Director Alkhan Sangkula of the Bangsamoro Ministry of Basic, Higher and Technical Education Bureau of Special Education expressed his support for the phasing in of Inclusive and Supportive Centres of Learning (ISCL) in Nuro Central Elementary School and Dar-Al Uloom Wal-Hikmah Institute, Inc. in his Welcome Message today, 8 May 2024.

For Director Sangkula, the presence of ISCLs in the school community is a noble aspiration as part of the MBHTE's goal to leave no child in the Bangsamoro behind. The ISCL model focuses not only on providing support to educators, learners and their parents to implement and access quality inclusive education, but also on bringing the entire school community together for the common cause of reaching every child.

The ISCL is a model of inclusive education practice in the school community that aims to provide all members of the school community with the support and resources that they need for inclusive education. Through the ISCL, the Bangsamoro education system operationalises the Inclusive Schools Approach or KaISA Program, the MBHTE's framework to strengthen the school system towards being more responsive, progressive, and inclusive.

The KaISA Program is supported by the Australian Government in partnership with the Department of Education and the MBHTE. This is implemented through the technical direction and inclusion strategy of the Education Pathways to Peace in Mindanao Program, with The Teacher’s Gallery as implementing partner.

Schools Division Superintendent of Maguindanao del Sur Norie Mamalinta champions inclusive education in her division through the development of Inclusive and Supportive Centres of Learning (ISCL), stated in her speech during the Co-designing Sessions to Strengthen the Five Essentials of the ISCL last May 1-3, 2024 in EM Manor, Cotabato City.

SDS Mamalinta showcases the value and power of inclusive education through the ISCL as an investment to leave no child in the Bangsamoro behind. For her, providing access to an ISCL for every school is essential.

ISCLs are innovation hubs that shall mobilise and optimise resources in the school community to provide quality inclusive education to all kinds of learners. The pilot ISCL was built in Timanan Central Elementary School, South Upi, Maguindanao del Sur.

The ISCL was developed as part of the Inclusive Schools Approach or KaISA Program led by the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE) to strengthen the school system towards providing a more progressive and responsive education system that is inclusive for all learners.

The KaISA Program is supported by the Australian Government in partnership with the Department of Education and the MBHTE. This is implemented through the technical direction and inclusion strategy of the Education Pathways to Peace in Mindanao Program, with The Teacher’s Gallery as implementing partner.

The Co-designing Sessions to Strengthen the Five Essentials of the Inclusive and Supportive Centre of Learning (ISCL) was conducted last May 1-3, 2024 in EM Manor, Cotabato City, participated by select school heads, educators, and school officers from Lanao del Sur, Maguindanao del Sur, and Cotabato City. This was led by Bangsamoro Ministry of Basic, Higher and Technical Education leaders, represented by members of the Schools Division of Maguindanao del Sur and the Inclusive Schools Approach (ISA) Regional Technical Working Group.

The three-day event was dedicated to convening education stakeholders to co-develop the Five Essentials that are necessary components of the ISCL to support schools in providing quality inclusive education to all kinds of learners in their respective school communities. The Five Essentials are: 1) Enabling School Policy, 2) Accessible Physical and Digital Learning Environment, 3) Inclusive and Welcoming Culture, 4) Teaching and Learning Support, and 5) Non-educational Supplementary Services for Learners and Their Families.

This event is part of the Inclusive Schools Approach or KaISA Program, a framework led by the MBHTE to strengthen the school system towards providing inclusive education for all learners, regardless of gender, disability, ethnicity, religion, socioeconomic status, displacement due to conflict, geographic isolation and other social categories in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The KaISA Program is supported by the Australia in The Philippines in partnership with the DepEd Philippines and the Bangsamoro Ministry of Basic, Higher and Technical Education. This is implemented through the technical direction and inclusion strategy of the Education Pathways to Peace in Mindanao Program, with The Teacher’s Gallery as implementing partner.

Today, on April 25, at the University Hotel, UP Diliman, Quezon City, teachers from South Upi, Maguindanao del Sur in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are continuing their journey towards inclusive education during the 4th day of Professional Development Training.

In a notable show of support, The Teacher’s Gallery Behaviour Change Campaign Champion, Ms. Karen Davila, a respected journalist and UN Women PH Goodwill Ambassador, graced the event with her presence, engaging with the teachers and affirming the importance of their work. Her presence highlights our shared advocacy for quality inclusive education that reaches all learners, regardless of gender, disability, ethnicity, religion, socioeconomic status, displacement due to conflict, geographic isolation, and other social categories unique to the history and context of BARMM.

As part of Phase 2 of the Inclusive and Supportive Centre of Learning’s (ISCL) development process, emphasis is placed on strengthening the Five Essentials to realise inclusive education in the BARMM.

