The Digital Workforce and PSF FIRe Skills Week Celebration's last day focused on future-proofing the Filipino workforce with insightful talks and panel discussions. Jennifer C. Santos, Owner of Bright Minds International - Preschool and Tutorials, delivered a compelling talk on the importance of the Philippine Skills Framework (PSF). She emphasized how the PSF aligns skills with industry needs and promotes continuous learning, ensuring that workers remain relevant and competitive.
Following this, a panel discussion on emerging skills and workforce trends took place. Panelists included Ms. Alexandra Leesayne Alcantara, MBA, an HR Specialist, and Mr. Jayvie O. Guballo, MBA-HR, a Faculty Researcher. They discussed the importance of digital literacy, data analysis, and soft skills such as critical thinking and emotional intelligence. The conversation also covered the growing trend of remote work and the need for flexibility and independence in modern job roles.
The day concluded with a DICT Talk by Mr. Sherwin Pelayo, Executive Director of the Analytics & Artificial Intelligence Association of the Philippines. He focused on the PSF’s application in analytics and AI, stressing the importance of these fields in maintaining global competitiveness. Mr. Pelayo highlighted how the framework helps develop the necessary skills to leverage data and artificial intelligence effectively.

The Digital Workforce and Philippine Skills Framework (PSF) Fourth Industrial Revolution (FIRe) Skills Week's afternoon session today offered a deep dive into effective talent management and the practical application of the PSF in organizations. This session featured insightful presentations from Kevin Nera of the Philippine Society for Talent Development and Jayvie O. Guballo, MBA-HR, DBA, CHRP.
Kevin Nera led the first session on "Attracting, Developing, and Retaining Talents." He began by addressing current challenges in talent acquisition, emphasizing the importance of innovative approaches. Nera explained how the PSF can be instrumental in this process, highlighting strategies for attracting, developing, and retaining talent. He also demonstrated mind mapping techniques to effectively use the PSF in talent management.
Nera then shared best practices for talent acquisition and retention, stressing the creation of a supportive and inclusive work environment, offering competitive compensation and benefits, and providing opportunities for growth and development. These strategies are essential for building a loyal and capable workforce.
In the second session, Jayvie O. Guballo focused on "Unlocking Talent Potential: Applying the Philippine Skills Framework in your Organization." The objective was to help enterprises appreciate and implement the PSF effectively. Guballo began with techniques and tools for assessing current skill levels and future needs, discussing the importance of identifying skills gaps through skills matrices, competency frameworks, and various assessment tools like SkillSurvey and LinkedIn Skills Assessment.
Guballo also presented case studies showcasing successful gap analyses. One case study featured a company that implemented a new tool for skills assessment, leading to more targeted training programs. Another highlighted the use of skills matrices to identify training needs, resulting in enhanced employee performance.
The afternoon sessions of the FIRe Skills Week provided participants with valuable insights and practical tools to enhance their talent management strategies and effectively apply the Philippine Skills Framework in their organizations, preparing them for the evolving demands of the Fourth Industrial Revolution.
In a festive celebration, the Digital Workforce and Philippine Skills Framework (PSF) Fourth Industrial Revolution (FIRe) Skills Week with the theme "Embracing Change, Empowering People" officially opened today, June 19. This three-day event, aimed at bolstering the country's workforce capabilities amidst the rapid technological advancements of the fourth industrial revolution, commenced with a series of inspiring speeches from key government leaders.
Philippine Trade Training Center - Global MSME Academy OIC Deputy Executive Director Fe Avila warmly welcomed attendees, emphasizing the inclusive nature of the PSF. "Whether you’re a student, enthusiastic to chart your career path, an entrepreneur seeking to optimize your workforce, an HR professional navigating the evolving landscape of talents, an academician shaping the minds of tomorrow, or a government employee dedicated to public service, we believe that the Philippine Skills Framework has something valuable to offer each and every one of you," she stated.
In his keynote address, Secretary Alfredo E. Pascual of the DTI Philippines underscored the strategic alignment between skills development and job requirements in priority industries. "We are focused on ensuring that skills development is closely aligned with job requirements across priority industries. We also support continuous skills upgrading to enhance the quality of work and boost overall productivity in various sectors. This alignment is crucial for fostering a dynamic and resilient economy where businesses and individuals can thrive," he said. Secretary Pascual reinforced the necessity of a skilled workforce in maintaining economic vitality and competitiveness.
