THE POTENTIALLY WRONG LAND UTILIZATION (BASED ON TERRAIN ELEVATION) IS A MAJOR LAND & WATER MANAGEMENT CONCERN AT URBAN AREAS
A very big part of the problem that we have at urbanized/urbanizing areas is the continuing development practice of using the flat land for settlements i.e. when that flat land was almost always designed by nature to be inundated or to soak and percolate water or to function as a floodplain to facilitate water movement to the sea-but in this, we are actually throwing away a lot of freshwater that we should be collecting and storing, and to grow crops.
Then, there is also over-building and over-paving at the same flat land, that always result in the flooding or inundation of the low-lying areas near waterways/water bodies. When the footprints of the settlements at these flat lands become dense, the next solution they offer is to elevate the roads, thereby creating ponds that drown the buildings/dwellings with no chance of floodwaters ever escaping.
New development paradigms are certainly called for. We cannot continue using 15th century plans (possibly designed to create value/importance for certain pieces of land, that have evolved 5 centuries later into a very artificial/contrived system of over-pricing land that certainly only benefit the lucky few), in order to solve 21st century problems characterized by congestion everywhere.
Perhaps over the long to very long terms when concepts anent climate change adaptation/mitigation and disaster resilience have truly sunk in (and are accepted as a fact and a way of life), then there may be a way to undo settlements that are perennially in harm’s way i.e. using the very powers the State possesses and the tools that may be at its disposal e.g. the taking of land/the power of eminent domain, land readjustment, zoning, special ordinances, development control/DC & development control regulations/DCRs, national laws, etc. to advance a new redevelopment/remediation paradigm/land reuse concept that may effectively REVERSE the present-day runaway practices that convert productive agricultural land into settlement sites (that do not produce food or water).
Perhaps, if such new development paradigms (that may also allow for densification where feasible) can become reality, then even sustainable forms of land reclamation (which both solves and simultaneously creates development problems) can be taken off the table. Thanks.
