Kahanay ang mga kabataang estudyante mula sa iba't ibang pormasyon, ang Alyansa ng Kabataang Mamamahayag ng PUP (AKM PUP) ay nakiisa sa taunang militanteng tradisyon ng First Day Fight sa PUP Main Campus.

Ito ang sama-samang pagpapatambol ng mga panawagan na kinakaharap ng unibersidad, dulot ng nagbabadyang krisis na mula sa lokal hanggang sa pambansa. Ang pagsalubong sa unang araw ng pasukan ng akademikong taon na ito ay patuloy ang bitbit ng kampanya para sa trabaho, sahod, edukasyon, karapatang pantao, at pambansang soberanya. Kaugnay nito ang panawagan para sa kalayaan sa pamamahayag sa gitna ng tahasang pag-atake sa mga publikasyon ng kampus sa kanilang kritikal na pag-uulat.

Sa tala ng College Editors Guild of the Philippines mula noong 2010, higit 1,000 ang kaso na ng campus press violations: intervention, pang-iipit ng pondo, harassment, libel at red-tagging laban sa mga kampus pahayagan. Ngayong taon, higit kumulang 206 na kaso na ng campus press violations ang naitala mula Hunyo 2023 - Hunyo 2024.

Kaya naman, ang natatanging alyansa ng mga tersyaryong publikasyon sa PUP System ay mariing pinagtitibay ang prinsipyo nito sa pagsulat at pag-uulat ng sama-samang pakikibaka ng mga mag-aaral at ng masa sa layunin ng demokratikong panlipunang pagbabago.

Sa pahayag ng representante ng AKM PUP, Jacob Baluyot, "ngayong unang araw ng pasukan, muling iginigiit ng mga kampus pahayagan at mamamahayag na ipasa ang ang Campus Press Freedom Bill na siyang mangangalaga sa kapakanan at seguridad ng mga kampus publikasyon pagdating sa kalayaan sa pamamahayag at autonomiya sa paghawak ng pondo. Kaloob din dito ang panawagan na dagdag budget sa pamantasan ng PUP na siyang makatutulong sa pagpapagana ng mga pahayagan para makapaglimbag ng mga dyaryo na magmumulat sa mga Iskolar ng Bayan sa krisis na lumulumpo sa kanilang karapatan sa aksesableng edukasyon gaya na lamang ng NPU Bill na kasalukuyang iniraratsada sa senado."

Maaasahan na magpapatuloy na kontra-agos ang alyansa. Ang militanteng tradisyon ng mga publikasyong pangkampus ay nakaukit sa kasaysayan habang pinupukaw at inorganisa nila ang mga mamamayan na magkaisa para sa kanilang mga karapatan. Habang papalapit ang unang araw ng taong pang-akademiko, ngayon na ang panahon para hawakan ang ating mga panulat, i-anggulo ang ating mga lente, at isulat ang tunay na pakikibaka ng bayan.

Students asserted their academic freedom as they remembered these injustices amid the "de-facto Martial Law" in Eastern Visayas. Moreover, students expressed their concerns on repressive policies and recent threat cases that tolerate further militarization of the campus. This initiative also coincides with the series of Martial Law commemoration activities and protests in the campus, such as the Rescind the UP-AFP Cooperation Systemwide Protest this September 18.

PHOTOS | Campus journalists from CEGP member-publications celebrated the National Press Freedom Day on August 30 with a forum-workshop at the Philippine Collegian office.

The program included a primer on the role of alternative journalists in the promotion and recognition of international humanitarian laws (IHL), as well as the responsibilities that the campus press must partake in the actualization of genuine peace-building initiatives. Raymund Villanueva of Kodao Productions led this discussion, and stressed the importance of exposing the root causes of the armed conflict in the country.

Meanwhile, Altermidya National Coordinator Avon Ang facilitated the Human Rights Reporting segment. She emphasized the importance of "humanizing" reportage inside campus publications, one that provides deeper context on issues we face today and can stimulate action and support from our constituencies: the studentry and the communities where we belong.

After the workshops, participating publications reported their actual conditions and concerns on operations, administrative intervention, and security in a caucus. Inputs from the discussion will serve as supplements to the developing Campus Press Freedom Report (CPFR) 2023-2024.

Rights group welcomes lifting of MTRCBโ€™s X-rating on desaparecidos docu

Karapatan welcomes the lifting by the Movies and Television Review and Classification Board (MTRCB) of the X-rating on โ€œAlipato at Muog,โ€ an award-winning documentary film on the abduction and enforced disappearance of activist Jonas Burgos.

An X-rating from the MTRCB classifies a film as โ€œnot for public viewing.โ€ Upon second review, however, โ€œAlipato at Muog,โ€ which was directed by Jonasโ€™ brother Jose Luis โ€œJLโ€ Burgos, was instead given an R-16 rating, making it eligible for screening in all theaters.

Jonas Burgos was abducted from a restaurant along Commonwealth Avenue on April 28, 2007. He was one of the 206 victims of enforced disappearance under the Gloria Arroyo regime.

