Local Government Code: Section 131 of the Local Government Code of 1991 states that the annual budget of a barangay shall be used solely for the purposes set forth in its annual investment program and barangay development plan. THIS IMPLIES that the BUDGET SHOULD NOT BE USED for PURPOSES OUTSIDE THE BARANGAY, INCLUDING TRANSFERS TO OTHER BARANGAYS.

Budget Transparency and Accountability: Diverting funds between barangays can create opacity and make it difficult to track expenditures and ensure accountability. This can lead to misuse of funds and deprive residents of the services they are entitled to.

Equity and Fairness: Each barangay has its own unique needs and priorities. Diverting funds from one barangay to another can create disparities and undermine the principle of equitable distribution of resources.

Punong Barangay's Responsibility: The Punong Barangay is entrusted by law to manage the barangay's budget responsibly and for the benefit of the barangay's residents. Diverting funds to another barangay would be a violation of that trust and could lead to disciplinary action.

However, there are some limited exceptions where transferring funds between barangays may be allowed:

Joint Projects: If two or more barangays are collaborating on a joint project that benefits all the barangays involved, a transfer of funds may be allowed as long as it is properly documented and approved by the respective Sangguniang Barangays.

Calamity Assistance: In times of disaster or calamity, a barangay with surplus funds may be allowed to provide assistance to another barangay that is in dire need. This should be done with the approval of both Sangguniang Barangays and in accordance with relevant laws and regulations.

Special Grants: In some cases, the national government or other funding agencies may provide special grants to barangays for specific purposes. These grants may be used for projects that benefit multiple barangays, and the funds can be transferred accordingly.

It is important to note that even in these exceptional cases, the process for transferring funds between barangays must be transparent and accountable. The Sangguniang Barangay of each barangay involved should pass a resolution authorizing the transfer, and the transfer should be properly documented and submitted to the Department of Budget and Management (DBM) for approval.

If you have any doubts about the legality of a specific transfer of funds between barangays, it is recommended to consult with a lawyer or the Department of the Interior and Local Government (DILG) for clarification.

The Lie tells the Truth: “The water in the well is very nice, let’s take a swim together!” The Truth, once again suspicious, tests the water and discovers that it indeed, is very nice.

They undress and start the bathe. Suddenly, the Lie jumps out of the well, puts on the clothes of the Truth and runs off towards a nearby village. The furious Truth leaps out of the well and runs to find the Lie and get her clothes back.

The Villagers, seeing the Naked Truth, are horrified and look away with contempt and rage.
The poor Truth returned to the well and disappeared, forever hiding her shame.

And since then, the Lie travels around the world, dressed as the Naked Truth, satisfying the needs of society, because, the world in any case, harbours no wish at all to meet the Naked Truth.
