The Rotary PDG Rudy Nisce Foundation together with the Rotary Club of SFLU and TESDA celebrated the "Sparks of Skill: Year 2" graduation ceremonies at TESDA Regional Office in San Fernando City, La Union. Over the course of four challenging weeks, 18 trainees (out of an initial batch of 26) successfully completed their program, passed the assessment test, and earned their Shielded Metal Arc Welding National Certification I (NC I). This certification equips them with the skills and qualifications needed to secure employment, whether locally or internationally and offers the potential for further training for NC II. This accomplishment opens up numerous exciting opportunities for the graduates, paving the way for a better and more sustainable future.
The event was attended by Rotary District Governor Ariel Jersey, Rotary Club President Gabby Go, Foundation Chair Jun Mangaoang and Foundation Treasurer Ives Nisce who delivered inspiring messages emphasizing the importance of hard work and perseverance.
The project acknowledges TESDA Regional Office under the leadership of RD Joel Pilotin, Training Center Administrator Artemio Pulido and internationally accredited Jimmy Vargas for their invaluable contributions to the training program. Our Story
RANG-AY BANK opened a new horizon of countryside banking in the City of San Fernando, La Union. Rang-ay Bank was granted authority to operate under Republic Act 720 by the Central Bank of the Philippines on January 14, 1956 and since then has earned the distinction of being the oldest private bank in the Ilocos. Rang-ay was founded by the late Doรฑa Numeriana Tavora - Querol and Don Teofilo A. Nisce and was first managed by Atty. Rodolfo M. Nisce.
Providing quality and excellent service to the people of region 1 and CAR, Rang-ay Bank has continuously received prestigious recognitions from award giving bodies and institutions all over the country. In 1975, it was adjudged an outstanding rural bank by the Central Bank for operation efficiency, sound banking practices and for having achieved substantial growth rates. That same year, Rang-ay became the biggest rural bank in region 1 and the Cordilleras.
In 1994, Rang-ay was awarded the Gawad Quedancor by the Quedan and Rural Credit Guarantee Corporation for being the country's top leading bank specifically in its Food Market Retailers lending program. Rang-ay was also recognized by the Countryside Financial Institutions - Management Development Program as one of ten countryside banks in the Philippines with the most improved systems, procedures and overall operations based on its performance record from 1994-1998.
As a major conduit of long term funds, Rang-ay was a national recipient of the Countryside Loan Fund for five years (1996, 1997, 1999, 2001 and 2002). It was also given recognition as the most outstanding participating financial institution among all conduit banks.
In 2000, Rang-ay received the Gold Award for Excellence for consistently delivering superior and innovative products and services. In the same year, it bested all rural bank remittance conduits of Western Union and Uniteller money transfer facilities in the country.
For two consecutive years (2002 and 2003), Rang-ay was recognized by the Land Bank of the Philippines as the most outstanding countryside financial institution at the regional level. The Bureau of Internal Revenue (BIR) District Office cited Rang-ay Bank as the second biggest taxpayer in La Union twice, in 2006 and 2007. It was also awarded the Provincial Government of La Union as "Most Outstanding Entrepinoy Investor."
In 2008, six awards (grand slam) from PETNET-Western Union's 10th anniversary were reeived by the bank: Best in Automation, Highest in Growth Volume of Transactions, Highest in Transaction Count, Highest in Outbound Transactions, Highest in Dollar Volume and Highest in In-bound Transactions. The bank also received an award from Globe Telecoms as the "Top GCash Partner" in 2010.
At present, Rang-ay Bank continues to evolve and strengthen to be able to compete through technological advances. These developments serve as opportunities to prepare rural banks for emerging challenges that will eventually strengthen the rural banking sector and improve services to bank clients as it awaits the opening of five branches in 2011: in Dingras (IN), Sinait (IS), Baguio II (B), Rosario (LU) and San Carlos (P).
As Rang-ay marks 55 years of banking excellence, the bank commits to renew its efforts to serve its clientele in the countryside by being an effective partner of the government and the private sector in the development of local economies.
