The said training/seminar was spearheaded by the Provincial PDAO in partnership with NORFIL Foundation, Inc..

Ipinahayag ni Pangulong Ferdinand Marcos, Jr. sa kaniyang natapos na State of the Nation Address 2024 ang kanyang pangako sa epektibong implementasyon ng mga polisiya at programang may kaugnayan sa mga benepisyo ng mga Persons with Disabilities.

Sa kanyang mensahe, sinabi ni Pangulong Marcos: "Bukas — ang kaarawan ni Apolinario Mabini — ating tatapusin ang National Disability Rights Week. Ang ating mga Persons with Disabilities ay maaasahan ang epektibong implementasyon ng mga makabuluhang polisiya at programa na magbibigay ng patas na oportunidad, espesyal na interbensyon, at insentibo para sa kanila."

Mula nang magsimula ang administrasyong ito, inilunsad na ang mga programang pangkabuhayan para sa mga Persons with Disabilities. Sa susunod na taon, ilulunsad naman ng PhilHealth ang mga benepisyo nito para sa mga batang may kapansanan.

Halos nadoble na rin ang diskwento na ibinibigay sa mga PWD at senior citizens para sa mga pangunahing pangangailangan at mga pangunahing bilihin. "Sa lahat ng mga ginagawa nating ito, katuwang natin palagi ang pribadong sektor, lalo na sa mahalagang bagay ng trabaho at pasahod," dagdag pa ng Pangulo.

Sa pangunguna ng ating Pangulong Marcos, inaasahan ng ating mga kababayang Pilipino na may kapansanan ang higit pang pagkilala at suporta mula sa pamahalaan upang mapabuti ang kanilang kalagayan at mapalawak ang kanilang mga oportunidad sa iba't ibang aspeto ng buhay.

President Marcos has declared July 17 to 23 of every year as “National Disability Rights Week” to ensure full and equal enjoyment of all human rights and freedoms by persons with disabilities.

A two-page document of Proclamation No. 597 was signed by Executive Secretary Lucas Bersamin on June 13, reaffirming the government's commitment to the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).

In his proclamation, President Marcos emphasized the Philippines' dedication to the UNCRPD's goal of promoting, protecting, and ensuring the rights and dignity of persons with disabilities. To align with this commitment, he repealed Proclamations No. 1870 and 361, which had previously designated the third week of July as “National Disability Prevention and Rehabilitation (NDPR) Week” and July 23 as its culmination.

The Department of Social Welfare and Development (DSWD), through the National Council on Disability Affairs (NCDA), is tasked with leading and coordinating “National Disability Rights Week.” The NCDA will identify relevant programs, activities, and projects for the celebration.

All government agencies, government-owned or -controlled corporations (GOCCs), state universities and colleges (SUCs), local government units (LGUs), non-government organizations (NGOs), and the private sector are encouraged to observe and participate in the celebration.
