CMOBC Students and Apurawan SK Council Hold Sports Clinic
On June 5, 2024, Civil Military Operations Basic Course Class 09-24 students and the Sangguniang Kabataan Council, led by SK Chairman Mr. Roseben P. Hervacio, organized a sports clinic at Barangay Basketball Court in Sitio Sto. Niรฑo.
Participants received basic basketball and volleyball lessons, followed by friendly games. School supplies and shirts were also distributed.
The event aimed to foster unity, peace, and cooperation in the community, highlighting the government and military as partners in nation-building.

AFP and JTFNCR Conducted Reserve Force Joint Training Exercise (RFJTEX) 2024
The Armed Forces of the Philippines (AFP) has reiterated its commitment to safeguarding the people and the state, with a focus on protecting national sovereignty and territorial integrity as stipulated in the 1987 Philippine Constitution. Despite a generally stable security environment, the AFP continually faces the challenge of addressing unpredictable and volatile threats. To counter these threats, the AFP has adopted the Total Force Concept, which combines a highly capable Regular Force with a responsive and mission-ready Reserve Force.
In accordance with this strategy, the Joint Task Force National Capital Region (JTFNCR) is tasked with securing the National Capital Region (NCR), the core of the Philippine government. JTFNCRโs responsibilities include defending the government from foreign influence and ensuring its effective functioning through joint and inter-agency operations. This is achieved by integrating the Reserve Force with the Regular Force, thereby enhancing the AFPโs capabilities to address national security threats.
To bolster the readiness and capabilities of NCR-based Reservist Units, the JTFNCR conducted the Reserve Force Joint Training Exercise (RFJTEX) 2024 June 7-9, 2024, at the HJTFNCR, CGEA, Quezon City. This exercise aims to develop coordination mechanisms for the seamless integration of the Reserve Force into the Command during emergencies.
The objectives of RFJTEX 2024 include strengthening the capability of joint and combined operations between JTFNCR and Reservist Units to ensure a state of readiness in the National Capital Region. The Exercise Directorate, Control Group, and Evaluation and Assessment Group will oversee all exercise activities, including:
Simulation of Mobilization & demobilization; Subject Matter Expert Exchange (SMEE), Staff Exercise (STAFFEX), Field Training Exercise (FTX).

April 13, 2024 - The Naval Forces Reserve-National Capital Region (NFR-NCR) officially conducted the closing of Mobilization Exercise (MOBEX) named as Exercise Kalakip 2002-03. Various Naval Group Reserves and Support Units of the NFR-NCR convened at the Headquarters Naval Reserve Command (HNRC) wherein four-hundred nineteen (419) personnel of the NFR-NCR made a historic feat to respond to the call of duty.
Likewise, the ceremony was also preceded and served as the guest honor and speaker, the Commander, NRC, MGEN JOSEPH FERROUS S CUISON PN(M) and Commander, NRCen-NCR, CAPT JUNMAR A SALES PN(GSC).
Present also is not other than himself, Commander, NFR-NCR, CAPT NORMAN A BIOLA PN(MNSA)(RES) joined with him are the Chief of Staff, NFR-NCR, CDR APOLINARIO A CELOZA PN(MNSA)(RES); and Deputy Commander, NFR-NCR, CDR MEDARDO C DEACOSTA JR PN(MNSA)(RES) as well as Officers and Enlisted Personnel from the RF Staff, NGRs, and Support Units of the NFR-NCR.
Prior to the convening, a simultaneous CMO activities conducted by the Units of NFR-NCR across strategic locations around Metro Manila including clean-up and food feeding programs. Further, a motorcade was also executed to promote and advocate to join the Navy Reserve and support the Reserve Officers Training Corps (ROTC).
The Exercise Kalakip signifies the readiness of Reservists to respond to a variety of scenarios such as disaster response and socio-economic development. Their duty as volunteers would serve as an inspiration to the Filipino people.

At around 10am, PO2 Michael Dizon was on a boat, practicing his rowing skills.
A small wooden boat, carrying 8 passengers, 1 pregnant woman, 2 couples, 1 senior citizen, and 2 minors aged 7 and 5years old, capsized within eyesight of his location.
Hearing calls for help, he immediately rushed and secured each passenger and led them to this boat. With all 8 passengers, he brought them to the shore and then returned to assist the boatman and the helper tending to the capsized boat.
We applaud PO2 Dizon's selfless bravery and quick thinking. That even in the face of danger, he put the safety of others first.
Let us emulate his example by showing bravery and selflessness and making a positive impact in the world through our actions.