Secretary Bienvenido Laguesma, represented by Ms. Grace Baldoza of Bureau of Local Employment of the Department of Labor and Employment - DOLE, highlighted the critical role of lifelong learning in workforce development. "We, together with the PSF Council and the DWCA IAC, underscore the utmost importance of lifelong learning as it promotes personal development, professional advancement, and adaptability in a constantly changing workforce. This enables individuals to continuously learn new knowledge and skills, which leads to increased opportunities, fulfillment, and resilience in their ability to overcome challenges and changes," he remarked. Secretary Laguesma also reiterated the Department's commitment to policy research and collaboration with digital labor market intermediaries to ensure accessible employment opportunities through digital platforms.
Executive Director Nelly Nita N. Dillera of the Philippine Trade Training Center - Global MSME Academy reflected on the evolution and impact of the PSF. "As we move forward, the PSF continues to adapt and expand, ensuring that the Filipino workforce remains competitive and future-ready. The Philippine Skills Framework is a testament to what can be achieved when the government, industry, and educational institutions work together towards a common goal," she said.
The opening ceremonies set a promising stage for the rest of the FIRe Skills Week, which will feature a range of activities including learning sessions, panel discussions, and a job fair set to happen on Friday, June 21. These activities aim to equip participants with the knowledge and skills necessary to navigate the complexities of the modern workforce and to thrive in an increasingly digital world.

The Philippine Association of Colleges and Universities (PACU) held its 6th LAMP Summit: Lifelong Learning Pathways with the theme "Revolutionizing Education through Microcredentials and Digital Badges." This event took place at the auditorium of the University of Perpetual Help Las Piñas campus.
The morning discussion laid the foundation for the event's topics. PTTC-GMEA Executive Director, Nelly Nita Dillera, presented the Philippine Skills Framework (PSF) to attentive PACU members. This was further spotlighted by Dr. Reynaldo Vea of iPeople and former CHED TWG member on lifelong learning, who discussed the relationship between PSF and the Philippine Qualification Framework (PQF).
There were also updates on the PQF levels and pathways between TESDA's TVET and higher education presented by Assistant Executive Director Redilyn Agub of TESDA-QSO. The relevance of continuous learning and the need to incorporate such development in career progression were discussed by Commissioner Dr. Jose Cuerto of the PRC.
The afternoon session started with showcasing different frameworks from Europe, Singapore, and Indonesia, validating that we are on the right path for developing the PSF.
This was followed by a discussion on microcredentialing. Although it is not yet official, the session highlighted how companies can use microcredentials to track personnel development, as shared by a representative of Entomo. The ongoing development of microcredentialing through open distance learning and creating rapid, traceable, portable, and relevant programs that can be incorporated into existing academic studies was presented by Professor Joanne Serrano of UPOU.
Lastly, the Chancellor of Philippine Women's College of Davao shared their journey of integrating TVET into their academic offerings. He encouraged participants to face challenges and not just accept the easy "it can't be done." He emphasized that "it may be a lot of work, but by thinking outside the box, it can be done," citing PWC's successful attainment of scholarships from TESDA as proof.
To cap this, the session added new information about our ROAD journey and highlighted the satisfaction of hearing others start mentioning PSF.
IN MEMORIAM
It is with a heavy heart that we share the news of the passing of our dear colleague at the Philippine Trade Training Center - Global MSME Academy, Gerald David.
Gerald, affectionately known as Geh within our office, dedicated an incredible 32 years to The Center. Throughout his tenure, Geh wore many hats with unwavering dedication and passion. As our Media Relations Officer, he ensured our messages reached the MSME community effectively. As our Facebook Administrator, he kept our online presence vibrant and engaging. As the Head of the Employees Association, he was a steadfast advocate for his colleagues, ensuring that their voices were heard by the management. In his role as Halal Coordinator, he contributed significantly to promoting Halal trade in the Philippines. Above all, Geh was a great supporter of every project, always willing to lend a hand and encourage his teammates.
Geh was not only a devoted government worker, consistently arriving super early to start his day, but he was also a kind and compassionate individual who extended his help to everyone, every single day. His generosity and warmth touched the lives of all who had the privilege of knowing him.
The entire PTTC team is deeply saddened by this loss. Geh's absence will be profoundly felt, but his legacy of dedication, kindness, and unwavering support will continue to inspire us.
Rest in peace, Geh. Your memory will live on in our hearts and in the work we continue to do.
