PDP Laban Denounces Charter Change Shenanigans:
“Enough Political Masochism”

The Partido Demokratiko Pilipino Lakas ng Bayan (PDP Laban) today unleashed a fiery salvo against the alleged manipulation and vote-buying plaguing the charter change campaign, declaring, "Enough is enough! We won't be hoodwinked again!"

"PDP Laban will not tolerate this blatant attempt to bypass the bicameral system and silence the Senate's voice," said Atty. Lutgardo Barbo, Vice Chairman of PDP Laban. "This reeking stench of corruption is not just about charter change; it's about protecting the very lifeblood of our democracy – transparency, accountability, and the equal voice of every Filipino."

PDP Laban demands nothing less than a thorough investigation from the Commission on Elections (COMELEC) and urges Filipinos to rise above the din of manipulation. "Let us not drown out the voices of reason and accountability," Barbo implored. "We call on all Filipinos to reject this toxic brew of political sleaze and defend the integrity of our Constitution. PDP Laban stands resolute in its commitment to transparency and inclusivity in any future discussions regarding the Constitution. We will not be silent, and we will not be swayed by empty promises and cheap bribes."

Barbo's scathing rebuke echoes PDP Laban's outrage at reports of mayors allegedly bribed with P100 per signature for a people's initiative aimed at weakening the Senate's role in the Constitution's revision. This brazen disregard for due process, Barbo asserts, exposes a desperate ploy to erode the bicameral system, a crucial safeguard against hasty and ill-conceived alterations to the nation's Constitution.

"Haven't we endured enough political masochism?" Barbo demanded. "Have we forgotten the bitter taste of being deceived by power-hungry, self-serving leaders? We refuse to be their pawns in this twisted game. The Filipino people deserve better!"

Senate Minority Leader Aquilino "Koko" Pimentel III praised the Department of Foreign Affairs (DFA) for not dipping its hands into the controversial confidential and intelligence funds (CIF).

In the agency’s budget hearing on Tuesday, Pimentel asked Foreign Affairs Enrique A. Manalo if his department had requested confidential funds, to which the country’s top diplomat answered “no.”

In a separate statement, Pimentel, who advocates the removal of CIFs in the national budget, commended the DFA, saying that “all agencies should emulate DFA.”

This praise comes amidst a growing public outcry concerning the proposed allocation of P10.14 billion to CIFs in the national budget. A substantial portion of this allocation—P4.5 billion—is earmarked for the Office of the President, with P500 million for the Office of the Vice President, and P1.7 billion for the Department of National Defense, among others.

According to Pimentel, other agencies should follow DFA’s stance as he lamented how several civilian agencies are dipping their hands into the confidential funds.

“The DFA, under Secretary Manalo, is a model of fiscal integrity. I hope I could say the same for the other agencies with the executive branch,” Pimentel said.

“Ang CIFs ngayon parang kabute, kung saan-saan tumutubo. Kailangan nating alisin sa budget ang mga CIF na hindi kailangan at hindi nararapat. We need to purge the budget of unwarranted CIF allocations.” Pimentel said.

PDP LABAN URGES COMELEC TO HALT POLITICAL MEDDLING IN BARANGAY ELECTIONS

The original members of the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP Laban) condemns the rampant politicking that has marred the forthcoming barangay elections in the Philippines. In an open appeal to the Commission on Elections (COMELEC), PDP Laban, led by its Chairman, Senate Minority Leader Senator Aquilino "Koko" Pimentel III calls for immediate action to put an end to this detrimental practice.

Barangay elections, slated for October 2023, have unfortunately become a breeding ground for political interference. Local government officials, ranging from Congressmen to Governors and Mayors, have shamelessly endorsed and funded specific candidates to further their personal political strategies. This egregious intrusion compromises the integrity of the electoral process and undermines the spirit of non-partisanship at the barangay level.

"The infiltration of local politicians into the barangay elections dilutes the autonomy of these local government units and hampers their ability to govern effectively," stated Atty. Lutgardo Barbo, Vice Chairman and Executive Vice President of PDP Laban. "We must restore the true purpose of the Barangay, which is to prioritize the welfare of the community above political agendas."

PDP Laban firmly denounces this reprehensible practice, which we refer to as "political prostitution." The party believes that the COMELEC must play a vital role in safeguarding the sanctity of the electoral process. "It is imperative for the COMELEC to issue clear resolutions and guidelines that unequivocally prohibit political interference by politicians in the barangay elections," emphasized Dr. Manuel Jaudian, Acting Secretary-General of PDP Laban. "By doing so, we can restore faith in our democratic process and ensure that genuine community representation prevails."