We are thrilled to share the successful culmination of the recent HAZMAT and CBRNE Management 19-23 March 2024, held at the AFPRESCOM in Camp Aguinaldo, as part of the esteemed STATE PARTNERSHIP PROGRAM.. This collaborative effort brought together the expertise of military personnels from the AFP and the Guam National Guard (GUNG), with MAJ PETER J GUERRERO from the US Army and GUNG Instructors providing invaluable guidance throughout the training sessions.
COL ROZELLE B SALVOSA PAF(MNSA), Chief of the Reservist Training Division, OJ9, AFP, SPP Coordinator, exemplified unwavering dedication by overseeing the training course from start to finish. Her steadfast commitment ensured the smooth ex*****on of training activities, reinforcing the AFP's commitment to excellence in emergency preparedness.
We we're honored to have MGEN JOEL ALEJANDRO S NACANAC PA, Deputy Chief of Staff for Reservist and Retirees Affairs, J9, deliver an inspiring address during the opening ceremony. His words of encouragement set the tone for the training program, emphasizing the importance of readiness and collaboration in safeguarding our communities.
At the closing ceremony, we were privileged to welcome BGEN DOROTEO JOSE M JALANDONI PN(M), Assistant Deputy Chief of Staff for Reservist and Retiree Affairs, AJ9. His presence underscored the significance of the training initiative in strengthening partnerships and enhancing emergency response capabilities.
Throughout the course, participants immersed themselves in a diverse range of topics, including hazard identification, personal protective equipment (PPE) & Chemical Protective Overgarment (CPO) usage, decontamination procedures, and incident command system (ICS) implementation. Through hands-on exercises and simulations, they honed their skills to effectively respond to hazardous incidents, ensuring the safety and well-being of our communities.
As we reflect of this training program our COMMANDER NFR-NCR CAPT NORMAN R BIOLA PN(MNSA) is looking forward to continuing efforts in enhancing emergency response capabilities and fostering strong partnerships within our community.

On 25 February 2024, the Philippine Navyโs Naval Reserve Command (NAVRESCOM) under Major General Joseph Ferrous S Cuison showed its support to the Armed Forces of the Philippineโs Western Command (WESCOM).
NAVRESCOM was able to provide assistance to WESCOM, which is led by Vice Admiral Alberto B Carlos, by donating goods and materials needed by the local communities of Pag-asa Island in the Municipality of Kalayaan in Palawan.
This was also done in partnership with JCI Manila, Cebuana Lhuillier, and the 1st AFP Affiliated Medical Reserve Center, together with Naval Forces Reserve National Capital Region, a Ready Reserve Unit based in Intramuros, Manila.
Specifically, this integrated group was able to donate generators, laptops, rainwater catchment systems, water filters, office and school supplies, medicines, food and other personal necessities.
JCI-Manila is one of the oldest leadership development organizations in the country and in Asia, while Cebuana Lhuillier is a non-banking financial institution. The University of Perpetual Help Systemsโ 1AFPARMC of the AFP Reserve Command, on the other hand, is led by Brigadier General Vic Ronatay

The Naval Forces Reserve-National Capital Region (NFR-NCR) held its unit-wide mustering aboard Headquarters Naval Reserve Command (HNRC), Cabildo Street, Intramuros, Manila on 20 January 2024.
The said mustering was participated by the various Naval Group Reserve (NGRs) and Support Units of the NFR-NCR and was spearheaded by none other than himself Commander, NFR-NCR, CAPT NORMAN R BIOLA PN(MNSA)(RES) together with the Commander, 22nd NGR, CDR REYNALDO M ROSAS PN(MNSA)(RES); Commander, HHSG, NFR-NCR, CDR APOLIZARIO A CELOZA PN(MNSA)(RES); OIC, NRPAU, CDR MEDARDO C DEACOSTA JR PN(MNSA)(RES); and other distinguished Officers of the NFR-NCR.
The mustering included the highlights of the activity conducted and achievements of the NFR-NCR from the previous year. Likewise, CAPT BIOLA PN(MNSA)(RES) commended all the Reservist Officers and Enlisted Personnel for its volunteerism and active participation to garner success for the NFR-NCR.
The mustering concluded in a traditional boodle fight to further boost the morale and camaraderie of the personnel of the NFR-NCR and continue to celebrate its success onwards 2024.
In 2019, two BCMT "Mabalasik" 10-13 graduates, SN2 Michael A Sy PN(RES) and SN2 Isagani P Moral Jr PN(RES) dreamt of setting-up a K-9 team in the PN Reserve Force. For them, having a specialized team of trained doghandlers and search dogs can complement the Reserve Force HADR and Security activities in terms of