This activity is supported by the Australia in The Philippines, in partnership with the DepEd Philippines and the Bangsamoro Ministry of Basic, Higher and Technical Education. Educators from South Upi, Maguindanao del Sur in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) continue their journey towards inclusive education on the 4th day of Professional Development Training today, April 25, at the University Hotel, UP Diliman, Quezon City.

As part of Phase 2 of the Inclusive and Supportive Centre of Learning’s (ISCL) development process, the Five Essentials are being strengthened as key features of the ISCL model to make inclusive education a reality in the BARMM. To further develop Essential 4 of the ISCL which is Teaching and Learning Support, the Professional Development Training is being conducted to build the capacity of the participants.

Today marked Day 4 of the training, where 12 teachers and education leaders learned several inclusive strategies and resources being used in some classrooms around the world and assessed whether these practices can be adapted and adjusted to accommodate the context of schools in South Upi.

This activity is supported by the Australia in The Philippines, in partnership with the DepEd Philippines and the Bangsamoro Ministry of Basic, Higher and Technical Education. HAPPENING NOW: Day 2 of the Training of Team Leaders and Teacher-Enumerators on the Use of the Washington Group - Child Functioning Module (WG-CFM) Survey Tool is happening in Timanan Central Elementary School, South Upi, Maguindanao del Sur in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The day starts with a Interview Simulation Activity where educators put what they had learned yesterday to the test by interviewing invited parents with the WG-CFM survey tool. They are provided feedback by a panel of Ministry of Basic, Higher and Technical Education (MBHTE) - Curriculum and Instruction Division (CID) Consultant Meriam Macalangcom; MBHTE Bureau of Special Education (SPED) Safiya Sugala-Unggas; MBHTE Maguindanao I Schools Division Wilma Grace Rivero; and Maguindanao I Schools Division Teacher-Enumerators Joel Delfin and Abdulrahman Usman who had participated in the first Reach Every Child (REC) Campaign conducted in June 2022 across the entire region. This survey aims to document data on the lived experiences of learners with functional difficulties in the South Upi municipality.

This collaborative effort brings educators in South Upi together to strengthen their capacity for the skills, knowledge, and attitudes needed to implement the REC Campaign, a BARMM-contextualized version of the Child Finding Activity mandated by Republic Act 11650 or the Inclusive Education Act.

This is part of the Inclusive Schools Approach supported by the Australia in The Philippines through their partnership with the DepEd Philippines and the Bangsamoro Ministry of Basic, Higher and Technical Education, made possible through the implementation of the Education Pathways to Peace in Mindanao with implementing partner The Teacher's Gallery.

Today, we are conducting the Training of Team Leaders and Teacher-Enumerators on the Use of Washington Group - Child Functioning Module (WG-CFM) Survey Tool as part of the transformative journey of educators towards inclusive education. This is happening on March 25-26, 2024 at Timanan Central Elementary School, South Upi, Maguindanao del Sur in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

These Team Leaders and Teacher-Enumerators will play a crucial role in overseeing the collection of disability data, through thorough action planning and coordination that shall lead to the effective implementation of the Reach Every Child (REC), a campaign that seeks to establish baseline data on the context and experiences of learners with functional difficulties across all 38 schools in South Upi.

This training is part of an ongoing project to strengthen the Inclusive and Supportive Centre of Learning (ISCL) model, a BARMM-contextualised version of the Inclusive Learning Resource Centre (ILRC) mandated by the Republic Act 11650 or the Inclusive Education Act. This is supported by Australia in The Philippines through the partnership of the DepEd Philippines and the Bangsamoro Ministry of Basic, Higher and Technical Education. This is implemented through the Education Pathways to Peace in Mindanao Program, with The Teacher's Gallery as their implementing partner in providing technical assistance to empower educators with foundational values and knowledge on inclusive education.

The Teacher's Gallery received the honor of being invited to The Global Inclusive Schools Forum organized by UNESCO in partnership with IFIP International Forums of Inclusion Practitioners, held last March 14-15, 2024 in the UNESCO Headquarters, Paris, France.

This esteemed forum was an opportunity for practitioners from all around the world to convene and discuss the challenges and opportunities that inclusive education faces, in pursuit of Sustainable Development Goal 4 to 'ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.'

The Teacher's Gallery (represented by Executive Director Mai Roble) celebrated alongside other women leaders blazing the trail for change in all corners of society at the 2024 Philippine National Women's Month celebration hosted by Her Excellency HK Yu, PSM, the Australian Ambassador to the Philippines.

During this event, Australia in The Philippines showcased the KaISA Project (known as the Inclusive Schools Approach) and the ongoing efforts to develop and strengthen the Inclusive and Supportive Center of Learning (ISCL) with the support of the Australian Government. The ISCL is an innovation hub that aims to support schools in the Bangsamoro Autonomous Region in Muslim Mindanap (BARMM) towards enhancing the delivery of quality inclusive education to all kinds of learners.