The implementation of stringent COMELEC guidelines to disqualify candidates engaged in partisan activities will pave the way for new leaders at the barangay level who are honest and committed to serving. Many well-meaning individuals who aspire to serve the community are discouraged from participating due to the political meddling driven by personal ambitions.

"PDP Laban aims to restore the concept of popular elections, where the will of the people prevails," said Senator Aquilino "Koko" Pimentel III, Chairman of PDP Laban. "We must move away from the political auction mentality, where the highest bidder emerges as the victor. Upholding principles of fairness, integrity, and genuine community representation is crucial in restoring faith in our democratic processes."

As a party committed to democratic values and the empowerment of communities, PDP Laban, with Vice Chairman Atty. Lutgardo Barbo and Acting Secretary-General Dr. Manuel Jaudian leading the charge, stands united in its appeal to the COMELEC. The interests of the Filipino people must be prioritized over narrow political agendas. PDP Laban urges the COMELEC to act swiftly and decisively to rectify this grave matter and restore the democratic spirit that defines our nation.

PDP Laban reiterates its readiness to support the COMELEC's endeavors and pledges its unwavering commitment to fostering a truly non-partisan and democratic barangay election process. Together, let us uphold the principles of fairness, integrity, and community representation in our beloved nation.

*PDP Laban to SEA Games-bound Athletes: “You are living role models worthy to be emulated.”*

PDP Laban expresses its support and best wishes for the Filipino athletes who are set to compete in the 32nd Southeast Asian Games, which will be held in Cambodia next month.

Party President and former Senator Emmanuel “Manny” D. Pacquiao, regarded as one of the world’s best athletes in history, pays tribute to members of Team Philippines.

“The journey I took as an athlete, just like what you are taking now, has not been easy and will never be easy. You invested time and sacrificed comfort to be our nation’s representatives. A lot of you even trained away from family. But know at the end of the day, this is all worth it.”

PDP Laban Chairman and Senate Minority Leader Senator Aquilino “Koko” Pimentel III adds, “You are living role models worthy to be emulated. Now as you face ASEAN’s best, hold your head up high and be proud of the flag stitched on your jerseys and jackets.”

Executive Vice President and former Governor Lutgardo Barbo, calls on the government and sporting officials to ensure that funds intended for athletes are properly utilized.

“We are second in ASEAN in terms of population, but we only placed fourth in the last Games in Vietnam. Let us provide our youth the best environment to excel, so that the Philippines will regain its rightful place in the podium by the time we host again in a decade’s time.”

PDP LABAN meets with High-level delegation from China's ruling party

Manila, Philippines - PDP LABAN Chairman Senate Minority Floor leader Senator Aquilino "Koko" Pimentel III today met with Hon. Peng Xiubin, Director-General of the Asian Bureau of the International Department of the Communist Party of China (IDCPC) to discuss the strengthening of bilateral relations between Philippines and China through party-to-party and people-to-people exchanges between the two countries. Pimentel was accompanied by his wife, Mrs. Kathryna Yu-Pimentel, PDP Laban Executive Director Ron Munsayac, and the Party Chairman's Economic Adviser Mr. Clarence Rivera.

They discussed China’s record of uplifting 800 million Chinese out of poverty. Both parties believe that lessons can be learned from China's experience which can help the 20 million Filipinos below the poverty line overcome poverty.

Senator Pimentel stated his opposition to putting up foreign military bases in the Philippines, even temporary ones, and stressed that Philippine territory should not be used for any offensive military purpose.

The PDP Laban and the CPC agreed that the issue about the South China Sea/West Philippine Sea is not the sum total of the bilateral relationship between the Philippines and China. There are many other areas where both countries can cooperate and improve their relationship further.

Both parties further agreed that dialogue should be the priority means of settling disputes and emphasized the importance of productive and result-oriented discussions. The PDP LABAN and IDCPC remain dedicated to strengthening their longstanding friendship and enhancing party-to-party and people-to-people exchanges.

In a statement, the Senate Minority Leader and PDP LABAN Chairman expressed his appreciation for the lasting friendship from the CPC and reiterated his commitment to working towards stronger ties between the Philippines and China. "We value our friendship with the Communist Party of China, and we will continue to work together to enhance the lives of our people and contribute to the stability and progress of our region," he said.

The PDP LABAN and CPC expressed their optimism that their discussions will lead to more productive and meaningful cooperation between the two countries.
