2024 with the theme "Lights and Lanterns: Shining Safely to the World" at the DTI Main Office.

I believe that together, we can develop and improve standards for the benefit of our countrymen and the world. The first session of the workshop elaborated on the UL Standards by Principal Engineer Fred Reyes of Special Protection Devices, Energy & Industrial Automation of UL Solutions; Updates from BPS and ULSE on collaborations by Ma. Sholly Louie Rose Mabango; Meet the ULSE Program Team, introducing the program team and sharing her day in the life of a ULSE program head and project manager by Program Director Deb Prince of Autonomy & Robots for UL Standards & Engagement.
The afternoon session started with the continuation of Deb Prince's Recap of the UL Standards development process and UL CSDS; Experience as a ULSE TC member by Neo Hsiao, Engineering Manager for UL Solutions; Sharing by selected BPS TC members on opportunities for collaboration by Conrado Binondo, Janssen Esguerra, Silverio Navarro Jr; and a breakout session on mapping the priorities for deep ULSE-BPS collaboration.
For her message, Assistant Secretary and Supervising Head of Consumer Protection Group (CPG) Atty. Amanda Marie F. Nograles expressed her gratitude to the Institute of Integrated Electrical Engineers of the Philippines (IIEE) and the technical committee for pouring their efforts into standards development, as well as the collaboration of DTI-BPS and ULSE in making the event possible.
The workshop, moderated by Mr. Kolin Low, Regional Director of UL Standards and Engagement (ULSE), was attended by 62 participants.

The DTI-Bureau of Philippine Standards (DTI-BPS), in collaboration with UL Standards and Engagement (ULSE), DTI-Region 3, DTI Pampanga, and the LGU of the City of San Fernando, hosted the BPS-ULSE Conference 2024 with the theme, “Lights and Lanterns: Shining Safely to the World” at LausGroup Event Centre in San Fernando, Pampanga.
“We have already brought our parols to 6 out of 7 continents in the world. We thank the DTI, Sec. Alfredo Pascual, and the UL Standards and Engagement for making this conference possible as activities such as this enrich our lantern makers and business owners with knowledge and expertise that are invaluable to growing the decorative lantern industry not only in number but most especially in quality”, said San Fernando City Mayor Vilma Caluag in her keynote message.
The morning session focused on the U.S. Consumer Product Safety Commission (CPSC) and current regulatory frameworks for decorative lighting products by Ms. Carolyn Manley, International Program Manager, and Mr. James Ensor, Compliance Officer of US-CPSC Southeast Asia; overview of Christmas Lantern Industry by Ms. Ma. Lourdes Carmella Jade Pangilinan, Head of City Tourism and Investment Promotions Office (CTIPO); DTI Programs and Policies affecting MSMEs by Provincial Director Elenita Ordonio of DTI-Pampanga; and introduction of UL Standards Program and How UL 588 Standard Lights Up Festive Seasons with Peace of Mind in Over a Century by Program Director Deb Prince of ULSE-Autonomy & Robots.
The afternoon session focused on the technical presentation UL 588 on supply chain requirements and trends of development by Engineering Manager Neo Hsiao of UL Solutions; sharing by Parol manufacturers on the opportunities and challenges by Mr. Roland Quiambao, owner of Rolrens Lantern Making and Gen. Merch, Ms. Daisy Flores, owner of Smiling Star Enterprise, and Mr. Kevin Chen, General Manager of Bojie Manufacturing Corporation; and open forum.
For his closing remarks, BPS Director Neil Catajay shared his key takeaways from the discussions of all speakers and sharing of lantern manufacturers. He underscored that the standardization of decorative lanterns serves for the benefit of manufacturers and business owners as standardization ensures and enhances market competition, establishes trust, and stabilizes supply to market demands both locally and internationally.
The conference, which was moderated by and Mr. Joseph Pineda of DTI-Pampanga and Ms. Mary Ann Natividad of ULSE, was attended by 157 participants from different public and private sectors.