: Australia in The Philippines recognized the achievements of outstanding Australia-educated Filipinos at the annual Australia Alumni Excellence Awards last February 16, 2024.

Among the awardees is Teacher Mai Roble-Cesario, recognized for her outstanding contribution in the field of Gender Equality, Disability, and Social Inclusion for her leadership and advocacy for inclusive education.

Teacher Mai is the Executive Director of The Teacher's Gallery and an Australian Awards Scholarship recipient. She graduated from the QUT (Queensland University of Technology) with a Masters of Education in Inclusive Education.

This award recognizes the esteemed achievements of the entire community behind the project, including our champions and partners in BARMM. The ISCL is part of the Inclusive Schools Approach (ISA), an initiative supported by the Australian Government in partnership with DepEd Philippines and the Bangsamoro Ministry of Basic, Higher and Technical Education. This was implemented through the Education Pathways to Peace in MindanaoProgram with implementing partner The Teacher's Gallery, in consortium with UP College of Allied Medical Professions Alumni Association and the Assessment, Curriculum & Technology Research Centre.

Last January 16, 2024, The Teacher's Gallery supported Ateneo SPEED in promoting social inclusion for all people with disability through Sprite, a writing workshop for college students in Ateneo de Manila University interested in writing stories about people with disability that justly represented them and advocated for their rights.

TTG discussed the value of inclusive communication to promote inclusive education, and how this was practiced in the development and implementation of the Inclusive Schools Approach (ISA) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Communications and Advocacy Officer Kathleen Emnas introduced inclusive education, discussed inclusive language and representation, showcased what inclusive stories looked like, and how inclusive communication promotes behavior change in support of sustaining inclusive education.

Some highlights from the past weekend: meeting Ms. Karen Davila and hearing about our shared passion for inclusive education, getting to talk with Manulife Executives about how we are working towards a disability-inclusive society through education, celebrating with the Inclusive Schools Network, Stetson & Associates, Inc., and everyone who visited our booth and participated in the Draw Me In! activity, showcasing our efforts in BARMM with the support of Australia in The Philippines through Education Pathways to Peace in Mindanao, and of course - sharing so many goodies with everyone with our special gift packs! 🎁

Many thanks to Manulife and Project Inclusion for making such an impactful event for people with disabilities in the Philippines!

The success of the was proof that we are many steps closer towards our vision of an inclusive society for everyone 🫂

: For Imelda Sombrito, Indigenous Peoples' Education (IPED) and Inclusive Education come hand-in-hand to equitably provide indigenous learners and the communities they belong to with the education that they deserve.

As stated in Republic Act 11650 or the Inclusive Education Act passed in 2022, a whole-of-community approach is required to equitably serve learners of all intersecting identities and backgrounds to facilitate collaborative action among all sectors in the community. By giving the opportunity for everyone to actively participate in the process of making inclusion happen, true inclusive education can be made a reality for all learners.

Imelda Sombrito is a member of the Regional Technical Working Group of the KaISA Project supported by the Australian Government through their partnership with the Department of Education and the Ministry of Basic, Higher and Technical Education to strengthen the Bangsamoro education system towards inclusive education for all learners in the region. This was implemented through Education Pathways to Peace in Mindanao in partnership with The Teacher's Gallery. The KaISA Project is a BARMM-contextualised implementation of the Inclusive Education Act.

November 30 is Bonifacio Day: a day to commemorating Andres Bonifacio, one of the most remarkable national heroes in the Philippines.

Andres Bonifacio was a leader who had always believed in the power of education to uplift the lives of the Filipino people. Having received limited formal education, he became a self-taught scholar who tirelessly pursued knowledge and enlightenment to pave the way to freedom.

Today, by commemorating his life, we remember the impact that education brings for every learner.

Stetson & Associates, Inc. and the Inclusive Schools Network in partnership with The Teacher's Gallery are pleased to announce the 23rd Annual Inclusive Schools Week (ISW) to be held on December 4-8, 2023!

Since its inception in 2001, Inclusive Schools Week has celebrated the progress that schools have made in providing a supportive and quality education to an increasingly diverse student population, including students who are marginalized due to disability, gender, socio-economic status, cultural heritage, language preference, and other factors. Inclusive Schools Week in the Philippines has been spearheaded by The Teacher's Gallery since 2018.

This year, Inclusive Schools Week Philippines 2023 is celebrating with the theme, "Draw me In!" Recognizing that art is a way to open doors for marginalized learners to be included in education, ISW 2023 invites everyone to reflect on the question, "Do we see the faces of all children and youth drawn into the canvas of our schools and society today?"
