Pursuant to Section 12 of the Department of Energy (DOE) and Department of Trade and Industry (DTI) Joint Department Circular JDC2022-11-0002 entitled, โ€œLPG Cylinder Exchange, Swapping, and Improvement Programs and Its Implementing Guidelinesโ€, the DOE is pleased to announce the publication of the JDC No. JDC2024-07-0001, โ€œGuidelines for the Selection of Sectoral and Regional Program Implementation Task Force Representatives and Members of the National Program Policy Task Forceโ€ on August 05, 2024 in two (2) leading newspapers, Business World and The Philippine Star. The said JDC was signed by the DOE and DTI Secretary on July 01, 2024.

Pursuant to Rule III, Section 4. of the JDC, the Sectoral and RPITF selection process will be managed and handled by an Election Committee which will be composed of the different LPG Industry Associations. In line with this, the DOE- Oil Industry Management Bureau (OIMB) is inviting all interested LPG Associations to submit their application for recognition of membership in the Election Committee.

Please be informed that the guidelines and requirements of the application are provided in the Joint Department Circular No. JDC2024-07-0001.

๐†๐„๐Œ๐ ๐‹๐ฎ๐ณ๐จ๐ง ๐ข๐ง ๐๐ก๐จ๐ญ๐จ๐ฌ: The third leg of the Department of Energyโ€™s (DOE) Regional Government Energy Management Program (GEMP) Summit for Energy Efficiency and Conservation (EEC) professionals was successfully held on 29 August 2024, at the Royce Hotel & Casino in Clark, Pampanga.

The Summit gathered EEC professionals from both the private and public sectors across Regions I, II, III, and the Cordillera Administrative Region (CAR) to discuss innovative solutions for improving energy efficiency in government buildings and facilities.

Particularly, the DOE emphasized the dual role of EEC professionals in the public sector --- to lead by example and drive broader societal change. By implementing energy efficiency strategies in government facilities, they can contribute to significant cost savings, job creation, and reduced carbon emissions.

Administrative Order (AO) No. 15, series of 2024, mandates comprehensive energy audits, inventories of current energy-consuming equipment, and clear timelines for upgrading to more energy-efficient alternatives.

Following the process in the Mindanao and Visayas legs, EEC officers for Luzon were elected to join their counterparts nationwide in developing local energy efficiency and conservation plans for LGUs.

In the Philippines, the blue economy and energy sectors are deeply interconnected due to the countryโ€™s extensive marine resources. Marine renewable energy sources, such as wave, tidal, and offshore wind energy, present opportunities to diversify and sustain the nationโ€™s energy mix. Sustainable management of these resources supports both energy production and coastal resilience, protecting infrastructure from natural disasters. Effective marine spatial planning helps align energy projects with other marine activities, fostering local economic development and improving energy access. Furthermore, healthy marine ecosystems aid in climate change mitigation, complementing efforts to transition to clean energy. By embracing blue economy principles, the Philippines can drive innovation in marine energy technologies and advance broader environmental and economic objectives.

1. Cabanatuan-San Luis 69kV Line: Outage occurred at 1259H on 02 September 2024, affecting NEECO II-Area 1, NEECO II-Area 2, and AURELCO. The line was successfully restored at 1625H on the same day.

2. Cabanatuan-Bulualto 69kV Line: Outage occurred at 2001H on 02 September 2024, affecting NEECO I. The line was successfully restored at 2118H on the same day.

โ€ข As of 0900H on 04 September 2024, all NGCPโ€™s transmission lines and facilities are under NORMAL OPERATIONS.

Electric Cooperatives (ECs)

โ€ข Based on the NEA report as of 1900H on 03 September 2024, thirteen (13) electric cooperatives from thirteen (13) provinces and five (5) regions are still under monitoring due to the effects of Tropical Cyclone Enteng.

โ€ข Out of the thirteen (13) ECs under the TS Enteng, seven (7) are currently in NORMAL OPERATIONS, with 205 out of 232 (88.36%) affected municipalities already restored. However, six (6) ECs are still under Partial Power Interruptions (PPIs) with ongoing restoration efforts:

โ€ข Additionally, 6,458 (22.85%) out of 28,256 affected customers remain without power, due to flooding. Affected customers will be restored once the floodwaters subsided.

G. Downstream Oil Industry (DOI) Facilities

1. Status of Oil Supply

โ€ข As of 1200H on 03 September 2024, no reported oil supply shortage was received as of this writing. The oil supply is sufficient in affected areas.

2. Status of DOI Facilities

โ€ข As of 1200H on 03 September 2024, all bulk facilities are OPERATIONAL.

โ€ข As of 1200H on 03 September 2024, the Petro Gazz retail outlet in Caloocan City, which was temporarily closed due to flooding, has resumed NORMAL OPERATIONS. All retail facilities are now fully operational.

The DOE through its Energy Utilization Management Bureau, joins the 12th Philippine Electric Vehicle (EV) Summit, themed โ€œSpark the Change, Drive Electric,โ€ organized by the Electric Vehicle Association of the Philippines (EVAP).

The Philippine EV industry is making significant strides toward a greener future. The expansion of EV infrastructure and the growing adoption of electric vehicles are evident, with the number of DOE-recognized vehicles now reaching 418 battery electric vehicles, 46 hybrid EVs, 58 light EVs, and 32 plug-in hybrid EVs across the country.

Parallel to the increasing demand for cleaner transportation alternatives, the supporting infrastructure has also seen notable growth. The number of EV charging stations has risen from 170 in January 2024 to 636 in September 2024. Additionally, battery swapping stations have increased from 4 to 349 in the same period.

This progress has been bolstered by the Philippine government's supportive policies, such as the enactment of the Electric Vehicle Industry Development Act (EVIDA) and the establishment of the Comprehensive Roadmap for the Electric Vehicle Industry (CREVI). These initiatives have provided a strong foundation for accelerating EV adoption and infrastructure development.

Secretary Raphael P.M. Lotilla and Senator Pia Cayetano, Chairperson of the Senate Committee on Energy, led the ceremonial switch-on of the 16 millionth household connection from Oriental Mindoro during the joint celebration of the National Electrification Administration's (NEA) 55th Founding Anniversary, the 15th National Electrification Month, and the 45th Annual Membership Meeting of the Philippine Rural Electric Cooperatives Association.

In his keynote address, Secretary Lotilla highlighted the vital role of electric cooperatives in promoting inclusive development. He emphasized the undeniable link between electrification and economic growth, announcing that the Department of Energy recently met with the Department of Finance and the National Economic and Development Authority to discuss the governmentโ€™s total electrification program and its significant economic benefits. Estimates indicate that achieving full electrification could contribute approximately PHP 315 billion to the economy, equivalent to about 1.8 percent of the country's gross domestic product. Extending electricity access for up to 16 to 24 hours a day could increase household income by 49.4 percent and household expenditure by 52.2 percent. Providing low-income families with at least eight hours of electricity per day could boost their income by 17.9 percent and their expenditure by 17 percent. Expanding access to 16 hours per day could lead to a 33.3 percent increase in income and a 33 percent rise in expenditure.

With these compelling figures, the Secretary challenged all electric cooperatives to expand their services to unserved and underserved areas, pursue projects that enhance electricity access, and commit to providing more efficient, reliable, and sustainable service to the public.