These standards give the definition for the term extender and specify test methods that are required for most of the subsequent parts of ISO 3262. They also specify requirements and corresponding methods of test for the following:

− precipitated calcium carbonate;
− dolomite;
− natural clay;
− calcined clay; and
− muscovite-type mica.
Adoption of international standards as PNS is in line with good standardization practice and is consistent with the Philippines’ commitment to the World Trade Organization Technical Barriers to Trade agreement

These standards deal with the safety of
the following appliances:

household and similar purposes that have a capacity not exceeding 10 kg of dry cloth and a drum peripheral speed not exceeding 50 m/s, their rated voltages being not more than 250 V for single-phase appliances and 480 V for other appliances
including direct current (DC) supplied appliances and battery-operated appliances;
electric stationary circulation pumps for house-hold and similar purposes intended for use in heating systems or service water systems, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances including direct current (DC) supplied appliances;
− electric whirlpool baths for indoor use and whirlpool spas, for household and similar use, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances, including direct current (DC) supplied appliances and battery-operated appliances;
− electric air-cleaning appliances for household and similar purposes, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances including direct current (DC) supplied appliances and battery-operated
appliances;
− electric drives for garage doors for residential use that open and close in a vertical direction, the rated voltage of the drives being not more than 250 V for single-phase appliances and 480 V for other appliances;
− electric drives for shutters, blinds and awnings, intended for household and similar purposes, their rated voltage being not more than 250 V for single-phase drives
and 480 V for other drives, including direct current (DC) supplied appliances and battery-operated appliances;
− electric humidifiers for household and similar use, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances,
including direct current (DC) supplied appliances and battery-operated appliances;
− electric drives for horizontally and vertically moving gates, doors, garage doors and windows for household and similar purposes, their rated voltage being not more
than 250 V for single-phase drives and 600 V for other drives including direct current (DC) supplied appliances and battery-operated appliances;
− UV radiation water treatment appliances for household and similar use, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances including direct current (DC) supplied appliances and battery-operated appliances; and
− electrically operated commercial washing machines, their rated voltage being not more than 250 V for single phase and 480 V for other
appliances.

Understanding ePing
- ePing is an online alert system provided by the World Trade Organization (WTO) that plays a significant role in facilitating global trade by enhancing transparency and providing timely information about changes in international standards and regulations.
The DTI-Bureau of Philippine Standards (DTI-BPS), in collaboration with UL Standards and Engagement (ULSE), is inviting the parol industry to join the upcoming BPS-ULSE Conference 2024 with the theme “Lights and Lanterns: Shining Safely to the World”.
The event will be held on 13 March 2024 at the LausGroup Center, San Fernando City, Pampanga and is open for parol industry located in Pampanga and nearby provinces.
Organized by BPS and ULSE in collaboration with DTI Region 3, DTI-Pampanga Provincial Office and LGU of City of San Fernando, Pampanga; this conference aims to facilitate an informative awareness forum focusing on government initiatives and policies related to MSMEs, particularly on the Parol industry, and exploring UL standards and US regulatory frameworks.
It also aims to promote the importance of standards as a means to raise product quality, ensure safety, strengthen global competitiveness, and align with both local and international market regulations.

The DTI-Bureau of Philippine Standards (DTI-BPS) participated in the 37th Joint Sectoral Committee on Electrical and Electronic Equipment (JSC EEE) held last 5-6 March 2024 via Microsoft Teams.
The Philippine Delegation consisted of BPS-Standards Conformity Division (SCD) Chief, Engr. Leah Ann Arella and SCD-Electrical Products Section Head, Engr. Von Villaruel.
The two-day meeting discussed the implementation of the ASEAN Sectoral Mutual Recognition Arrangement for Electrical and Electronic Equipment (ASEAN EE MRA) and ASEAN Harmonized EEE Regulatory Regime (AHEEERR), and implementation of the essential requirements on environment and EMC of AHEEERR.