On June 22, 2010, the Supreme Court ruled that the Philippine National Police and Armed Forces of the Philippines failed to conduct a thorough investigation of Jonas Burgosโ€™ abduction, leading to the case being referred to the Commission on Human Rights (CHR) for further investigation and evidence gathering. In March 2011, the CHR determined that the enforced disappearance of Jonas Burgos had transpired and that his constitutional rights to life, liberty and security were violated by the government. Despite these developments, however, none of those identified to have been involved in Jonas Burgosโ€™ disappearance has been held accountable. Thus, the Burgos familyโ€™s continuing quest for justice and closure.

โ€œUnder the Marcos Jr. regime, there are 15 victims of enforced disappearance to date,โ€ said Karapatan secretary general Cristina Palabay. She added: โ€œNow that โ€˜Alipato at Muogโ€™ can be shown in theaters nationwide, we hope it raises awareness about the crime of enforced disappearance and encourages the public to become involved in campaigns to surface the disappeared.โ€

BREAKING: The College of Veterinary Medicine (CVM) administration prohibited the University Student Council (USC) and Perspective [P] from attending the CVM Townhall today, CVM Student Council announces.

According to the CVM administration, the session is an admin event, and students outside of CVM are not allowed to attend.

The CVM townhall is dedicated to addressing the issues concerning the lack of open slots for VetMed courses.

In accordance with R.A. 9500 Section 21, recognized student institutions of the university are provided with the right to speak freely and be involved in student matters.

From Section 21, "The student council shall serve as the primary student body that shall advance the interests, welfare, and aspirations of the students of the national university."

Furthermore, "There shall be a student publication established in every constituent unit and college. Freedom of expression and autonomy shall be guaranteed."

Yesterday, [P] delivered an email requesting for an interview with CVM Dean Maria Amelita C. Estacio, but as of press time, the email has not been acknowledged. Staff of [P] also approached the CVM admin asking for an interview last Friday, but the Dean was not available.

KARAPATAN sounds alarm on another abduction in Tabaco, Albay

KARAPATAN raises grave concern about another reported abduction in Tabaco, Albay, five days after the disappearance of James Jazmines, a brother of National Democratic Front of the Philippines (NDFP) consultant Alan Jazmines.

Felix Salaveria, Jr., 66, a founding and active member of Cycling Advocates (CYCAD), a group that promotes bicycle riding as a low-cost, healthy, and non-polluting alternative mode of transport, was reportedly abducted on the morning of August 28, 2024.

A graduate of San Beda High School and a former Sociology major at the University of the East in Manila, Salaveria was a founding member of Tabak (Tunay na Alyansa ng Bayan Alay sa mga Katutubo) and Katribu (Kabataan para sa Tribung Pilipino), groups advocating for the rights of indigenous peoples in the 1980s. He was also a staff of the defunct Ethnic Studies and Development Centerโ€™s Minority Rights Advocacy program.

Salaveria is a cycling buddy of James Jazmines, also a biking enthusiast. On August 23, 2024, Salaveria celebrated his birthday with his cycling buddies including James who disappeared sometime after the birthday dinner.

Salaveria is an avid eco-waste management advocate, who encouraged the proper disposal of waste since he began living in Tabaco, Albay. He coordinated with other groups based in Tabaco for alternative ways of transporting waste for conversion to compost for permaculture and even donated a bike for this purpose. In addition to his waste disposal advocacy, he also maintained a small community garden in his residence in Barangay Cobo, Tabaco.

According to his family, Salaveria suffered a stroke in 2023 that paralyzed the left side of his body, and sought treatment at a clinic in Tabaco.

KARAPATAN decries this latest abduction as another brutal and indiscriminate act. Salaveriaโ€™s delicate health condition, at his age of 66, is an added cause of concern, particularly since he is still recovering from his stroke.

KARAPATAN demands that Felix Salaveria Jr. and other victims of enforced disappearances be surfaced alive, unharmed, and reunited with their worried families.

Nananatiling hamon para sa mga peryodistang Pilipino ang pagtataguyod ng malayang pamamahayag, kahit pa ideklara ng gobyerno ang samu't sari okasyon sa pagtatanghal nito.

Dalawang taon matapos itakda ang Agosto 30 bilang Pambansang Araw ng Kalayaan sa Pamamahayag, tatlong dyorno na ang nabuwal sa paggampan ng tungkulin habang higit-120 mga kaso ng paglabag sa karapatang ito ang naitala ng National Union of Journalists of the Philippines (NUJP), kasabay ng 206 pang mga kaso ng Campus Press Freedom Violations (CPFVs) na naitala ng College Editors Guild of the Philippines (CEGP).

"Ngayon, sa panahon ng girian ng pangkating Marcos at Duterte, pinagsasabong din nito ang mamamayan palayo sa pagkampyon ng karapatan sa edukasyon, kabuhayan, at soberanya. Ang edukasyon ay nananatiling pain upang ibenta sa murang halaga ang lakas paggawa ng mga bagong nagsitapos na mga kabataang Pilipino. Bakas ng pananakop ang mga represibong polisiya ng paaralan, o ultimong pagtanim ng makadayuhang kaisipan upang pabanguhin ang demokrasyang nagsisilbi sa iilan", saad ni Brell Lacerna, Pambansang Tagapagsalita ng Guild.