SN2 Moral then established his dog breeding and dog handling organization first in Manila, then in Bacolod, as he needed more space to take care and train his dogs.
With the opportunity provided by the COVID pandemic, SN2 Sy and SN2 Moral found the time to get their Commander, 21st CDR MARIE-PAUL B DE LUNA PN(MNSA)(RES) onboard in strategizing what such an initiative will entail, especially in terms of resources, training, and manpower.
With the support from 21st NGR Officers and EP (salamat sa sponsors!) and Commander, NFRNCR CAPT NORMAN R BIOLA PN(MNSA)(RES), 21st NGR is slowly building up its K9 team. Starting with a Belgian Malinois that SN2 Moral donated in August 2022 to 21st NGR and another one to be made available in 2024, he and SN2 Sy are two active personnel who have invested personal time, resources, and pursued organizations and individuals who can provide training for the handler-canine duo.
Eirene, 21st NGR's first K9, is named after a Greek mythical goddess associated with spring, which means "Peace."
Last November 05 2023, SN2 Sy and Eirene successfully completed the MMDA K9 Canine Assessment. They are now eligible for the next level training that will further hone both the handler and canine skills to communicate better together in completing their specialized tasks.
This initiative will also pave the way for training of more personnel as handlers and in expanding the team to expand interest across the NFR NCR units.

Greetings, everyone! It's time to relive the thrilling moments from the 44th National Reservist Week 2023, which took place just yesterday on September 30, 2023, at the iconic Lapu Lapu Grandstand in Quezon City. With the theme "AFP RESERVE FORCE: Moving towards Resilient Force Posture," this year's event was nothing short of spectacular.
The event was honored to have Secretary Gilberto C. Teodoro, Jr., as the Guest of Honor and Speaker. Secretary Teodoro, a highly respected figure in the defense sector, delivered an inspiring message that set the tone for the entire celebration. He underscored the critical role of the AFP Reserve Force in bolstering the nation's security and stressed the importance of their continuous training and modernization efforts.
But before we delve into Secretary Teodoro's message, let's talk about the electrifying atmosphere at the Lapu Lapu Grandstand. The day began with a heartwarming flag-raising ceremony, a reminder of the unwavering commitment of our reservists to protect and defend our nation.
The highlight of the event was undoubtedly the parade and ceremonial march. Reservists from all walks of life, dressed in their pristine uniforms, marched in perfect unison, showcasing their discipline and dedication. It was a sight to behold, evoking a sense of pride and unity among the spectators.
The event then shifted gears with a series of military demonstrations that left the crowd in awe. From combat simulations that displayed their combat-readiness to weapon displays that showcased their equipment and technology, the reservists proved that they were a force to be reckoned with.
Recognition was also a big part of the day. Outstanding reservists and units were honored for their exceptional service and contributions to national security. Their stories were an inspiration, reminding everyone present of the sacrifices made by these brave individuals.
Now, let's turn our attention back to Secretary Gilberto C. Teodoro, Jr.'s message. In his address, he commended the Reserve Force for their unwavering commitment to the country's defense. 21st NGR NFR NCR and QCDRRMO will strengthen its partnership with a static display booth on 30 Sept 2023.
With the support of QC Mayor Joy Belmonte, QC Vice Mayor Gian Sotto, and the QCDRRM team, the booth will feature key SAR equipment including the DRRMO Rescue Truck with extrication device, Sonar equipment, and a Radar Device that can detect heartbeat beneath wreckage and basic rescue equipment.
21st and QCDRRMO personnel will be manning the booth, including our DEART graduates, so they can apply their knowledge and assist in answering inquiries on DRRM and search and rescue.

