New Government Procurement Act or Republic Act No. 12009

The New Government Procurement Act is a game-changing piece of legislation curated to enhance the existing procurement systems under the 21-year-old Republic Act (RA) No. 9184 through
(i) fit- for-purpose modalities to achieve value for money,
(ii) strengthen procurement planning of procuring entities with mandatory market scoping and strategies to be used as tools in doing so,
(iii) modernize procurement processes with the use of emerging technologies and innovative solutions,
(iv) institutionalize sustainable public procurement principles and practices with environmental, social and economic considerations, life cycle, gender parity, poverty alleviation, and fair opportunities to vulnerable and marginalized sectors,
(v) enhance transparency and ensure greater accountability with open government, participatory procurement and use of beneficial ownership information in procurement, and
(vi) professionalize procurement practitioners to foster a skilled and competent workforce dedicated to excellence in government procurement.

PBBM signs new gov’t procurement, anti-financial account scamming laws.

President Ferdinand R. Marcos Jr. signed into law the New Government Procurement Act (Republic Act 12009) and the Anti-Financial Account Scamming Act or AFASA (RA 12010) in a ceremony in Malacañan Palace on Saturday.

The New Government Procurement Act updates RA 9184 or the Government Procurement Reform Act and streamlines the procurement process from three months to 60 days.

The new law standardizes procurement forms and institutionalizes electronic procurement.

One of its salient features is the provision of 11 new modalities of procurement, which Marcos said affords greater flexibility for government agencies in choosing how to best acquire goods and services.

The law also introduces the “most economically advantageous responsive bid” concept, allowing for rated criteria in selecting a winning bidder.

“This is actually an attempt to consider not only the purely quantitative but the qualitative economic value of any proposal as an alternative to the prevailing practice of which we now do of choosing just the cheapest product, or what we call the lowest calculated and responsive bid,” Marcos said in his speech.

EXTENSION OF SERVICES TO MEMBERS

As the association's commitment to aid for the members welfare, the NDBA President together with the VP for Luzon, National Auditor and the Chairman of the Board of Trustees personally visited the wake of the Senior Bookkeeper of Macabaclay National High School to grant a burial assistance from NDBA and Posthumous Service Award to Maam (+)Arlene Quitoriano Caisip in recognition of her distinguished service, dedication and commitment.

With this initiative, napangiti po natin ang kanyang naulilang asawa na si G. Marlon at naipakita ang pagkalinga ng asosasyon sa mga miyembro nito. Hindi na po nanghingi ng shares sa mga members dahil, may mga grupo na din ang nag-initiative na manghingi ng abuloy para sa naulilang pamilya ni Maam Arlene. Naiintindihan po natin ang ganitong aksyon at nauunawaan din natin ang kalagayan ng bawat miyembro lalo sa aspetong pinansyal.

Taos puso po ang ating pakikiramay sa pagkawala ng isang magiting na ina at miyembro ng asosasyon. Isang Senior Bookkeeper na taus pusong nagbigay ng kanyang serbisyo at kakayahan para sa mga mag-aaral, sa paaralan, sa DepEd at sa bayan.

President Ferdinand R. Marcos Jr. has declared April 10 as a regular holiday throughout the country in observance of Eid’l Fitr, or the Feast of Ramadhan.

In a Proclamation No. 514, President Marcos said that April 10 is declared as a regular holiday “in order to bring the religious and cultural significance of the Eid’l Fitr to the fore of national consciousness.”

President Marcos added that declaring Eid’l Fitr, or the Feast of Ramadhan will “allow the entire Filipino nation to join their Muslim brothers and sisters in peace and harmony.”

This will create additional manpower to support the current staff in schools. The priority is for those schools who do not have AO2, according to DepED survey.

Extension of the Deadline for the Submission of the Certificate of Compensation Payment/Tax Withheld (BIR Form No. 2316) and Clarifications in Relation Thereof


This Circular is hereby issued to inform all concerned taxpayers that the deadline of submission of the BIR's copy of BIR Form No. 2316 is hereby extended from February 28, 2024 to March 31, 2024.

Accordingly, for purposes of uniformity in the submission of other reportorial requirements in relation to the submission of BIR Form No. 2316, only the following documents shall be required by all Revenue District Offices:

1. Sworn Declaration (Annex "C") under Revenue Regulations (RR) No. 2-2015; and
2. Certification of the List of Employees Qualified for Substituted Filing of their Income Tax Return (Annex “F") under RR No.11-2018.

Further, the primary reason for the submission of copies of BIR Form No. 2316 without the signature of the concerned employee under Revenue Memorandum Circular (RMC) No. 18-2021 was due to the limitations brought by the COVID-19 pandemic. In the light of the current circumstances, the same shall no longer be allowed, more particularly for those employees who are qualified for substituted filing.

Furthermore, those taxpayers who have already submitted the BIR's copy of the said Certificate using the old format (2018 version) shall no longer re-submit using the new format(2021 version), provided that the computation of the withhold tax reflected in the said form is based on the 2023 income tax rates.

All revenue officials, employees, and others concerned are hereby enjoined to give this Circular as wide a publicity as possible.

Qualified workers urged to apply for grant of additional points in CSE 26/01/2024

𝗖𝗦𝗖 𝗡𝗘𝗪𝗦 𝗥𝗘𝗟𝗘𝗔𝗦𝗘: 𝗤𝘂𝗮𝗹𝗶𝗳𝗶𝗲𝗱 𝘄𝗼𝗿𝗸𝗲𝗿𝘀 𝘂𝗿𝗴𝗲𝗱 𝘁𝗼 𝗮𝗽𝗽𝗹𝘆 𝗳𝗼𝗿 𝗴𝗿𝗮𝗻𝘁 𝗼𝗳 𝗮𝗱𝗱𝗶𝘁𝗶𝗼𝗻𝗮𝗹 𝗽𝗼𝗶𝗻𝘁𝘀 𝗶𝗻 𝗖𝗦𝗘

Workers in government who have been in the service for at least 10 years and have acquired relevant knowledge and skills but do not possess the appropriate civil service eligibility are encouraged to apply for the Grant of Career Service Eligibility – Preference Rating (CSE-PR).

Under Civil Service Commission (CSC) Resolution No. 2301123 promulgated on 7 December 2023, a Preference Rating of a maximum of 10 points shall be added to the failed rating range (70.00 to 79.99) to achieve the passing rate of 80.00 for qualified applicants in Career Service Examinations (CSEs), thereby qualifying them for Career Service Professional or Subprofessional eligibility.

CSC Chairperson Karlo Nograles acknowledged the prevalent circumstance where numerous government employees, driven by a genuine commitment to public service, find themselves lacking the requisite civil service eligibility.

With great sadness, the National DepEd Bookkeepers Association extends our deep sympathy and prayers to the bereaved family of the Senior Bookkeeper of Sara National High School in the Division of Iloilo, Maam Mila Canicula, who passed away last night.

Her dedication in her school assignment will be greatly missed. May her soul rest in peace as she is reunited right now with our Creator.

May God's perpetual light shine upon her.

During this time of grief, may her bereaved family find solace in the knowledge that Mila's legacy of faith and service lives on in the hearts of those she inspired. Our thoughts and prayers are with you as you navigate through this loss.