"Kung tunay na malaya ang Pilipinas, bakit pwersahang pinatatahimik pa rin ang mga pahayagang pang kampus? Umaabot sa 206 cases ng campus press freedom violations ang naitala ng CEGP, karamihan ay censorship, red-tagging, at administrative intervention. Tatlong cases ng meddling by the adviser ang naitala rito sa Eastern Visayas sa pagsapit ng National Press Freedom Day. Ang Paulinian Scribe ng Saint Paul School of Professional Studies, Fulcrum ng Palompon Institute of Technology, at The Pillar ng University of Eastern Philippines ay nanganganib na sapilitang itigil ang kanilang operasyon dahil sa requirement na magkaroon ng adviser. Labag ito sa Campus Journalism Act of 1991 na kinikilala ang editorial independence ng mga student publications pangangailangan man ng adviser o wala. Ngunit, hindi makatwiran na ang "technical guidance" na saad sa batas ay ginagamit sa mga pahayagang ito para tanggalin ang mga kritikal na akda na nagsisiwalat ng kaliwa't kanang isyu ng lipunan", dagdag pa niya.

Mula rito, lumalakas ang aming mga panawagan na panagutin ang lahat ng may pakana sa mga pag-atakeng ito, mula sa mga pamunuan hanggang kay Marcos Jr. Hanggaโ€™t nagpapatuloy ang mga ito ay hindi tayo mananahimik at magkikibit-balikat. Diin natin na sa pagpasok natin sa mga paaralan at sa malikhaing paglalantad, tangan pa rin natin ang ating mga demokratiko at konstitusyonal na karapatang tinatamasa natin mula sa kabayanihan ng mga nauna sa atin.

Hindi lamang nagtatapos sa selebrasyon ngayon ang laban natin bilang kampus mamamahayag.

Hinihikayat ng alyansa ang lahat ng mga publikasyon, samahang peryodista, at mga tagataguyod ng malayang pamamahayag na magbuklod para sa pagtataguyod ng ating mga laban. Hindi natin hahayaan, kailanman, ang pagsupil sa ating mga panulat at pagsusuri na nagmumulat sa sambayanan na matagal nang binubulag at pinaghihirap ng kapritso ng iilan. Panghawakan natin na ang atake sa isang kapanulat natin, ay atake sa ating lahat.

We, the undersigned, urgently call for public support to surface Rowena Dasig, a dedicated youth leader and environmental advocate whose whereabouts are still unknown.

On July 12, 2023, Rowena Dasig, along with fellow human rights defender Miguela Peniero, was arrested by military forces while the two were researching the situation of coconut farmers and fisherfolk in Atimonan, Quezon in relation to a power plant of Atimonan One Energy, Inc. They were accused of illegal possession of fi****ms and explosives, charges that have been widely recognized as fabricated.

On August 20, 2024, the Gumaca Regional Trial Court Branch 172 granted a demurrer to evidence, resulting in their acquittal.

However, despite this victory, Rowena's situation remains uncertain. When members of the team formed by Karapatan Southern Tagalog and the Free Owen and Ella Network composed of paralegals and human rights advocates went to the Lucena City District Jail (LCDJ) on August 21, 8:00AM to process her release papers, they faced delays from the LCDJ. They found out the following day that Rowena was supposedly released but her legal counsel and paralegals were not informed. According to LCDJ, she was fetched by her family. When her family was asked about this, they said they also did not know Rowenaโ€™s whereabouts. The team requested help from government agencies but to no avail.

Rowena Dasig, affectionately known as "Owen" among her peers, is the Secretary-General of Anakbayan Southern Tagalog. A resident of Rizal Province, she pursued a degree in Medical Laboratory Science at Our Lady of Fatima University before choosing to dedicate herself full-time to activism, particularly during the challenges brought on by the pandemic. Her commitment to advocating for the rights of marginalized communities, especially farmers and fishermen affected by environmental threats, exemplifies her courage and dedication to social justice.

We must take action to ensure Rowena's safety and to stand against the systemic attacks faced by environment and human rights defenders in the Philippines. The Philippines has been known as one of the most dangerous places for environmental defenders in the world. Her case highlights the broader issues of human rights violations and the dangers that they encounter. By supporting Rowena, we are not only advocating for her rights but also for the rights of all individuals who bravely stand up against injustices in their communities.

We urge the public, civil society organizations, and the international community to join us in this call for action. Let us unite to demand accountability for those responsible for Rowena's unjust treatment and to ensure that her voice, along with those of other defenders, is heard and respected. The fight for justice and the protection of human rights is a collective responsibility, and together, we can make a difference.

In signing this statement, we reaffirm our commitment to supporting Rowena Dasig and all environmental and human rights defenders. We must act now to safeguard their lives and work, ensuring justice prevails for those who dedicate themselves to protecting our planet and our freedoms.