The 21st Naval Group Reserve NFR NCR convened one of its regular Mustering of Troops last 23 September 2023 at CGEA.
It was well-attended by 21st nembers, highlighted by the attendance of newly-assigned members as well as its long-time Reservists.
With Commander, 21st NGR CDR MARIE-PAUL B DE LUNA PN(MNSA)(RES) and key officers, including CDR HAGADA, LCDR BENTILLO, LT VERIC, LT TABALDO, ENS FAJARDO, ENS CONGE, ENS BASERGO, CPO SOLER, and CPO FURIGAY, they shared their advice and morale-boosting messages to the troops.
CGEA GHQ and HSC Commander BGEN ARMAND M AREVALO PA and CFMG Deputy LTC TOMBOC also dropped by to meet the 21st personnel.
Before the activity ended, the attendees also submitted their ADT 2024 application and requirements.
Naval Forces Reserve (NFR) NCR, through the initiative and coordination of 21st NGR, spearheaded another Bloodletting activity on 17 September 2023 at Camp Rigoberto Atienza, Brgy Libis, QC.
This event was in partnership with the 51st Engineering Brigade PA, the 12th Wing PAF Reserve, the International Council for Small Business (ICSB) PH, Serving HeartsFoundation Inc, and Tondo Medical Hospital. The 1302nd RRIBN was also in the premises and readily mobilized donors as well.
Not only was this event one of service and sacrifice for others, it also heightened the inter-service cooperation of PN, PA, PAF Reservists with 51st EB PA organic personnel.
During his Opening Remarks, CNFRNCR CAPT NORMAN R BIOLA PN(MNSA)(RES) emphasized the importance of donating blood to help people in need.
In her remarks, C21st CDR MARIE-PAUL B DE LUNA PN(MNSA)(RES) and also ICSB Founding Trustee similarly reiterated that while we can never plan for emergencies, donating blood is but one way to mitigate any future emergencies for blood we may have.
Blood Donors came from the NFRNCR units - 21st, 22nd, 20th -- and its RF Staff.

The Philippine Navy Reservist had a rather upbeat and enlightening experience attending the Briefing and Familiarization on Basic Surface Warfare and Fleet Operations Shipboard Rating at The Fleet Training and Doctrine Center (FTDC), which sits at the helm as the Primary Training Unit for the Philippine Fleet. FTDC's Primary Mission involves honing Officers and Sailors for Sea Warfare, Shaping Doctrines and Curricula, and Executing Annual and Pre-Deployment Assessments to Reinforce the Philippine Fleet's Mission.
Here's a distilled take on the key moments of their involvement:
1. Comprehensive Discussions: The event spanned diverse facets of fleet operations, channeling information through a transparent and captivating route. Facilitated by savvy members of the Fleet Warfare School (FWS), the discussions came laced with their profound mastery and seasoned insight.

LCDR GERMAN "GERMZ" MACATOL MENDEZ PN(RES), one of the first Philippine Navy Reservist contingent for RIMPAC 2018, has passed away.
If you want to pay your last respects, the wake is at the Evergreen Chapel in Pasig City.
Our hearts are heavy with sorrow for the loss, and we're sending our thoughts your way. We want to extend our sincere condolences to the family.
Interment is on 04 Aug 2023 at Garden of Peace Memorial Park Cainta.

It is truly wonderful to learn that this year's "Balikatan" joint military exercises between the Philippines and the United States were highly successful. The introduction of the various firsts and innovative activities during the three-week-long "Balikatan" highlights the dedication of the armed forces in enhancing their skills and preparedness. This successful iteration of "Balikatan" signifies the continuous growth and improvement of the bilateral military partnership between the two countries. The strong bond between the Armed Forces of the Philippines and the United States military exemplifies the commitment to regional stability and security. It is evident that both countries are dedicated to maintaining their strategic partnership and mutual defense cooperation.
One of the Participant YNC EDGAR M MISTERIO PN(Ret)(Res) CMAA for AC of Staff Operations NFR-NCR added "the continuing Balikatan Exercise between the two navies such as BK38-23 is very helpful in enhancing its capabilities, in terms of inter-operability by using the most modern naval warfare machine platform and individual equipment.
